The Commission has installed a telex with an automatic answering device which gives the conversion rates in a number of currencies. This service is available every day from 3.30 p.m. until 1 p.m. the following day. Users of the service should do as follows: — call telex number Brussels 23789; — give their own telex code; — type the code 'cccc' which puts the automatic system into operation resulting in the transmission or the conversion rates of the EUA; — the transmission should not be interrupted until the end of the message, which is marked by the code 'ffff\ Note: The Commission also has an automatic telex answering service (No 21791) providing daily data on calculation of monetary compensatory amounts for the purposes of the common agricultural policy.

Award of aid from the Guidance Section of the European Agricultural Guidance and Guarantee Fund Regulations (EEC) No 355/77 and (EEC) No 1943/81 Second and last instalment for 1981
In accordance with Article 16, paragraph 3, of Regulation (EEC) No 355/77 (l), an amount of 80 million ECU is included in the 1981 budget for the financing of individual projects. To this amount must be added an amount of 2617685 ECU not allocated in 1980 and therefore carried forward to 1981, as well as 18 million ECU reserved for Greek projects. In addition, for projects situated in the Mezzogiorno, the Languedoc- Roussillion region and for the wine sector in five other Departments of France, an amount of 42 million ECU is included in the 1981 budget in accordance with Article 3 of Council Regulation (EEC) No 1361/78 of 19 June 1978, modifying Regulation (EEC) No 355/77 (2), to which must be added an amount of 6 086 060 ECU not allocated in 1980 and carried forward to 1981. In accordance with Council Regulation (EEC) No 1820/80 of 24 June 1980 for the stimulation of agricultural development in the less-favoured areas of the West of Ireland (3), an amount of 8 million ECU is available for 1981, to which must be added an amount of 400 000 ECU not allocated in 1980 and carried forward into 1981. Finally, under the terms of Council Regulation (EEC) No 1943/81 of 30 June 1981 on a common measure to improve the processing and marketing conditions in the cattlefeed sector in Northern Ireland (4), an amount of 3 million ECU is available for 1981.
To these amounts must be added monies recovered following the cancellation of projects previously awarded aid.
The Commission has already granted awards totalling respectively about 47 770 000, 25 550 000 and 3 730 000 ECU on 30 June 1981 (5).
In accordance with the provisions of Article 13, paragraph 1, of Regulation (EEC) No 355/77, 1 043 applications were submitted through the Member States before 1 May 1981 or carried over from 1980; 34 have been withdrawn or abandoned.
Of the 1 009 applications remaining, 23 have been considered not to meet the formal requirements of Regulation (EEC) No 355/77 for one or other of the following reasons: — the project did not receive a favourable opinion from the Member State in whose territory the project is to be carried out, in accordance with Article 13, paragraph 3, of the Regulation; — the information given was clearly inadequate to allow an evaluation of the project for its conformity with the conditions of the Regulation; — the project did not concern the marketing of the products set out in Annex II to the Treaty or the production of the processed products set out in that Annex, in accordance with Article 7;

— the projects did not fall within the field of application of Regulation (EEC) No 355/77; — the projects did not fulfill the requirements of approved specific programmes.
These findings have been notified to the applicants concerned and to the relevant Member States.
Of the 986 applications considered to meet the formal requirements, the Commission has decided not to ^grant aid from the Fund to 34 projects because they do not comply with the criteria of Regulation (EEC) No 355/77. The Commission decisions refusing the granting of aid have been notified to the Member States concerned and also to the applicants.
Among the 952 projects remaining and considered to comply with the conditions of Regulation (EEC) No 355/77, 239 have already been granted aid from the Fund. The 713 projects remaining represent a demand for aid of over 300 million ECU.
Having consulted the Fund Committee on the financial aspects, particularly on the funds available, and having received the opinion of the Standing Committee on Agriculture Structures, together with the opinion of the Standing Committee for the Fishing Industry in relation to projects in the fishing sector, the Commission has chosen, for the second tranche of 1981, 248 applications for aid, representing a subsidy amounting to 79 420 767 ECU, within the framework of the general provisions, 44 applications for aid, representing a subsidy amounting to 27 612 677 ECU within the framework of the funds reserved for the Mediterranean zones, nine projects in the West of Ireland, representing a subsidy amounting to 5 576 890 ECU and six in Northern Ireland, representing a subsidy amounting to 1 588 514 ECU.
The projects chosen to receive aid, which are set out in the attached list, seem to the Commission to be most in the interest of the Community.
In accordance with Article 19 of Regulation (EEC) No 355/77, the decisions on the granting of aid to the projects indicated hereafter have been notified to the relevant Member States and also to the beneficiaries. No C 49/4 Official Journal of the European Communities 24. 2. 82
