    Treasure Coast FSA Post-season meeting 10/22/18 notes American Oystercatcher The AMOY population in the Indian River Lagoon Aquatic Preserve was discussed. Habitat preference was noted to be atypical in that birds will nest on islands in close proximity to tall vegetation, although often near the interior lagoons that exist on some islands. Habitat management to maintain early successional sites on spoil islands will continue for this species in the IRL AP. Also notable for this population was the presence of birds that appeared to be defending a nesting territory but did not nest. It was hypothesized that some environmental condition may be preventing the birds from nesting physiologically, like insufficient food resources or perhaps something more insidious like an environmental contaminant. Monitoring will continue. The AMOY pair at MC2 AKA Bird Island Critical Wildlife Area in Martin county nested and fledged one chick. Interest was expressed in banding the AMOY in the area to better understand movement patterns, site fidelity, survivorship, etc. A similar suggestion has been made for the AMOY in the Lake Worth Lagoon (Palm Beach County). Black Skimmer Rooftop-nesting Black Skimmers were successful at one Martin County rooftop site. One ground-nesting colony of Skimmers was present near the St. Lucie inlet in Martin County but were over washed before fledging any chicks. This represented the farthest south that any ground-nesting BLSK were observed in 2018. Least Tern Least terns successfully nested on one rooftop in each of our 3 counties. The Office Depot rooftop in Vero Beach had issues throughout the season with emergency rooftop/AC repairs.

    Treasure Coast Food Bank Response to the Coronavirus Pandemic Packaging of Emergency Food Boxes underway Daily meal delivery to organizations continues Dear Friend, Treasure Coast Food Bank is packaging emergency food boxes for people who can’t access food because of the novel Coronavirus. Last week, our staff and volunteers began packaging hundreds of food boxes with pantry staples and other healthy shelf- stable foods for people who will struggle to put food on the table in the weeks ahead. Our Food Production Kitchen continues to prepare and deliver thousands of meals every day to multiple organizations ensuring children will continue to receive a healthy meal while schools are closed. As the largest emergency food provider to the four-county area encompassing Indian River, St. Lucie, Martin and Okeechobee counties, we have been preparing for increased demand for food as businesses shut down, forcing many individuals to go without paychecks. Our mission is food. While this situation is different than the emergencies we typically experience, such as hurricanes, we know the results will be the same – more people needing our help to feed themselves and their families. Every day, Treasure Coast Food Bank packages and delivers a variety of food to our partner organizations, including proteins, whole grains and vegetables for balanced nutrition. We are prepared to continue our regular daily operations providing meals and food boxes through our mobile distribution services and by other delivery methods as the needs arise. As packing continues, we are seeking additional volunteers to help as some of our regular volunteers – many of whom are seniors and more susceptible to the novel Coronavirus (COVID-19) – are choosing to stay home.

    Hobe Sound III. REFUGE National Wildlife Refuge ENVIRONMENT Section A. Draft Comprehensive Physical Environment Conservation Plan CHAPTER III - Refuge Climate Environment Located in southeast Florida, Hobe Sound National Wildlife Refuge is characterized by a subtropical climate. Temperatures very rarely fall below freezing in the winter months and often reach mid- to high-90s in the summer months of July, August, and September. Temperatures measured at the Palm Beach International Airport weather station range from an average annual maximum of 83oF to a minimum of 67oF (Winsberg 1990). The average January temper- ature is 65.1oF, and the average August temperature is 81.8oF. Specific weather data for the refuge is gathered from a fire weather station located at nearby Jonathan Dickinson State Park. According to this data, the refuge receives an average of 50 inches of rain per year, with most of it occurring from June through November. During the wet season, thunderstorms that result from easterly trade winds and land-sea convection patterns occur almost daily. Wet season rainfall follows a bimodal pattern with peaks during May-June and September-October. Tropical storms and hurricanes also provide major contributions to wet season rainfall with a high level of variability and a low level of predictability. During the dry season, rainfall is governed by large-scale winter weather fronts that pass through the region approximately every 2 weeks. High evapotransporation rates in south Florida roughly equal mean annual precipitation (U.S. Army Corps of Engineers 2002). Air Quality The existing air quality within Martin County is considered good, and the region meets current National Ambient Air Quality Standards.

    ASSESSMENT REPORT OF REGIONAL DIFFERENCES WITHIN FLORIDA WITHIN THE CONTEXT OF THE TRAINERS AND TOOLS PROJECT: BUILDING COASTAL FLOOD HAZARD RESILIENCY IN FLORIDA’S REGIONAL PLANNING COUNCIL COMMUNITIES Prepared by: South Florida Regional Council July 2016 Page 1 of 54 Project Overview Projected sea level rise impacts threaten to exacerbate the vulnerability of Florida’s at-risk coastal resources. Adapting to and mitigating sea level rise impacts will require that it be incorporated into all levels of hazard mitigation and land use planning in Florida. This comparative analysis provides an overview of five regional planning areas within Florida, zooming to ten regional planning councils (RPCs). The regional differences are assessed with particular respect to how each can uniquely address coastal vulnerabilities and mitigate losses appropriately aligned to local characteristics but using a statewide framework. In addition to geologic and geographic differences, there are also differences in levels of readiness and what planning and adaptation work has already been done to increase resilience. These variations will be highlighted within this report. All RPCs have completed a Regional Evacuation Study, which produced the storm surge maps for their region, but these are at different levels of being updated1. This report uses recent research and data on Florida’s vulnerability to sea level rise and coastal flooding, as well as feedback from RPC representatives within the larger project, Trainers and Tools: Building Coastal Flood Hazard Resiliency in Florida’s Regional Planning Council Communities. The overarching goal of the project is creating a unified multi-region coastal resilience network for Florida to provide an iterative set of co-benefits.
