The Minutes of the 2 nd Meeting of DEAC, held on 06.01.2017 at the Mini Conference Hall, Collectorate, Kasaragod.

The Second meeting of DEAC, Kasaragod held at 2.30 PM on 06.01.2017. The Chairperson, DEAC Kasaragod welcomed the members and initiated the proceedings of the committee. Item No.I: Environmental Clearance for the building stone quarry project of Ceeyen Stone Crusher, in R.S.No.40/1K in Parappa Village, Vellarikund Taluk, . File No. A/6439/2016 of DEIAA&DOK/1830/ 2016 of DEAC

Project Proponent: C.Narayanan, Ceeyen Stone Crusher Project.

The Committee appraised the proposal based on Form I, Pre Feasibility Report, Mining Plan and Field Inspection Report. The Committee decided to recommend for issuance of EC with the general conditions subject to the conditions as per site inspection report as follows.

1) Quarrying should be conducted as per the Mining Plan 2) The proponent should plant trees including endemic species at least 5 times of loss occurred while clearing the land for mining purpose. 3) Fencing should be provided all around the lease area. 4) Appropriate Sign boards should be displayed. 5) Dust suppression mechanism with adequate water storage shall be provided to avoid dust pollution. 6) Transportation of products, powder etc. must be with sufficient wetting and adequately covered. 7) Sound and air pollution control measures as required shall be maintained. 8) The blasting times must be displayed and strictly adhered to, preferably 6 AM to 6 PM. 9) Rain water recharging pit is to be constructed in each terrace to collect rain water run off 10) Proposed gully plug shall be constructed and maintained to ensure recharge of ground water.

Item No.II: Environmental Clearance for the Ordinary Earth from RS.No.191/1A1E-15 at Village , Kasaragod District by Sri.K.Baburaj, S/o Karunakaran, Madhumandhiram, Aravanchal(P.O), File No. A/10740/2016/Earth

The Committee appraised the proposal based on Form I, Pre Feasibility Report, Mining Plan and Field Inspection Report and decided to recommend for issuance of EC for removal of 27280 MT of Ordinary Earth subject to the condition that removal should be in the terraced manner limiting maximum depth of removal to 3 metre with special conditions in addition to the general conditions as shown below.

1) One metre buffer zone should be kept in all around the permitted area. 2) Extraction of ordinary earth should be with 1 metre benches and up to a maximum depth of 3 metres. 3) Adequate water storage and water sprinkling should be made. 4) Wind breaking arrangement to control dust pollution. 5) Operation should be during day time preferably 6AM to 6 PM 6) Transportation should be with sufficient wetting and with proper coverage. 7) Extraction should be confined to the permitted area. 8) Extraction of ordinary earth should not be conducted during high rainy season Two numbers of new proposals are received before the DEAC Kasaragod for appraisal.

Item No.III: The first proposal is for getting Environmental Clearance for China Clay mining project of M/S Clays&Ceramic products Ltd, ‘Clay House’, Pappinissery, Kannur in R.S.No.109/1A and 109/1B in Pudukai Village Hosdurg Taluk. The RQP with project proponent described about the project in detail with power point presentation and requested to grant environmental clearance. The DEAC members discussed about the project with RQP and the project proponent and decided to conduct site inspection on 17.01.2017. Item No.IV: The second proposal is for getting environmental clearance for granite building stone project in Survey No.242/3Apt, 242/3A3Bpt etc. in Village Manjeswaram Taluk. The project proponent Sri.Antony Raphel and RQP are presented. The RQP described about the project in detail with power point presentation and requested to grant environmental clearance. The DEAC members discussed about the project and decided to conduct site inspection on 17.01.2017.
