Dear Senator Rolfes:

Please accept our sincerest thanks for not only your continuing strong support of K-12 public education but also representing our region as a member of the Governor/Legislative McCleary plan workgroup.

As superintendents of school districts who regularly collaborate with each other, and who also include parts of your legislative district, we believe it is imperative that we communicate directly with you. We take this opportunity to share our collective perspective around the work you are undertaking as part of the newly formed McCleary workgroup. More specifically, and during our recent regional superintendent’s meeting, we discussed and reached consensus around the following:

1. The McCleary Decision clarified the legislature’s failure to meet its constitutional responsibility to provide ample and equitable basic education funding— basic education as it defined and promised by 2018. This is no longer a matter of differing opinion.

2. Legislative responsibility cannot be delegated to anyone other than the elected Legislature. We expect elected legislators to do what they were elected to do— identify how this constitutional obligation will be delivered through consultation and compromise. We offer our support identifying the impacts of potential solutions, but ultimately the responsibility for deciding how this constitutional obligation will be met rests with legislators.

3. From our perspective the solutions requiring legislative consideration include: a. State responsibility for fair and ample basic education staff compensation and related factors, so that the time and effort currently used in local collective bargaining over salary, benefits, and time for professional development can instead focus on issues related to teaching, learning, and student achievement.

b. Providing state-wide, affordable health care options.

c. Balancing state and district accountabilities.

d. Working with practitioners to make sure the solution is workable and addresses transition and implementation costs and timelines.
