Lynch October 6, 2015 Senator Christine Rolfes PO Box 40600 Olympia, WA 98504-0600 Dear Senator Rolfes: Please accept our sincerest thanks for not only your continuing strong support of K-12 public education but also representing our region as a member of the Governor/Legislative McCleary plan workgroup. As superintendents of school districts who regularly collaborate with each other, and who also include parts of your legislative district, we believe it is imperative that we communicate directly with you. We take this opportunity to share our collective perspective around the work you are undertaking as part of the newly formed McCleary workgroup. More specifically, and during our recent regional superintendent’s meeting, we discussed and reached consensus around the following: 1. The McCleary Decision clarified the legislature’s failure to meet its constitutional responsibility to provide ample and equitable basic education funding— basic education as it defined and promised by 2018. This is no longer a matter of differing opinion. 2. Legislative responsibility cannot be delegated to anyone other than the elected Legislature. We expect elected legislators to do what they were elected to do— identify how this constitutional obligation will be delivered through consultation and compromise. We offer our support identifying the impacts of potential solutions, but ultimately the responsibility for deciding how this constitutional obligation will be met rests with legislators. 3. From our perspective the solutions requiring legislative consideration include: a. State responsibility for fair and ample basic education staff compensation and related factors, so that the time and effort currently used in local collective bargaining over salary, benefits, and time for professional development can instead focus on issues related to teaching, learning, and student achievement. b. Providing state-wide, affordable health care options. c. Balancing state and district accountabilities. d. Working with practitioners to make sure the solution is workable and addresses transition and implementation costs and timelines. For the constituents and citizens of Pierce County, the passage of the Connecting Washington package offered the promise of accomplishing a 40-year dream—the completion of State Route 167. Yet, weeks before a key stage of the project was to go out to bid, you unilaterally decided to freeze it. We are writing to express our extreme disappointment and frustration with what we believe to be a short-sighted decision. We are confident you are fully aware that the Puget Sound Gateway package was the keystone project in Connecting Washington, drawing support for the overall package from over 165 business, labor, agriculture, maritime, and local government organizations from around the state. They all recognized the central importance this project plays in supporting the competitiveness of our ports and their labor partners, growers, shippers, and manufacturers who seek access to the global marketplace. In fact, you led the cutting of the ribbon to start this project. Delaying it threatens the state’s economic recovery, serves as a complete disregard to that coalition of project advocates, and does a disservice to all the working families that will benefit from this project. We are very disappointed in your decision. The last year has highlighted the importance of a well-functioning supply chain. While there has been a reduction in transportation revenue across many categories of funding because of remote work and social distancing, diesel tax revenue has remained relatively stable.

We offer this comprehensive guide as a reference to help you find information on the candidates and statewide measures that appear on your ballot. This general election gives you the opportunity to have a say in our government at the local, state, and national levels, and to choose who will serve as our nation’s next president. In order to have your voice heard, you must be registered to vote. Voter registration forms that are mailed or completed online must be received by October 26, and we encourage you to check your registration information today at VoteWA.gov. If you are reading this message after October 26 and you are not registered, have moved since the last time you voted, or did not receive a ballot, you can go to your local elections office or voting center during regular business hours through 8 p.m. on Election Day to register to vote and receive a ballot. Once you have completed your ballot, you can send it via U.S. mail — no postage needed — but remember, all ballots must be postmarked by November 3. A late postmark could disqualify your ballot. The USPS recommends that you mail a week before Election Day.
