Box 40002 Olympia, WA 98504 Dear Governor Inslee: We are writing to express our concern regarding your decision to move Cowlitz, Pierce and Whitman counties back to Phase 2 of your Healthy Washington plan. It’s been more than a year since your emergency order went into effect, and our constituents have made every sacrifice that’s been asked of them. We will never fully comprehend the mental and emotional toll this pandemic has had on their well-being and can only imagine the frustration and dismay they now feel as a result of your decision. In your statement, you said we have done 95 yards on a 99-yard drive. To further your analogy, you are now forcing our counties to take a knee. It’s a decision we fear will cause further devastation for our constituents, their families and their livelihoods. As we continue to battle this pandemic, we know case numbers will ebb and flow. We’re seeing that all around the country. The question is how we respond. We urge you to reconsider your decision to move our counties back to Phase 2. However, if your decision is final, we ask that you work with the Department of Health to redouble vaccination efforts in our counties to ensure a quick return to Phase 3. There can be no more “technical glitches” by the state that result in the under-ordering of vaccines, as we saw in Pierce County. If we’re going to be successful, the state can’t set us up to fail. We hope you will honor Pierce County’s request for an additional 15,000 vaccine doses per week and Cowlitz County’s request for an additional 2,000 vaccine doses per week. We also hope you will work closely with Washington State University officials in providing them with the resources they need to lower the rate of infections among the student population. We look forward to receiving your response. He grew up in the Seattle area where his father, Frank, was a high school teacher and coach . His mother worked as a sales clerk at Sears & Roebuck . Jay worked his way through college and graduated from the University of Washington with a degree in economics before earning his law degree at Willamette University . He and his wife, Trudi, then moved to Selah, a small town near Yakima where they raised their three sons .

We restate our sincere and genuine respect of the United States Constitution and the Constitution of the state of Washington. No person, no emergency order and no law have the authority to remove these Constitutional freedoms and rights from the people. August 24, 2020 Larry Carpenter, Chairman Kelly Susewind, Director Washington Fish and Wildlife Commission Washington Fish and Wildlife Commission 600 Capitol Way N 600 Capitol Way N Olympia, WA 98501 Olympia, WA 98501 [email protected] [email protected] RE: Columbia River Basin Salmon Management Policy (C-3620) Chairman Carpenter and Director Susewind: We have serious concerns with proposed changes to the Commission’s Columbia River Basin Salmon Management Policy (C-3620) that would undo efforts to enhance the conservation and selectivity of Columbia River salmon fisheries under the Oregon-Washington Columbia River reforms. The Commission’s recent actions to undermine the bi-state reforms by returning non-tribal gillnets to the mainstem lower Columbia River have been immensely unpopular with our constituents and comes as several salmon and steelhead populations are in steep decline. The actions have also cost the Department critical support from recreational anglers – a stakeholder group that is key to the long-term financial solvency of the Washington Department of Fish and Wildlife (WDFW). Columbia River basin fisheries require careful, proactive management with 13 species of salmon and steelhead listed under the federal Endangered Species Act (ESA) along with federal requirements dictating the harvest or removal of excess hatchery fish as a condition of continued hatchery operations. These challenges have driven the transition to fishing methods more capable of selectively harvesting hatchery-reared salmon while also providing increased escapement of ESA-listed and weak wild stocks. By design, gillnets are ill-suited for meeting these challenges in the mainstem lower Columbia River’s mixed-stock fisheries where wild and ESA-listed salmon and steelhead are intermingled with fin-clipped hatchery-reared salmon.

The goal of the Company’s political contributions and expenditures is to promote the interests of the Company and our customers, and the Company makes such decisions in accordance with the processes described in this political contribution and expenditure policy and statement, without regard to the personal political preferences of the Company’s directors, officers, or employees. Approval Process The Company’s Vice President of Public Policy reviews and approves each political contribution and expenditure made with Company funds or resources to, or in support of, any political candidate, political campaign, political party, political committee, or public official in any country, or to any other organization for use in making political expenditures, to ensure that it is lawful and consistent with the Company’s business objectives and public policy priorities. The Company’s Senior Vice President for Global Corporate Affairs and the Senior Vice President and General Counsel review all political expenditures. In addition, the Audit Committee of the Board of Directors annually reviews this political contribution and expenditure policy and statement and a report on all of the Company’s political contributions and expenditures, including any contributions made to trade associations or 501(c)(4) social welfare organizations.

May 10, 2021 Dear Governor Inslee, At this time one year ago, you had just announced “Safe Start Washington,” the first of the phased approaches to reopening our state economy. Since then, Washington’s restaurants, bars and other hospitality establishments have demonstrated a strong commitment to following established safety protocols. Just this week, you publicly noted hospital stays are shortening and mortality rates are decreasing as the latest wave of the pandemic appears to be leveling out. We also have noted our state’s COVID-19 vaccination numbers are comparable if not better than those of most others. Yet Washington’s hospitality establishments, more than any other economic sector in our state, must contend with continued restrictions on their ability to serve customers. We see California is now poised to fully reopen its economy June 15, with Oregon intending to follow suit before the end of June. These are, with our state, the original members of the Western States Pact, which was formed with a shared vision of addressing COVID-19. We encourage you to now share the vision of Governors Newsom and Brown and decide that Washington, also, should fully reopen June 15. These establishments are operated by our constituents and are important to our local economies. By announcing an end to the phased reopening, not merely a pause, you would free them from the emotional rollercoaster that goes with the threat – or reality – of being forced back to tighter restrictions. They have endured enough and should be allowed to begin focusing on their recovery. We trust they will act responsibly if restrictions are lifted fully and believe you can do the same.
