PURPOSE: This is a supervisory position in which the incumbent supervises the operations of the school system in the District, including responsibility for personnel of the system and education programs of the District.

KEY RESULTS AREA:

• Annual Work Plan

• Monthly activities report

• Quarterly report on key activities

• Other deliverables will include specific technical targets to be defined by the County Education Officer in accordance with the Work Plan of the Ministry.

DUTIES:

o General Management Functions

• Oversees the operations of the school system in the District and Education programs of the District. • Maintains organized procedures for monitoring personnel with regulations to include preparation of position required to set up the District Office subject to the approval of the County Education Officer. • Prepare the budget covering all aspects of operations of the District Education Office and all aspects of the school system to be included in the annual budget subject to the approval of the County Education Officer. • Supervise the implementation of all relevant national education policies, regulations, decisions, programs and development projects through Schools authorities, as directed by County Education Officer.

o Technical Duties

• Prepare regular quarterly and annual or special reports with a summary of the monthly and annual received from the school authorities for the reporting period. • Carryout monitoring and evaluation to the various schools in the District to ensure that the Ministry of Education policies and regulations are implemented in all schools.

SUPERVISORY FUNCTIONS:

• Train/mentor staff assigned. • Prepare performance reviews of all Ministry of Education Staff in the District at completion of the performance evaluation cycle ensuring that all work papers supporting the review are clear and concise.

EDUCATIONAL QUALIFICATION A Bachelor’s Degree in Education, or related field from an accredited college or university.

WORK EXPERIENCE Experience: five years (2) of experience related to the above described duties. Substitution Statement: Related experience on a basis set forth and approved by the MoE Human Resources Division.

DEPARTMENTAL/FUNCTIONAL RELATIONS: Administration/Planning

EXTERNAL RELATIONS: All Private Education Organization & Schools in the District : District School Board : Parents Teachers Association (PTA) : CSA/Ministry of Finance

PURPOSE: This is a supervisory position in which the incumbent supervises the operations of the school system in the District, including responsibility for personnel of the system and education programs of the District.

KEY RESULTS AREA:

• Annual Work Plan

• Monthly activities report

• Quarterly report on key activities

• Other deliverables will include specific technical targets to be defined by the County Education Officer in accordance with the Work Plan of the Ministry.

DUTIES:

o General Management Functions

• Oversees the operations of the school system in the District and Education programs of the District. • Maintains organized procedures for monitoring personnel with regulations to include preparation of position required to set up the District Office subject to the approval of the County Education Officer. • Prepare the budget covering all aspects of operations of the District Education Office and all aspects of the school system to be included in the annual budget subject to the approval of the County Education Officer. • Supervise the implementation of all relevant national education policies, regulations, decisions, programs and development projects through Schools authorities, as directed by County Education Officer.

o Technical Duties

• Prepare regular quarterly and annual or special reports with a summary of the monthly and annual received from the school authorities for the reporting period. • Carryout monitoring and evaluation to the various schools in the District to ensure that the Ministry of Education policies and regulations are implemented in all schools.

SUPERVISORY FUNCTIONS:

• Train/mentor staff assigned. • Prepare performance reviews of all Ministry of Education Staff in the District at completion of the performance evaluation cycle ensuring that all work papers supporting the review are clear and concise.

EDUCATIONAL QUALIFICATION A Bachelor’s Degree in Education, or related field from an accredited college or university.

WORK EXPERIENCE Experience: five years (2) of experience related to the above described duties. Substitution Statement: Related experience on a basis set forth and approved by the MoE Human Resources Division.
