  • FEWS NET Special Report: a Famine Likely Occurred in Bama LGA and May Be Ongoing in Inaccessible Areas of Borno State
    December 13, 2016 A Famine likely occurred in Bama LGA and may be ongoing in inaccessible areas of Borno State This report summarizes an IPC-compatible analysis of Local Government Areas (LGAs) and select IDP concentrations in Borno State, Nigeria. The conclusions of this report have been endorsed by the IPC’s Emergency Review Committee. This analysis follows a July 2016 multi-agency alert, which warned of Famine, and builds off of the October 2016 Cadre Harmonisé analysis, which concluded that additional, more detailed analysis of Borno was needed given the elevated risk of Famine. KEY MESSAGES A Famine likely occurred in Bama and Banki towns during 2016, and in surrounding rural areas where conditions are likely to have been similar, or worse. Although this conclusion cannot be fully verified, a preponderance of the available evidence, including a representative mortality survey, suggests that Famine (IPC Phase 5) occurred in Bama LGA during 2016, when the vast majority of the LGA’s remaining population was concentrated in Bama Town and Banki Town. Analysis indicates that at least 2,000 Famine-related deaths may have occurred in Bama LGA between January and September, many of them young children. Famine may have also occurred in other parts of Borno State that were inaccessible during 2016, but not enough data is available to make this determination. While assistance has improved conditions in accessible areas of Borno State, a Famine may be ongoing in inaccessible areas where conditions could be similar to those observed in Bama LGA earlier this year. Significant assistance in Bama Town (since July) and in Banki Town (since August/September) has contributed to a reduction in mortality and the prevalence of acute malnutrition, though these improvements are tenuous and depend on the continued delivery of assistance.

    Cadre Harmonize Result for Identification of Risk Areas and Vulnerable Populations in Fifteen (15) Northern States and the Federal Capital Territory (FCT) of Nigeria Results of the Analysis of Current (October to December, 2020) and Projected Prepared: 05/11/2020 Nigeria (June to August 2021) The main results for zones/LGAs affected by food The Cadre Harmonize (CH) is the framework for the consensual analysis of acute food and and nutrition insecurity in the 15 states of nutrition insecurity in the Sahel and West Africa region. The CH process is coordinated by CILSS Adamawa, Bauchi, Benue, Borno, Gombe, and jointly managed by ECOWAS and UEMOA within the Sahel and West African sub-region. Jigawa, Kaduna, Kano, Katsina, Kebbi, Niger, The analysis considered the standard food and nutrition security outcome indicators, namely, food Plateau, Taraba, Sokoto, Yobe and the FCT consumption, livelihood change, nutritional status, and mortality. It is not intended to be an exhaustive survey of a particular subject or theme. It is split into 2 parts: (1) an assessment of COI and other evidence; and (2) COI. These are explained in more detail below.     NORTH-EAST NIGERIA SITUATION UPDATE 06 - 19 August 2019 Protection desks under construction in Bama (left) and Dalori I (right). @UNHCR/August 2019 Security Situation The general security situation in the Northeast of Nigeria remains largely volatile. During this reporting period, while Borno State was at the epicenter of continuing hostilities, sporadic incidents were reported in the States of Yobe and Adamawa. This period was marked by two simultaneous Non-State Arm Groups (NSAG) attacks in Banki; one on the UN Humanitarian Hub armed guards, and the other on IDP camp. These incidents may indicate modification of the modus operandi of NSAG. They are targeting UN structures and assets. While the intentions behind the attacks remain unknown, based on previous experiences, they could be aimed at collecting supplies, and/or abducting humanitarian personnel for ransom. A joint assessment mission was conducted, and an ad hoc Area Security Management Team held to review existing prevention and mitigation measures. Overall, the military exercise control over the territories, major towns, and strategic routes. Risks associated with ambushes, collateral damage, abductions of staff and persons of concern is likely to continue in the short and medium-term. Military operations and NSAG activities in Northern Borno tend to impact humanitarian activities. Adherence to effective security risk management measures and constant monitoring of the situation remains a crucial part of program implementation. Protection Environment Protection by presence: UNHCR and its partners have maintained their presence in camps and LGAs in BAY states for the purpose of monitoring the protection environment, identifying human right violations and other protection risks and incidents for referrals and appropriate response.

    Borno, Nigeria—Corinna Robbins BORNO, NORTHEAST NIGERIA STRATEGIC RESILIENCE ASSESSMENT Full Report and Findings NOVEMBER 2018 Executive summary 1 Overview This Strategic Resilience Assessment (STRESS) in Northeast Nigeria illustrates how communities can build resilience to shocks and stresses within the context of ongoing conflict or humanitarian crisis and protect progress toward humanitarian and development goals. Mercy Corps defines resilience as the capacity of communities in complex socio-ecological systems to learn, cope, adapt, and transform in the face of change. Resilience is not the end goal, but rather the way that well-being—in humanitarian and development terms—continues on a positive trajectory in spite of disruption. Undertaken between June 2017 and July 2018 and drawing from both primary and secondary data, this STRESS process seeks to understand what factors support or undermine resilience in the complex crisis context of Borno, and then identify a set of capacities that can contribute to a shared vision for humanitarian and development stakeholders in Borno over the next 3-5 years. The STRESS process encourages us to think differently. Five overarching questions guide Mercy Corps’ STRESS: Resilience to what end? Resilience of which systems?
