The initial complaint (#15-11-1080) was filed against the Wooster City School District (District) on January 24, 2011. The complainant alleged that the District denied a student with a disability (the Student), who uses a wheelchair, an equal opportunity to participate on the District’s middle school track team during the 2009-2010 and 2010-2011 school years. On December 30, 2011, OCR opened a related complaint (#15-12-4010) against the Ohio High School Athletic Association (OHSAA), as OCR determined that OHSAA, as the organization responsible for setting athletic participation rules for the District and an entity involved in the District’s alleged denial of equal opportunity to the Student, was a necessary party to the resolution of the complaint against the District.
