HR 589 acknowledges that women in the United States are more likely to die from childbirth or pregnancy-related causes than women in other high-income countries, and furthermore, Georgia is among the top 10 states with the highest maternal death rate. The resolution also recognizes that maternal deaths are a serious public health concern and have tremendous family and social impacts that affect diverse populations. HR 589 acknowledges that the Georgia Maternal Mortality Review Committee has reviewed three years of maternal death data in the state, and the data suggests that 60 percent of these deaths were preventable. Continued review of maternal deaths is recommended to understand the trends in the data, and there is a need to develop strategies and institute systemic changes to decrease and prevent maternal deaths in Georgia. House Resolution 589 provides for the membership of the committee, consisting of seven members of the House of Representatives, a minimum of two of whom shall be African American female legislators, and two members of the Georgia Maternal Mortality Review Committee appointed by the speaker of the House of Representatives.

The law enforcement agency determines whether to investigate the alleged criminal offense and report any findings to the appropriate prosecutor's office. No investigation of the alleged offense should be undertaken by the postsecondary institution unless the investigation is conducted by a campus law enforcement agent that is POST certified. This bill does not require a victim of an alleged sexual assault to cooperate with law enforcement in any investigation or to participate in any subsequent prosecution.

The efforts of our lobbying team, in particular Helen Sloat and George Ray, were crucial for several of our education clients in extending the teacher pay raise to all certified professionals in public schools, including counselors, social workers, and psychologists. In the certificate of need wars, the hospital side succeeded in keeping CON largely intact. In order to sustainably strengthen our nation’s security for today and for next generations, scrutiny and fiscal discipline must be applied at the Pentagon. In the President’s budget request for Fiscal Year 2016, Pentagon spending, including nuclear weapons and war spending,* would consume 53% of the nation’s discretionary budget surpassing agreed-to budget caps by $38 billion. Indeed, year after year we see Pentagon spending taking over half of the discretionary budget, and this spending has nearly doubled over the last decade. Meanwhile, we have seen cuts to the wide range of other discretionary budget programs and needed investments – including education, infrastructure, health care and much more. Cuts to these discretionary programs sharply impact our states which receive roughly one third of this funding. As state legislators we have had to make hard decisions to cut back on needed investments and services. Further cuts will add strain to state budgets and thwart economic growth. Within the supersized Pentagon spending budget, many dollars are expended on programs that are unnecessary, unwanted or unworkable and beset with cost overruns.
