The Chillagoe-Mungana limestone belt borders the traditional estates of three Aboriginal groups, the Wakaman, the Wakara, and the Kuku Djungan. This project investigates the rock art found along the common boundaries of these territories, specifically examining what social and economic information the rock art encodes about the Aboriginal groups of north Queensland prior to European contact. The Chillagoe-Mungana district is ideally placed for an investigation into junction zone rock art. Not only does the limestone belt intersect the territory of multiple local Aboriginal groups in the late Holocene, it also serves as the transitional boundary zone between two of the major rock art provinces in Queensland, the intersection between the North/Central Queensland Highlands region and Cape York Peninsula. Analysis of temporal and geographical changes in the distribution of the motifs of the Chillagoe rock art assemblage provide insight into the nature of rock art junctions, not only in Queensland, but also across Australia. This PhD project has two components: first, to record rock art sites in the Chillagoe-Mungana region in order to illuminate the socio-cultural context of north-eastern Australia; and second, to examine the cultural heritage management challenges faced by Aboriginal groups in the current Australian social, economic and legislative context. During this project, across six sections of the Chillagoe limestone belt, 49 rock art sites were surveyed and 2142 individual motifs were recorded. This project found that motifs in the Chillagoe area were produced using six different techniques (painting, drawing, stencilling, engraving, printing and combination) and in five different motif categories (figurative, non-figurative, tracks, stencils and prints). The stylistic characteristics of the rock art assemblage, however, are not spread uniformly across the limestone belt. In particular, the presence and concentration of stencils and engravings and the occurrence of figurative motifs varies within the six survey sections, with a distinct contrast between the north-eastern and western sides of the limestone belt. Using the tenets of information exchange and fissioning/regionalisation theory, the patterns in the geographic distribution of the motif forms and production types were compared to determine any correlations with the known ethnographic boundaries of the local i Aboriginal groups in the recent past. The analysis demonstrated that the Chillagoe rock art assemblage reflects the variability in the rock art stylistic characteristics of the groups who surround the limestone belt, with certain geographic regions of the survey area exhibiting greater stylistic similarity, and, therefore, greater socio-cultural connection, with the specific groups who border those particular sites. The differing territorial boundaries and various cultural influences of the region are visible in the rock art assemblage. This regionalisation may not be solely a late Holocene occurrence, however. The deeply engraved motifs, for example, when placed in the wider regional context, suggest that regionalisation in this part of north Queensland may have begun in the late Pleistocene or early Holocene. Interviews with Traditional Owners supplement the archaeological findings, providing insight into the social and cultural significance of limestone belt for the neighbouring Aboriginal people. The results from the rock art survey support the traditional knowledge associated with the limestone belt in which the karst towers served as a shared buffer zone for the local groups, a place for communal meetings, exchange and ceremony, with activities concentrated at discrete focal points in the landscape. Certain figurative motifs and totemic track designs appear to perform boundary marking and signposting functions. Significant too is the evidence that Aboriginal people utilised the twilight and fully dark zones of the limestone caves to produce stencils and prints, an occurrence rarely documented in northern Australia. These findings provide a more nuanced understanding of the socio-cultural convergences in north Queensland, and the nature and extent of the Chillagoe district’s social and economic interaction with surrounding areas. In addition to the examination of the rock art of the Chillagoe area, this PhD thesis also highlights the challenges faced by Aboriginal groups who wish to protect their cultural heritage in the current social, economic and legislative climate. The various obstacles to effective cultural heritage management are examined, and recommendations for the strengthening of cultural heritage protection in Queensland and elsewhere in Australia are proposed. ii Statement of Originality This work has not previously been submitted for a degree or diploma in any university. In total, 849 dates are listed from 258 sites. This listing is intended as a reference work only and no analysis of the dataset is undertaken in this volume. While women did hide from white expedition members – for good reason considering 85 BRoKERS AND BouNDARIES the frequent violence of white people towards them – this was not the only reaction they had. Historians have largely ignored Aboriginal women’s involvement in exploration expeditions, though there are some notable exceptions in the work of Henry Reynolds, Lyndall Ryan and Donald Baker. Some other authors who have attended to them, such as Philip Clarke, imply that women were invariably hidden away during encounters, suggesting they were not actively involved in expeditions.1 Even when women did hide, this was not necessarily the end of the story, as they sometimes re-emerged after assessing the situation.

    82 3.3.4.4.3 Ecogeographic studies of the cranial shape The measurement of the human head of both the living and dead has long been a matter of interest to a variety of professions from artists to physicians and latterly to anthropologists (for a review see Spencer 1997c). The shape of the cranium, in particular, became an important factor in schemes of racial typology from the late 18th Century (Blumenbach 1795; Deniker 1898; Dixon 1923; Haddon 1925; Huxley 1870). Following the formulation of the cranial index by Retzius in 1843 (see also Sjovold 1997), the classification of humans by skull shape became a positive fashion. Of course such classifications were predicated on the assumption that cranial shape was an immutable racial trait. However, it had long been known that cranial shape could be altered quite substantially during growth, whether due to congenital defect or morbidity or through cultural practices such as cradling and artificial cranial deformation (for reviews see (Dingwall 1931; Lindsell 1995). Thus the use of cranial index of racial identity was suspect. Another nail in the coffin of the Cranial Index's use as a classificatory trait was presented in Coon (1955), where he suggested that head form was subject to long term climatic selection. In particular he thought that rounder, or more brachycephalic, heads were an adaptation to cold. Although it was plausible that the head, being a major source of heat loss in humans (Porter 1993), could be subject to climatic selection, the situation became somewhat clouded when Beilicki and Welon demonstrated in 1964 that the trend towards brachycepahlisation was continuous between the 12th and 20th centuries in East- Central Europe and thus could not have been due to climatic selection (Bielicki & Welon 1964).

The greatest mineral deposit of all in these wild rainforest-covered ranges was discovered by prospectors at Mount Lyell in 1886. They were delighted to find a gold mine, but it was merely the tip of an iceberg; their gold was the alluvial deposit from the gossan cap of an enormous gold-copper orebody. Development of a large mineral deposit in remote and rugged country takes capital, skill and confidence, and it was 1891 before a company was formed to take the Mount Lyell copper discovery in hand. Even then it had little success in raising finance, and the mine lived for its first few years on a fortuitous shoot of silver, until copper output from the smelters during the great copper boom caused its share price to soar.1 It was recognised from the outset that the Mount Lyell orebody was very large, but that it was highly pyritic and by no means rich, mostly under 10 percent copper. It was in every way the antithesis of Burra. The copper mines of North America were demonstrating their expertise in dealing with ores of this kind, and the beginnings of Mount Lyell demonstrate the shift of Australian copper smelting technology from Europe to North America.
