Health Systems 20/20 Mission The Health Systems 20/20 cooperative agreement, funded by the U.S. Agency for International Development (USAID) for the period 2006–2012, helps USAID-supported countries address health system barriers to the use of life-saving priority health services. Health Systems 20/20 works to strengthen health systems through integrated approaches to improving financing, governance, and operations, and building sustainable capacity of local institutions. SPEECH OF HE MR ANTHONY BAILEY, OBE, GCSS, GRAND MAGISTRAL DELEGATE FOR INTER-RELIGIOUS RELATIONS AND DELEGATE FOR GREAT BRITAINA ND IRELAND OF THE SACRED MILITARY CONSTANTINIAN ORDER OF ST GOERGE STATIONERS' HALL - 28 JULY 2012 Distinguished Guests, Ladies and Gentlemen: As Delegate for Great Britain and Ireland for the Constantinian Order of St George, and as a Londoner, it is my great joy to welcome you all here to the historic surroundings of Stationers’ Hall in the City of London. The Constantinian Order and the Order of Francis I are ancient and internationally recognised Orders of Knighthood dedicated either to the defence and promotion of the Roman Catholic faith; or which play a prominent role in furthering dialogue and understanding between other Churches and other faith communities. Together both Orders, across the world, work in partnership to promote spiritual, humanitarian, hospitaller, inter-religious and charitable endeavour. It also ultimately has at its heart the wish and means to improve and assist those most in need. From time to time, the high authorities of our Order decide to honour exception individuals in public life who have fulfilled these objectives and who has made a real and significant contribution to those most in need and worse off in society. The honour ceremony which will now take place this evening usually happens in Rome or in the recipients’ own country. But because the world has come to London, the Order has taken ultiise this great historic opportunity to honour five statesmen – 1 one from Europe, one from Latin America, two from Asia-Pacific, and one from the Carribean. -

The island lies - southeast of Guadeloupe and northwest of Martinique. Its area is 750km2, and the highest point is Morne Diablotins. The island’s vegetation is dense, a consequence of its elevation and very high rainfall, which varies from about 1800mm per year on the western coast to over 7,500mm in the mountainous interior. Dominica is a lower middle-income country and the poorest of the southeastern Caribbean islands. (Clarke G. Collin 1991). Hazard profile communities of Canefield, Massacre, Mahaut, Cochrane, Coulibistrie and Campbell were most affected (IFRC 11/10/2011). -

Government of the Commonwealth of Dominica MESSAGE BY HONOURABLE ROOSEVELT SKERRIT PRIME MINISTER OF THE COMMONWEALTH OF DOMINICA On the occasion of the 36th Anniversary of Independence Monday, November 3, 2014 Fellow Dominicans, residents, visitors and friends, The celebration of our national independence presents the opportunity to highlight and showcase the many attributes that define our character as Dominicans. It is an occasion to recapture and project our folklore, our song, dance, music, dress cuisine and many of the other traditions that make us unique. But it is also a time to pause, to reflect on the progress we have made, to assess where we are, where we want to get to and determine how we can get there, remaining united, peaceful and strong. Our theme for this year`s celebration “ Our Nation, Our Responsibility”, calls us temporarily to draw away from the fun and merrymaking and to take account of whether we have been faithful in discharging our responsibilities to ourselves, our families, our communities and to our country. As Prime Minister and leader of the Dominica Labour Party, a party pledged to create opportunities for all Dominicans, and to lift up the weak and vulnerable who, if left on their own would fall through the cracks, we have used all the resources and talent at our disposal to live up to that pledge. But we will not rest, for there is still a lot to be accomplished. One of the characteristics of a truly independent nation, is to be found in the recognition it gives to citizens who have blazed a trail of excellence and who have made profound sacrifice in service to the country and to the global community. -

Inaugural Speech by His Excellency Dr. Nicholas J. O. Liverpool, DAH President of the Commonwealth of Dominica 2 October 2003 Introduction by Mr. Julian N. Johnson, Secretary to the Cabinet and Head of the Public Service It is certainly with a great sense of pleasure that I bid you all a very warm and sincere welcome to this short and simple ceremony on the occasion of the swearing-in of His Excellency Dr. Nicholas Joseph Orville Liverpool, Dominica Award of Honour, as President of the Commonwealth of Dominica. I would also like to take this opportunity to convey a special welcome to our distinguished guests, friends and colleagues from overseas who are among us today. This includes Chief Jackson of Samoa. Dominica's first Premier under the 1967 Constitution, the venerable Mr. Edward Oliver LeBlanc and Mrs. LeBlanc are regrettably unable to be present here today and have tendered their deepest apologies. This University of the West Indies is represented here today by the Resident Tutor of the UWI School of Continuing Studies in Dominica, Ms. Edith Bellot and Dr. Lennox Honychurch. In his letter of congratulations to His Excellency, Dr. Nicholas Liverpool, Professor the Honourable Rex Nettleford, Vice- Chancellor of the University of the West Indies has this to say: "I send greetings on behalf of all your former colleagues in the University of the West Indies and wish for you a most rewarding and fruitful tour of duty. We rejoice for this great opportunity afforded you to continue serving your/our Caribbean. SPECIAL SECTION 113 The Caribbean Defence and Security in the Anglophone Caribbean The Roads to Cooperation The Anglophone Caribbean and Latin America represent different realities joined through geography and found in the same hemisphere. They share many of the same hemi- spheric structures and also (though only partly) historical agendas and pattern of relations with their neighbours. Knowledge of the defence and security realities of the Caribbean adds to the sense of being part of the same hemisphere and affects the policies of many Latin American countries, as witnessed by the involvement of Guyana in the South American Defence Council, exis- ting cooperation and accords, and their common participation in Defence Ministerial Conferences Defence and Security Forces and the OAS Committee on Hemispheric Security. This Dossier presents data and analyses on twelve countries of the Anglophone Caribbean: Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Antigua Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. The information contained allows one to and Barbuda appreciate the richness of their relations and experiences and the prospects of bringing the Latin American and Caribbean regions closer, thus associating two regions that evolve and cooperate in the same space. Bahamas Anglophone Caribbean countries’ political systems derive from their British colonial past and, because of both history and language, the region has developed its strongest ties with such actors as Canada, the USA and Great Britain. S PEC IAL S E C TIO N The Caribbean Defence and Security The non-Spanish speaking Caribbean is an area of vast heterogeneity politically, culturally and linguistically and refl ects still the scramble for colonies there in the centuries after the discovery of the Americas. The community of states there is made up of a number of former British, Dutch and French colonies, both island and continental, most of which are now independent but some of which remain either British dependencies or integral parts of the King- dom of the Netherlands and of France. The former British colonies have an admirable reputation for democratic good governance and orderly civil-military relations. Nonetheless there are a number of maritime jurisdictional and territorial disputes in being and a fi erce independent spirit among the countries which has held back many at- tempts at closer cooperation. A number of cooperative security schemes, especially against the high threat posed by the illegal narcotics trade and supported especially by the United States, the European nations present in the area, and Canada, are in place, and economic and political cooperation is growing. A Rain of Stones The May 29, 1979 Revolt and Aftermath By Gabriel J. Christian Introduction On May 29, 1979 a riot took place in the environs of the Dominican government’s ministerial building, and site of the national parliament. The conflict which erupted on or about 9:00 a.m. that morning pitted the government led by Patrick John against enraged civil servants, students, farmers, Labourers, unemployed youth, and others, determined to prevent passage of two amendments; one to the Industrial relations Act, the other the Libel and Slander Act. The sentiments expressed against passage of the foregoing amendments, were to come up against an equally determined Dominica Defence Force riot squad and a Dominica Labour Party (DLP) government led by Prime Minister Patrick John, bent on executing what they considered their legal and constitutional prerogatives. A clash would result. In the ensuing conflict two lives would be lost and many would sustain personal injury and property damage. As a result the Patrick John government would fall, to be replaced by a hybrid interim government led by O. J. Seraphine, which comprised elements from the Labour Party, the conservative Dominica Freedom Party (DFU), and the left-wing Dominica Liberation Movement (DLM). This analysis will seek to show that the confrontation of May 29th, 1979 derived from a tumultuous decade which bred a series of frustrations on the part of a populace; frustration which provided ample ammunition for an increasing daring opposition grouped around the DFP and DLM. It had been a decade in which the mainly urban Freedom Party sought to re-establish the political hegemony of Dominica's old plantocracy and merchant class; a hegemony which had been lost with Labour's ascent to power in the early 1960's.
