Alexis Kennedy Ph.D. Examination Committee Member Paul Traudt, Ph.D. Examination Committee Member David Damore, Ph.D. Graduate College Faculty Representative ii Abstract Police have a complex myriad of ever-changing responsibilities and fluid expectations from the public, and traditional media has performed a largely ambivalent self-appointed oversight and agenda-setting function vis-à-vis police for decades. But in the last five years, the second wave of the first new mass communications medium since the 1940s, social media, has democratized both that oversight function as well as traditional media's agenda-setting ability. Meanwhile, police have been characterized as slow to adapt to change and to adopt new practices in response to a changing world. This work analyzed police agency social media adoption and explained the rate at which United States municipal police adopted social media, the reasons that they did so and for what purpose through the lens of Everett Rogers' diffusion of innovations theory. Based on a survey of police chiefs and administrators with media responsibility, this research demonstrated that police were not slow to adopt social media, but did so in keeping with what diffusion of innovations theory would have predicted. Larger departments (with more resources) adopted social media earlier than smaller departments. Smaller departments used social media somewhat differently than did larger departments, in keeping with the concept of reinvention. Other factors such as age of the chief (which is not an aspect of diffusion of innovations theory but has been demonstrated to be a factor among the general public) and education level of the chief was less explanatory. Chiefs and media professionals at all levels professed an intense distrust of traditional media and a wide belief that social media was an effective tool for both public and non-public facing tasks, but distrust of the media did not necessarily correlate to a more positive view of social media or the degree to which police embraced the inherent interactivity of social media. A longitudinal content analysis of Facebook posts by police departments demonstrated that from 2010 to 2014, a shift from crime news and general iii information to a public relations focus had occurred, and that from 2014 to 2015, perhaps in response to current events such as police-involved shootings and public backlash to that, there was a further shift toward community interest posts at the expense of crime news. Public response as measured by the number of followers and likes of particular posts demonstrated that there was strong resonance to stories posted by police departments that had emotive qualities in 2015. iv Acknowledgements There are a number of people who have had an influence on my intellectual and professional development over the years and I defer to attempt to list all of those people for fear that I leave somebody out. Walvoord suggests framing the history and future of the writing-across-the-curriculum move- ment according to social movement theory (58), explaining that WAC qualifies as a movement because of its “change agenda and its collective nature—faculty talking to one another, moving to effect reform” (58). Con- sequently, she proposes that her evaluation of WAC’s progress at the 25 year mark and her re-envisioning of its future within this movement frame will uniquely reveal its “characteristics, strengths, and problems in ways that may help us think creatively about them” (61). Certainly creativity may be the order of the day as the WAC move- ment, in spite of its successes, struggles to maintain its vitality and visibil- ity against the perennially resistant landscape of academe. Such resis- tance, educational reform scholar Parker J. Palmer reminds us, (though few at the front lines of the WAC movement need reminding) will remain an essential feature of the academy as long as teaching “retains low status... tenure decisions favor those who publish, [and] scarce dollars. .always go to research” (10). These conditions result in a “constitutional gridlock” which breeds the “mood of resignation. .and despair” so familiar to those seeking reform (10). Walvoord’s review of WAC’s progress from a social movement per- spective turns the literature in an important direction. By providing the template of social movement theory against which to examine their suc- cesses and failures, WAC proponents are forced to take a more analytical approach to their subject, an approach that transcends the more anec- dotal “what works and what doesn’t” scholarship that has dominated writing-across-the-curriculum, especially in its early and middle years.

    Diffusion of innovations 1 Diffusion of innovations Diffusion of Innovations is a theory that seeks to explain how, why, and at what rate new ideas and technology spread through cultures. The concept was first studied by the French sociologist Gabriel Tarde (1890) and by German and Austrian anthropologists such as Friedrich Ratzel and Leo Frobenius.[1] Its basic epidemiological or internal-influence form was formulated by H. Earl Pemberton,[2] who provided examples of institutional diffusion such as postage stamps and compulsory school laws. The diffusion of innovations according to Rogers. With successive groups of consumers adopting the new technology (shown in blue), its market share (yellow) will eventually reach the saturation level. In mathematics the S curve is known as the logistic function. History In 1962 Everett Rogers, a professor of rural sociology published Diffusion of Innovations. In the book, Rogers synthesized research from over 508 diffusion studies and produced a theory for the adoption of innovations among individuals and organizations. The book proposed 4 main elements that influence the spread of a new idea: the innovation, communication channels, time, and a social system. That is, diffusion is the process by which an innovation is communicated through certain channels over time among the members of a social system. Individuals progress through 5 stages: knowledge, persuasion, decision, implementation, and confirmation. If the innovation is adopted, it spreads via various communication channels. During communication, the idea is rarely evaluated from a scientific standpoint; rather, subjective perceptions of the innovation influence diffusion. The process occurs over time. Finally, social systems determine diffusion, norms on diffusion, roles of opinion leaders and change agents, types of innovation decisions, and innovation consequences.

To investigate this process a unique three part mixed methods study was created. In phase one of the study, teachers using a 1:1 Chromebook classroom were asked to participate in an online quantitative survey. In phase two, a Delphi technique was used to create an interview questionnaire. In phase three, one-on-one interviews were administered to 17 teachers with different levels of innovativeness. Specifically, this study was designed to investigate how factors such as perceived ease of use (PEOU), perceived use (PU), teacher demographic characteristics, and time of adoption related to teacher innovativeness.

The faculty and staff of UW-Platteville have been supportive the whole way, and special thanks goes to Dr. Susan Hilal for the guidance, and especially encouragement, that was crucial in seeing this through. iii Abstract Purpose The purpose of this study is to explore the use of privatized entities within the law enforcement sector, primarily focusing on the United States, but with a cursory look at similar practices worldwide. The study examines particular obstacles such as constitutional issues, costs, recruitment deficits, and training/standards necessary for implementation, and how those are overcome in its implementation. This study also looks at various privatization models within comparable institutions to see what could work in law enforcement and identify best practices from other sectors, like the military, that have used private entities to deliver some of its law enforcement services. Methods Information for this study came from a review of secondary sources. These sources were from accredited journals, textbooks, agency websites, and government reports. The significant components of the private and government law enforcement partnerships that are identified through this research were compared to determine if similarities exist among the successful (and unsuccessful) attempts.
