A estrutura desta edição é igual à do ano passado, estando a informação dividida em três capítulos: território, demografia e sociedade, e economia. A presente edição contém, no entanto, mais informação estatística, o que reflecte o desenvolvimento gradual da actividade estatística no nosso país, quer em termos de novos inquéritos realizados, quer no que respeita ao melhor aproveitamento dos dados Administrativos na posse da administração pública. O Censo 2010 e Censo 2015 fornecerá uma série de indicadores demográficos, sociais e também económicos do maior importância para o conhecimento da realidade nacional. Os dados resultantes do Censo ajudarão as autoridades nacionais a melhor avaliar o impacto das políticas de desenvolvimento nacional em curso, a identificar novas necessidades e a planear intervenções futuras. Reforçamos os laços e a coordenação estatística com outros linhas Ministérios, que connosco colaboram regularmente, permitindo a realização desta publicação.     TIMOR-LESTE Timor-Leste is a multiparty parliamentary republic with a population of approximately 1.1 million. President Jose Ramos-Horta was head of state. Prime Minister Kay Rala Xanana Gusmao headed a four-party coalition government formed following free and fair elections in 2007. International security forces in the country included the UN Police (UNPOL) within the UN Integrated Mission in Timor-Leste (UNMIT) and the International Stabilization Force (ISF), neither of which was under the direct control of the government. The national security forces are the National Police (PNTL) and Defense Forces (F-FDTL). Security forces reported to civilian authorities, but there were some problems with discipline and accountability. Serious human rights problems included police use of excessive force during arrest and abuse of authority; perception of impunity; arbitrary arrest and detention; and an inefficient and understaffed judiciary that deprived citizens of due process and an expeditious and fair trial. Domestic violence, rape, and sexual abuse were also problems. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no politically motivated killings by the government or its agents during the year; however, on August 27, F-FDTL soldiers were involved in a fight with locals in Laivai, Lautem, in which one civilian was beaten to death. The case was handed to the Prosecutor General's Office and the Human Rights Ombudsman for investigation. At year's end the investigation was ongoing. There were no developments in the May 2009 case in which a group of F-FDTL members allegedly beat two men on a beach in Dili; one of the victims was subsequently found dead.

Devolution of powers to local governments is the most sweeping reform in governance worldwide, particularly over the past two decades. Yet, compared to reforms in liberalization of markets and removal of trade barriers, it is rarely in the public eye. Local government design presents a host of unique challenges to policy makers. The building blocks of good local governance are many, not least an effective approach to ensure that women and marginalized groups are true partners. These systems ought to go beyond merely providing an opportunity for the voices of poor and marginalized to be heard, but must pro-actively encourage them to do so. Enabling large numbers of ordinary people to compete in elections ought to irreversibly strengthen the foundations of democracy and constitutes the best antidote to the increasing tendency to show disinterest in government.

    Report on a visit to Timor-Leste 4-18 July 2009 Prepared by Richard Brown August 2009 2 Background In April 2009, the District Administrator of Aileu District, Sr Martinho Matos, invited the Chair of Friends of Aileu, Cr Alice Pryor, the Friends of Aileu Project Coordinator, Richard Brown and other members of the Friends of Aileu Community Committee, to visit Aileu and participate in a two-day planning workshop to be conducted by the Aileu Friendship Commission in July 2009. The invitation was accepted and Cr Pryor, Richard Brown and Committee member Kate Jeffery, arranged to attend the workshop Richard Brown visited Timor-Leste from 4-18 July and Cr Alice Pryor visited from 11-18 July. A representative of a partner organisation Merri Community Health Services, Kate Jeffery, also visited Aileu and attended the workshop. The visit also provided an opportunity to meet with representatives of organisations in Aileu to review the progress of projects funded by Friends of Aileu and its partners and to plan future initiatives. The visit coincided with three international conferences being held in Dili. Kate Jeffery attended the two earlier conferences, the first of which had a research focus, and the second, entitled ‘Transforming Timor-Leste for Sustainable Development, Human Rights and Peace’, was of more practical relevance. Richard Brown attended the third conference, ‘Nation-Building Across Urban and Rural Timor-Leste’, which had a particular focus on local development. Richard Brown was able to hold meetings with representatives of the Timor-Leste government and NGOs while in Dili. Kate Jeffery also held meetings with representatives of health organisations, including the Timor-Leste Ministry of Health and the Royal Australasian College of Surgeons in Dili and the School of Public Medicine at Charles Darwin University in Darwin.

    his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. STATEMENT OF THE FACTS 1. On 30th August 1999 the people of East Timor voted in a referendLll11 for independence from the Republic of Indonesia. 2, Following the vote, there were attacks directed against the civilian population in, among other areas, the District of Aileu. 3. Within the District of Aileu is the village of HoHuLu. 4, By September 1999 Gaspar Leite had been a soldier with the TNI for about 9 years. During 1999 the TNI commander in the District of Aileu was Seargent Major Ali Cocoleo (Alikkokolok) of Kodim 1632. 5. On or about 8th September 1999 Ali Cocoleo (Alikkokolok) addressed a group of about twenty TNI personnel, including Gaspar Leite. Ali Cocoleo (Alikkokolok) gave instructions to the TNI personnel to attack the village of HoHuLu, to burn houses there and shoot people from the village.
