Teaching LGBT Rights in Japan: Learning from Classroom Experiences Sonja Pei-Fen Dale n the past year, there has been a surge in the discussion of lesbian, gay, bisexual, transgender (lgbt) issues in the media. Events such as the nationwide legalization of same-sex marriage in the US (which oc- Icurred in June 2015) and the more recent debate regarding the toilets that transgender individuals may use have been publicized internationally, and have also led to other countries focusing more on their own lgbt popula- tions. In Japan, lgbt issues have been in the media not only because of what is happening overseas, but because of the changes happening within Japan as well. In April 2015, the Shibuya-ward in Tokyo made it possible for same- sex couples to apply for partnership certificates, and other wards and mu- nicipalities are following suit. This marked the first official recognition, and granting, of partnership rights to same-sex couples. However, not all news has been good. A recent report from the Human Rights Watch showed that bullying of lgbt youth is widespread in schools in Japan, and the govern- ment has not done much to ameliorate the situation.1 In this paper, I discuss the issue of education and lgbt rights in Japan. First, I discuss the current context of lgbt rights in Japan and issues cur- rently under discussion. Second, I provide an overview of how lgbt issues are discussed in educational settings, as well as government attitudes to- wards teaching such material in schools. Drawing on my own experience from teaching lgbt issues in universities in Japan, I discuss teaching meth- ods and student reactions to these issues, and conclude with a discussion of teaching methods that I found to be effective as well as possible tactics for discussing lgbt issues in class. -

Changing family structures of Nepalese transmigrants in Japan: split-households and dual-wage earners KEIKO YAMANAKA Abstract Based on surveys and interviews conducted in Japan and Nepal, this study of Nepalese labour migration to Japan examines the changing patterns of family responses to international migration, the increasing participation of married women in the global labour force, and the implications of these changes for households, communities and the Nepalese economy. The split-household family has long supported sojourning males of Tibeto–Burman linguistic groups as Gurkha soldiers in Indian and British Armies before returning to Nepal upon retirement. As women have increasingly left Nepal to take advantage of overseas employment, a pattern of husband–wife migration has emerged, with children being left in the hands of relatives – the dual-wage earner family. Thus, Nepal has recently witnessed the development of transnational families and individuals whose work, residence and life trajectories extend beyond the nation-state. International migration has been one of several strategies for economic survival among subsistence farming households in Nepal (KC 2004; Seddon et al. 2002; Thieme et al. 2003). For decades, hundreds of thousands of farmers have descended from the Himalayan middle hills to the Indian plains every year to serve as security guards, domestics, manual labourers, low-level public servants, and to join the Indian or British armies as foot soldiers (Dixit 1997). By the late 1980s global capitalism had integrated this Hindu kingdom into the expanding economies of East and Southeast Asia, and by the mid-1990s, into those of the Gulf region (Graner and Gurung 2003; Yamanaka 2000). -

However, there is little or no academic research in English that addresses this new immigrant population, known as Shin-Issei. This paper investigates how Shin-Issei who live their lives in a complex space between the two nation-states of Japan and the U.S. negotiate their ethnic identity by looking at how these newcomers find a sense of belonging in Southern California in racial, social, and legal terms. Through an ethnographic approach of in-depth interviews and participant observation with six individuals, this case-study expands the available literature on transnationalism by exploring how Shin-Issei negotiations of identities rely on a transnational understandings of national ideologies of belonging which is a less direct form of transnationalism and is a more psychological, symbolic, and emotional reconciliation of self, encompassed between two worlds. -

Reprinted from http://www.glbtq.com The lesbian, gay, bisexual, and transgender rights movement in the United States grew tremendously during the last quarter of the twentieth century, a phenomenon perhaps best demonstrated by the success of the first three national marches held in Washington, D. C. Each march was much larger and more diverse than the previous one, as greater numbers of people became open about their sexual and gender identities and created a wide array of glbtq subcommunities. A less flattering trend was reflected in the fourth march: the increasing corporatization of the movement, with grassroots activists having less of a role in setting its goals and priorities. [However, the most recent march may have reversed this trend. Organized primarily by younger activists energized by the passage of Proposition 8, which nullified marriage equality in California, the emphasis of the October 2009 National Equality March was on grassroots activism.] The 1979 March Marking the tenth anniversary of the Stonewall riots and coming in the wake of the lenient jail sentence given to Dan White for the assassination of openly gay San Francisco city supervisor Harvey Milk, the First National March on Washington for Lesbian and Gay Rights on October 14, 1979 was an historic event that drew more than 100,000 people from across the United States and ten other countries. National lesbian and gay groups were initially reluctant to support the 1979 march, fearing that such a public display would not attract many people or, if it did, that it would generate a right-wing backlash similar to Anita Bryant's 1977 "Save Our Children" campaign. -

A WORLD LIKE OURS: GAY MEN IN JAPANESE NOVELS AND FILMS, 1989-2007 by Nicholas James Hall A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Asian Studies) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) December 2013 © Nicholas James Hall, 2013 Abstract This dissertation examines representations of gay men in contemporary Japanese novels and films produced from around the beginning of the 1990s so-called gay boom era to the present day. Although these were produced in Japanese and for the Japanese market, and reflect contemporary Japan’s social, cultural and political milieu, I argue that they not only articulate the concerns and desires of gay men and (other queer people) in Japan, but also that they reflect a transnational global gay culture and identity. The study focuses on the work of current Japanese writers and directors while taking into account a broad, historical view of male-male eroticism in Japan from the Edo era to the present. It addresses such issues as whether there can be said to be a Japanese gay identity; the circulation of gay culture across international borders in the modern period; and issues of representation of gay men in mainstream popular culture products. As has been pointed out by various scholars, many mainstream Japanese representations of LGBT people are troubling, whether because they represent “tourism”—they are made for straight audiences whose pleasure comes from being titillated by watching the exotic Others portrayed in them—or because they are made by and for a female audience and have little connection with the lives and experiences of real gay men, or because they circulate outside Japan and are taken as realistic representations by non-Japanese audiences. -
LGBT History
LGBT History Just like any other marginalized group that has had to fight for acceptance and equal rights, the LGBT community has a history of events that have impacted the community. This is a collection of some of the major happenings in the LGBT community during the 20th century through today. It is broken up into three sections: Pre-Stonewall, Stonewall, and Post-Stonewall. This is because the move toward equality shifted dramatically after the Stonewall Riots. Please note this is not a comprehensive list. Pre-Stonewall 1913 Alfred Redl, head of Austrian Intelligence, committed suicide after being identified as a Russian double agent and a homosexual. His widely-published arrest gave birth to the notion that homosexuals are security risks. 1919 Magnus Hirschfeld founded the Institute for Sexology in Berlin. One of the primary focuses of this institute was civil rights for women and gay people. 1933 On January 30, Adolf Hitler banned the gay press in Germany. In that same year, Magnus Herschfeld’s Institute for Sexology was raided and over 12,000 books, periodicals, works of art and other materials were burned. Many of these items were completely irreplaceable. 1934 Gay people were beginning to be rounded up from German-occupied countries and sent to concentration camps. Just as Jews were made to wear the Star of David on the prison uniforms, gay people were required to wear a pink triangle. WWII Becomes a time of “great awakening” for queer people in the United States. The homosocial environments created by the military and number of women working outside the home provide greater opportunity for people to explore their sexuality. -

Almost all his writings aim at dismantling the U.S. hegemonic, emasculating representations of Asian American males, even when this agenda must sometimes be carried out at the expense of Asian American women and gay men. Recognizing his homophobic and macho tendencies, I nevertheless value Chin’s literary attempts to assail the prevailing stereotype of Asian American male sexuality. His is not only an important but also a neces- sary project in the evolution of Asian American aesthetics. Moving away from the black masculine model (such as in The Chickencoop Chinaman), Chin in his imagination of a proud Chinese American manhood turns to Asian and Asian American cultures in his 1991 novel, Donald Duk. While Donald Duk is no exception in its goal, it is a departure from the angry tone that dominates his earlier works, such as “Racist Love” (1972), “The Chickencoop China- man” (1981), and “Come All Ye Asian American Writers of the Real and the Fake!” (1991). -

Tulane University Thought-provoking Programs September 10, 2010 10:30 AM Fran Simon [email protected] Tulane University Campus Programming, a student-led organization, has a tradition of providing stimulating discussion and entertainment. This fall, TUCP continues that tradition, kicking off with a Direction series lecture that will focus on the military policy of “don't ask, don't tell.” Students pack McAlister Auditorium for a Direction event organized by student-led TUCP (Tulane University Campus Programming). (Photo by Paula Burch-Celentano) On Wednesday (Sept. 15), Dan Choi, a former lieutenant in the U.S. Army and an Iraq War veteran, will speak at 7 p.m. in Dixon Hall Auditorium on the uptown campus. The lecture is free and open to the public. The issue continues to stir controversy on the national level. A federal court in Riverside, Calif., ruled Thursday (Sept. 9) that the “don't ask, don't tell” policy, which bars gay men and lesbians from serving openly, is unconstitutional. An advocate for lesbian, gay, bisexual and transgender rights, Choi was notified of his discharge from the army in July, nearly a year after he publicly announced he was gay on “The Rachel Maddow Show.” TUCP president Matt Simmons says the Direction series attempts to bring to campus “the most engaging figures to provide entertaining and educational events.” In addition to Direction events, TUCP committees plan concerts, comedy events, cinema, recreation and lagniappe (smaller-scale events like bringing an ice cream truck to campus). On Sept. 30, TUCP brings the popular electronic rock duo Ratatat to McAlister Auditorium for a concert at 8 p.m.
