1) In reply to your telegram of yesterdayfs date I hasten to inform you that my Government fully adheres to its replies dated May 22nd 2) and June 5th 3) to your previous consultations on the same matter. Consequently, and provided that the condition mentioned in those replies is fulfilled, my Government would participate in the immediate action to which you refer with a view to pro hibiting export and re-export of armaments to Bolivia and Paraguay on the understanding that it will recover its freedom of action in the matter if the above-mentioned condition is not completely fulfilled by the application of the same measures by all the other Powers.

1 have the honour to acknowledge receipt of your circular letter No . C .L .109.1934. VII, dated June 15th 1934, and of your telegram of July 25th last concerning the export and re export of arms and war material to Bolivia and Paraguay.
Hitherto no licence for the export of arms or war material has been delivered in Poland for either of the belligerent countries. Similarly, the Polish Government will refrain in future from delivering such licences.
Nevertheless, the Polish Government reserves the right to reconsider the situation in the event of any of the Powers |Hentioned in its letter of March 13th, 1933 ceasing to apply the necessary measures.
In conclusion, I wish to state that as regards the actual principle of the application of the embargo, the Polish Government shares the view expressed by the Royal Italian Govern ment in its letter of July 20th last, i.e. that such a measure should not as a rule be applied "apart from the procedure laid down in the Covenant for the settlement of a dispute and without the previous determination of the State or States which must be held responsible for the conflict'*.

SUPPLY OF AIMS AM) WAR MATERIAL TO BOLIVIA AND PARAGUAY
Communication from the Belgian Government.
Brussels, August 29th, 1934.
To the Secretarv-General.
Being desirous of associating itself with the measures taken or contemplated by various Governments in regard to the prohibition of the export of war material to Bolivia and Para guay, the Belgian Government has instructed the branches con cerned in various ministerial departments to enquire into the question of issuing a royal denree on the subject.
That the Government has not yet given instructions for this measure to be put into effect is due partly to its anxiety to be satisfied in advance that the sane measure is being applied in other countries - that being the condition of its acceptance - and partly to the absence of any provisions covering the case in the Belgian regulations, which obliges the Government to decide the details. The relevant pro visions are now being drafted jointly by the branches con cerned, and will be submitted to the Cabinet for approval very shortly.

REPLY_M OM THE CZECHOSLOVAK GOVERNMENT
(Translation). Prague, September 1st, 1934.
In reply to the appeal issued by the Chairman of the Committee of Three on July 25th last, and with reference to my communications of May 29th* and August 4th** last, I have the honour to rejuest you to be so good as to inform M. Castillo Najera that the Government of the Czechoslovak Republic has already taken all necessary steps to prohibit the supplying of arms and war material to Bolivia and Paraguay.
In expressing once again the hope that all the other Governments mentioned in my letter of May 29th last will soon associate themselves with these measures, I have the honour to draw your attention to the fact that my Government will be obliged to re-examine the position, as it now stands, if, in the near future, these Powers have not also definitely undertaken to co-operate in this inter national measure.

Communication from the Finnish Government.
Geneva, September 5th,1934.
To the Secretary-General.
Acting on instructions I have received, I have the honour to inform you that the Finnish Government will prohibit as from to-day the supplying of arms and war material to Bolivia and Paraguay subject to the following conditions :
In the first place, a small quantity of bombs ordered much before the question of embargo was raised and soon ready for export will be delivered. On the other hand, any further production in course of fulfilment of the contract will cease
to-day.
In the second place, the Finnish Government reserve the right td re-examine the position if a general embargo, as planned, will not be effectively carried through.

With reference to the letter dated July 10th,* 1934, from the Under-Secretary of State for Foreign Affairs of Spain, I now have the honour to inform you that the Government of the Spanish Republic has taken the necessary steps for the purposes mentioned in that letter "in order to prevent the supply to the two Parties of arms, war material, aircraft, aircraft motors, spare parts thereof and munitions, either by public authorities or by private enterprises or individuals, whether nationals or foreigners".

London, August l8 th,1934•
I am directed by Secretary Sir John Simon to inform you that His Majesty’s Government in the United Kingdom recently received an application from a United Kingdom firm for per mission to export 50 cases of common black gunpowder to a Bolivian destination. This firm have in the past made regular shipments of this material to their principals in Bolivia, the material being used in rubber plantations.
2. In view of the fact that the gunpowder in question is required for purely industrial purposes,His Majesty’s Government feel that there can be no objection to their granting permission for the export of the consignment now in question, and in this they are particularly influenced by the fact that common black gunpowder is specifically exempt ed by the wording of Category 5 of the Arms Traffic Conven tion of 1925 from the scope of that Convention. His Majesty's Government assume that the other governments parties to the embargo on the export of war material to Bolivia and Paraguay will equally with themselves refer to the Arms Traffic Con vention in the event of doubt.

(Translation) Geneva, September 13th, 1934.
As it has already announced in its telegram dated
August 13th last*, the Norwegian Government fully associates
itself with the proposed measures for prohibiting the export
of arms and war material to Bolivia and Paraguay, provided
that certain other countries enumerated in the telegram adopt
a similar course. It was, however, obliged to make a reserva
tion with regard to the execution of a few outstanding con
tracts.
I have now the honour to inform you that, should
the countries enumerated in the aforementioned telegram take
steps for the effective prohibition of all exports, whether
direct or indirect, of arms and war material to the two
countries in question, the Norwegian Government is prepared
to withdraw its reservation vzith regard to the execution of
outstanding contracts.
The Norwegian Government must, however, reserve
its right to re-examine the position in the event of the
embargo not being effectively carried out.

Letter from the United Kingdom^Government to the Chairman
of the Committee of Three, concerning a communication
from the German Government.
18th September, 1934.
I have the honour to inform you that, according
to a communication which the German Government have been
good enough to make to His Majesty's Ambassador in Berlin,
the German Government will now take steps, so far as they
have not already been taken, to prevent the export to
Bolivia and Paraguay of arms, implements of war, aircraft,
aircraft engines, their spare parts and ammunition, subject
to the right to reconsider this decision in case another
Government fails to take the necessary steps-

may be circulated to the Council and to the Members of the
League.

With reference to my letter of August 2Cth last
(Direction P/S.N.9775)* and in confirmation of my telegram of
to-day's date**, I have the honour to inform you that by a
Royal Decree which will be published in the Moniteur Belge
forthwith, His Majesty's Government has taken measures to pro
hibit the exportation of arms, ammunition and war material
intended for Bolivia and Paraguay.
The Government reserves the right, to consider
whether special measures should be taken regarding certain
deliveries which are to be made shortly in execution of old
contracts.
Furthermore , it is, of course, understood that
His Majesty’s Government would be bound to re-consider the
question should one or other Government omit to adopt, or
cease to apply, the measures of export prohibition referred
to.
I should be grateful if you would be so good as to
transmit this communication to the Chairman of the Committee
of Three of the Council.

"Diario do Governo", published on the 22nd instant a decree prohibiting all exports of arms and war material to Bolivia and
Paraguay, in accordance with the decision of the Portuguese
Government which has already been communicated direct to the
Secretariat of the League of Nations.*

With reference to my letter of September 19th
(Dir. P.No. 7 272^' ) , I have the honour to send you herewith
the number of the "Moniteur Belge” for September 27th, con
taining the text of the Royal Decree ^ ^ and the Ministerial f 3 ) Decree1 1 prohibiting the export cf arms, ammunition and war
material intended for Bolivia and Paraguay.
As you will see, this measure will be effectively
applied without any restrictions as from September 29th uf
this year.
The Royal Government, in view of the attitude
adopted in this matter by other Governments, renounces its
former reservation regarding the execution of old contracts.
It is understood that the decision of the Belgian
Government is subject to the effective application by the
other Governments of the export prohitition in question.

With reference to the letter dated September 13th,
1934* from M. Mowinckel, I have the honour to inform you
that, as all the countries mentioned in the Norwegian
Government's telegram of August 13th, 1934** have stated
that they have prohibited exports of arms and war material
to Bolivia and Paraguay, that Government has taken measures
for the complete prohibition of such exports as from
September 29th, 1934. The Norwegian Government must, however
reserve the right to re-examine the position in the event of
the embargo not being effectively carried out.

With reference to the letter which M. Mov.inckel ad
dressed to you on September 13th last[^^ and in confirmation ( 2 ) of my telegram of to-day's date, I have the honour to state
that the Norwegian Government, having been informed that all
the countries enumerated in its telegram of August 13th
l a s t ^ have declared that they have prohibited the export
rif arms and war material intended for Bolivia and Paraguay,
has taken measures with a view to prohibiting, as from
September 29th last, all exports of arras and war iiiaterial
intended for those two countries.
The Norwegian Government desires, however, as it has
already done in the letter of September 13th last, to reserve
the right to re-consider the situation in the event of the
embargo not being effectively carried out.

Communication from the United Kingdom Government.
London, 9th October, 1934.
I am directed by Secretary Sir John Simon to inform you that His Majesty’s Government in the United Kingdom have received an application from a United Kingdom firm for permission to export 50,000 percussion caps, for use in sporting guns, to a Bolivian destination. The value of the order is given as £9.
2. It is understood that these caps can only be used in ammunition intended for purely sporting purposes, and in these circumstances His Majesty's Government feel that there can be no objection to their granting permission for the export of the consignment, Further, they observe that this material comes under Category 5 of the Arms Traffic Convention of 1925, the articles covered by which may, according to the terms of the Convention, be exported without formalities or restrictions. As was mentioned in a letter from this depart ment of the 18th August, addressed to the Chairman of the Committee of Three (A 6460/218/5), His Majesty’s Government assume that the other Governments parties to the embargo on the export of war material to Bolivia and Paraguay will equally with themselves refer to the classification given in the Arms Traffic Convention in the event of doubt.
3. The Secretary of State will be grateful if you will bring the above to the notice of interested Governments.

To the Secretary-General.
Sir,
I have the honoor to inform you that the Ministry of War of the Polish Republic has prohibited, as from
October 20th, 19?:4, the export of arms, ammunition and other war material to Bolivia and Paraguay. This prohibition is based on paragraph 18 of the order of the Minister of Financ dated October 4th, 1933, regarding Customs procedure (Legal
Gazette No. 77, paragraph 552 - 1933).
As this order also affects the territory of the
Free City of Danzig, as being part of the Polish Customs territory, the Ministry of War has requested the Ministry of Finance to introduce this prohibition in the territory of thé Free City also, with the concurrence of the Danzig
Customs authorities.
