Can I start this month by saying how delighted we are with this month’s photo’s sent. A very big thanks to every one of you, it really is appreciated that you send in so many Contents good shots every month. Pg 2 - Welcome Pg 3 - Charter Scene I am starting 2009 with a big rant, there is a huge great chip on my shoulder and it’s name is Customer Pg 16 - Readers Articles Service. This in many TOCs eyes doesn’t exist. Here are three examples: Pg 20 - Pictures Firstly, a visit to Crewe and the Virgin staff who completely ignored some passengers, wandered off and into Pg 45 - View from the Outside their office. This was not just one Virgin staff, but several of them. Pg 45 - The Nosh Report Pg 46 - Rail Operator News Secondly, York Station where a National Express guard locked the train doors whilst they were trying to be Front Cover: Class 57 315 stands at Chester Pg 52 - Different View opened. A couple had just run down the stairs to catch the train and the guard who saw them coming waited on 8th December with one of the first Pg 53 - Preserved Railways until the man’s hand was a couple of inches from the handle and then locked it. This was pure badness by runnings of “Y Gerallt Gymro - the One Pg 62 - International Nat Ex’s staff. -

Greater Lincolnshire LEP Response Q1 How do you think closer co-operation between staff in Network Rail and the operator of the next East Midlands franchise can be achieved? A1 We wish to see a franchise which: Delivers continued improved performance of train services Has a passenger focused approach Supports economic growth and the community This depends on strong working relationships between the Train Operator Company (TOC), Network Rail, Department for Transport (DfT), local communities and the East Midlands Region, to ensure that the train services provided support economic growth and transport development, by providing the right rail infrastructure for services to meet community need. Regular engagement between the TOC, Network Rail, DfT and local authorities is required to ensure this can be achieved. It is to be hoped that the ongoing devolution process being pursued by Network Rail though it's Transformation Plan will see greater local ownership and accountability, thus speeding up delivery of improvements. Q2 How can the operator of the next East Midlands franchise engage with community rail partnerships or heritage railways to support the local economy to stimulate demand for rail services in the region? A2 We consider that Community Rail Partnerships are extremely important, and endorse the case that CRP’s are supported throughout the franchise duration. Engagement between the railway and the communities is important and if managed correctly can offer benefits for both, which can include: increased patronage and income, reduced costs, improved safety, community pride, reduced anti-social behaviour, community cohesion, reduced isolation and improved awareness of and access to adjoining communities. -

EMC CONSULTATION RESPONSE FOR DfT’S EM FRANCHISE CONSULTATION STATUS: DRAFT FOR COMMENT East Midlands Consultation Co-ordinator Department for Transport 2/21 Great Minster House 33 Horseferry Road London SW1P 4DR Dear Sir/Madam East Midlands Franchise Consultation Response This consultation response is sent on behalf of East Midlands Councils (EMC). The comments set out below have been influenced by a workshop attended by almost 50 stakeholders and it has been formally approved by Transport for the East Midlands at their meeting on (date TBC) September 2017 and the EMC Executive Board at their meeting held on (date TBC). Thank you for inviting input into the franchise specification, attached to this letter are the answers to the specific questions raised in the consultation document, these answers should be read alongside this covering letter which explains EMC’s areas of concern and the reason why service improvement is critical to the region. It is important to recognise that the East Midlands has helped to lead the UK out of recession, with strong private sector job growth over the last five years. Looking to the future, the East Midlands has huge potential for further export-led growth (already accounting for 20% of GVA) and is well placed to thrive in a post-Brexit economy. The region also has a strong academic network, with a number of high performing universities and colleges that can support the development of a strong knowledge based economy. But this is dependent upon having excellent access to London and regional business markets and a rail offer that makes it attractive for people to travel by train. -

TfEM Membership TfEM will comprise elected members nominated by the LTAs - to be determined by each authority but with an expectation it would the relevant
