Composition of Australian Parliaments by Party and Gender: a Quick Guide RESEARCH PAPER SERIES, 2019–20 UPDATED 26 SEPTEMBER 2019 Composition of Australian parliaments by party and gender: a quick guide Anna Hough Politics and Public Administration This quick guide contains the most recent tables showing the composition of Australian parliaments by party and gender (see Tables 1 and 2 below). It takes into account changes to the Commonwealth and state/territory parliaments since the last update was published on 1 July 2019. Commonwealth In the Senate, following the resignation of Mitch Fifield (LIB, Vic.) on 16 August 2019, the resulting casual vacancy was filled by Sarah Henderson, the former Liberal Member for Corangamite, Vic., who was sworn in on 12 September 2019. With the appointment of Senator Henderson, the Senate now comprises 38 women and 38 men. This is the first time in the Senate’s history that it has had equal gender representation. Victoria The vacancy in the Legislative Council resulting from the resignation of Philip Dalidakis (ALP, Southern Metropolitan) on 17 June 2019 was filled by Enver Erdogan (ALP), who was sworn in on 15 August 2019. Western Australia In the Legislative Assembly, Ian Blayney (Geraldton) resigned from the Liberal Party on 24 July 2019, joining the Nationals on 17 August 2019. Tasmania In the House of Assembly, following the resignation of Scott Bacon (ALP, Clark) on 22 August 2019, a recount was held and the vacancy was filled by Madeleine Ogilvie. Ms Ogilvie, a former ALP parliamentarian, returned to parliament as an independent and was sworn in on 12 September 2019. Throughout the COVID-19 pandemic, the Andrews Labor Government has been extending the State of Emergency in four-week blocks. However, the law states that there is a maximum six-month limit, with the current declaration due to expire on 13 September 2020. This week, the Andrews Labor Government wants the Victorian Parliament to pass a new law that will extend the maximum duration of state of emergency powers from the current 6 months to a potential 18 months. The draft legislation gives effect to these proposed laws (which you can read here) – and the Liberal Nationals have many serious concerns! As well as extending the maximum duration of a state of emergency from 6 months to 18 months, under the proposed new laws: · a State of Emergency may still apply even if there are no active cases of COVID-19 in Victoria. · the Chief Health Officer can take action to eliminate a serious risk to public health if he believes it to be ‘reasonably necessary’ rather than the current ‘necessary’ which represents a much lower threshold.
