Upper Lachlan Shire Council | UPPER LACHLAN SHIRE REGION The Upper Lachlan region sits high on the Great Dividing Range in the New South Wales Southern Tablelands and is bounded by the Abercrombie , Wollondilly and Lachlan rivers. The regional centre is the township of Crookwell which is a picturesque 2 ½ hour drive from Sydney or just over an hour north of Canberra. The population of the Upper Lachlan Shire is approximately 7,909 with a land area of 7,129km2 and we are situated 916 metres above sea level. Amongst the rolling hills of the shire you will find the pioneering towns and villages of Gunning, Taralga, Collector, Laggan, Binda, Bigga, Breadalbane, Tuena, Dalton, Grabben Gullen and Jerrawa each with its own rich history and individual contribution to the character of the area. HOUSING Housing is very affordable in the Upper Lachlan Shire and provides real value for money compared to the larger centres and cities. The median market value at June 2018 was $394,300. (Source Hometrack 2013-2017) Median rental is approximately $300 per week depending on the size 0f the home. ACCESSIBILITY Road Located 45km from Goulburn, 236km south of Sydney CBD & 122km north of Canberra CBD Rail Nearest station is located in Goulburn - 45km and will stop on request at Gunning Station Air Canberra Airport is 112km and Sydney Airport is 228km CLIMATE The climate is quite bracing in winter and spring and very pleasant for the remainder of the year. The climate ranges from (-2c to 38c) with light snow falls each year. Rainfall ranges from 530mm to 630mm per year and this rainfall is generally spread evenly throughout the year. It is the opinion of the Upper Lachlan Shire Council that the Capital Region Area Consultative Committee has been extremely effective in assisting both Council and the various local groups to establish whether their potential project matched the criteria for Regional Partnership Program funding. The provision of support and assistance by the Capital Region Area Consultative Committee in the preparation of valid and credible applications has been a major advantage both to Council and to the local community groups that have sought assistance under the Regional Partnerships Program. Upper Lachlan Shire Council was successful with two projects under the Regional Partnerships Program in 2006 and 2008, namely the: 1. Taralga Community Service Centre - this project principally involved the purchase of the former Taralga Post Office and renovations of the building to provide a Taralga Community Service Centre with access to Post Office, Medicare Office, Tourist Information Centre, all Council Services, Bureau of Meteorology and office facilities. The Taralga Community Centre has been a highly successful project in promoting Upper Lachlan Shire Council to the Taralga community and allowed postal services to remain in the town of Taralga. 2. Crookwell Integrated Medical Centre - this project primarily involved the purchase and fit-out of the former Banfield House Aged Care Hostel at Crookwell, with the aim of establishing a one-stop, walk-in/walk-out fully Integrated Medical Centre.

    Landscape Character Areas and Sensitivity Assessment SECTION 7 7.1 Landscape Character Areas A fundamental part of the LVIA is to understand and describe the nature and sensitivity of different components of the landscape, and to assess the landscape character in a clear and consistent process. For the purpose of this LVIA, landscape character is defined as ‘the distinct and recognisable pattern of elements that occur consistently in a particular type of landscape’ (The Countryside Agency and Scottish Natural Heritage 2002). This LVIA has identified five Landscape Character Areas (LCA’s), which occur within the landscape surrounding the Collector Wind Farm site. The LCA’s represent areas that are relatively consistent and recognisable in terms of their key visual elements and physical attributes; which include a combination of topography/landform, vegetation/landcover, land use and built structures (including settlements and local road corridors). The LCA’s do not occur within boundaries and are not definable as discrete areas, and characteristics within one LCA may occur within adjoining or surrounding LCA’s. The LCA’s have not been assessed, described or illustrated as singular ‘landscape units’. For the purpose of this LVIA the LCA’s have been identified as: • LCA 1 – Undulating grassland; • LCA 2 – Wetland and drainage lines; • LCA 3 – Slope and ridgeline areas; • LCA 4 – Timbered areas (cultural and remnant native);and • LCA 5 – Settlements and Homesteads. 7.2 Landscape Sensitivity Assessment The British Landscape Institute describes landscape sensitivity as ‘the degree to which a particular LCA can accommodate change arising from a particular development, without detrimental effects on its character’.
