Place Configurations and Italian Electoral Politics under the ‘Second Republic’ John Agnew The Italian Second Republic was meant to have led to a bipolar polity with alternation in national government between conservative and progressive blocs. Such a system it has been claimed would undermine the geographical structure of electoral politics that contributed to party system immobilism in the past. However, in this article I argue that dynamic place configurations are central to how the ‘new’ Italian politics is being constructed. The dominant emphasis on either television or the emergence of ‘politics without territory’ has obscured the importance of this geographical restructuring. New dynamic place configurations are apparent particularly in the South which has emerged as a zone of competition between the main party coalitions and a nationally more fragmented geographical pattern of electoral outcomes. These patterns in turn reflect differential trends in support for party positions on governmental centralization and devolution, geographical patterns of local economic development, and the re-emergence of the North–South divide as a focus for ideological and policy differences between parties and social groups across Italy. Introduction One of the high hopes of the early 1990s in Italy was that following the cleansing of the corruption associated with the party regime of the Cold War period, Italy could become a ‘normal country’ in which bipolar politics of electoral competition between clearly defined coalitions formed before elections, rather than perpetual domination by the political centre, would lead to potential alternation of progressive and conservative forces in national political office and would check the systematic corruption of partitocrazia based on the jockeying for government offices (and associated powers) after elections (Gundle & Parker 1996). -

International Journal of Communication 12(2018), 3553–3579 1932–8036/20180005 Lega Nord and Anti-Immigrationism: The Importance of Hegemony Critique for Social Media Analysis and Protest CINZIA PADOVANI1 Southern Illinois University Carbondale, USA In this study, I implement Antonio Gramsci’s hegemony critique to analyze the anti- immigration rhetoric promoted by the Italian ultraright party Lega Nord [Northern League]. Specifically, this case study focuses on the discourse that developed on the microblogging site Twitter during the Stop Invasione [Stop Invasion] rally, organized by Matteo Salvini’s party on October 18, 2014, in Milan. I argue that hegemony critique is helpful to investigate political discourse on social media and to theorize the struggle surrounding contentious topics such as immigration. The method, which is multilayered and includes content analysis and interpretative analysis, allows for the exploration of a considerable data corpus but also an in-depth reading of each tweet. The result is a nuanced understanding of the anti-immigration discourse and of the discourse that developed in favor of immigration and in support of a countermarch, which progressive movements organized in response to Lega’s mobilization on the same day in Milan. The financial and economic downturn that plagued Europe and North America beginning in late 2008 and the consequent Brussels-imposed austerity in the European Union have exacerbated the rift between the haves and the have-nots. -

Reporting Facts: Free from Fear or Favour PREVIEW OF IN FOCUS REPORT ON WORLD TRENDS IN FREEDOM OF EXPRESSION AND MEDIA DEVELOPMENT INDEPENDENT MEDIA PLAY AN ESSENTIAL ROLE IN SOCIETIES. They make a vital contribution to achieving sustainable development – including, topically, Sustainable Development Goal 3 that calls for healthy lives and promoting well-being for all. In the context of COVID-19, this is more important than ever. Journalists need editorial independence in order to be professional, ethical and serve the public interest. But today, journalism is under increased threat as a result of public and private sector influence that endangers editorial independence. All over the world, journalists are struggling to stave off pressures and attacks from both external actors and decision-making systems or individuals in their own outlets. By far, the greatest menace to editorial independence in a growing number of countries across the world is media capture, a form of media control that is achieved through systematic steps by governments and powerful interest groups. This capture is through taking over and abusing: • regulatory mechanisms governing the media, • state-owned or state-controlled media operations, • public funds used to finance journalism, and • ownership of privately held news outlets. Such overpowering control of media leads to a shrinking of journalistic autonomy and contaminates the integrity of the news that is available to the public. The news WOMEN AND MEN in particular has an important role in how notions of power are distributed in the society. This report presents study findings on how women and men are represented in the news in the Nordic countries, and to what extent women and IN THE NEWS men occupy the decision-making positions in the media. The survey is based on the recent findings from three cross-national research projects. These findings REPORT ON GENDER REPRESENTATION IN NORDIC NEWS CONTENT are supported by national studies. The results indicate that in all the Nordic AND THE NORDIC MEDIA INDUSTRY countries women are underrepresented in the news media both as news subjects and as sources of information. Men also dominate in higher-level decision-making positions. The report includes examples of measures used to improve the gender balance in Nordic news. Based on analysis of nine strategic i s cases from Germany, France, and Italy, it shows that the economics of online S u news today are as challenging for new entrants as they are for industry c Western Europe c incumbents. ough internet use and online advertising is growing rapidly e s across Europe, it is not clear that this alone will provide the basis for new s forms of journalism. Two challenges loom particularly large for all the ventures examined here. First, the market for online news continues to be dominated by legacy media organisations. Second, the market for online advertising is generously supplied and dominated by a few very large players. Nicola Bruno and Rasmus Kleis Nielsen ere are examples of journalistic start-ups that have managed to break even despite these challenges, but they are in a minority. While many new initiatives are inspiring in their journalistic idealism and impressive in their technical inventiveness, most struggle to make ends meet financially. -

LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years. -
