BACKGROUND As part of the agreed reporting process the Glamorgan Archivist updates the Joint Committee quarterly on the work and achievements of the service. 3. Members are asked to note the content of this report. 4. ISSUES A. MANAGEMENT OF RESOURCES 1. Staff: establishment Maintain appropriate levels of staff There has been no staff movement during the quarter. From April the Deputy Glamorgan Archivist reduced her hours to 30 a week. Review establishment The manager-led regrading process has been followed for four staff positions in which responsibilities have increased since the original evaluation was completed. The posts are Administrative Officer, Senior Records Officer, Records Assistant and Preservation Assistant. All were in detriment following the single status assessment and comprise 7 members of staff. Applications have been submitted and results are awaited. 1 Develop skill sharing programme During the quarter 44 volunteers and work experience placements have contributed 1917 hours to the work of the Office. Of these 19 came from Cardiff, nine each from the Vale of Glamorgan and Bridgend, four from Rhondda Cynon Taf and three from outside our area: from Newport, Haverfordwest and Catalonia. In addition nine tours have been provided to prospective volunteers and two references were supplied to former volunteers.

    Press release 9 February 2015 The Vale Resort unveils historic conference venue for 2015 An historic castle in south Wales, which has been used as stage set for Sherlock, Doctor Who and Torchwood, is reopening as a conference venue for the 2015 season, following the first phase of a multi-million pound refurbishment to restore it to its former glory. The 400-year old Hensol Castle, located within the grounds of the Vale Resort, is undergoing a £10 million revamp, the first phase of which will include introducing conference facilities in the new purpose-built Courtyard Hall, capable of hosting 320 delegates theatre- style and 200 delegates banquet-style. The facilities at Courtyard Hall will be complemented by five smaller meeting rooms in the castle itself that can host between 10-100 delegates per room theatre-style, all of which will be available from April 2015. Phase two of the investment will include adding up to 30 bedrooms and a top-end restaurant with 120 covers, expected to be open by late 2016. The Courtyard Hall has been designed to be energy efficient with heat-retaining and heat- reflective glass, low energy lighting and a natural grass and wildflower roof. Meanwhile, the 17 th -century castle has original architecture, turrets, gothic towers and feature staircases, and its restoration is being completed in close association with the Vale of Glamorgan Council and CADW, the Welsh Government’s body responsible for preserving Welsh heritage. The former stately home, situated six miles outside of Cardiff city centre and three minutes off junction 34 of the M4, is set within landscaped gardens and has a 15-acre lake and serpentine pond.

    ANNUAL REPORT 2015 CHAIRMAN’S REPORT Following on from the adoption of the Governance and Electoral procedural review last year and GUW’s commitment to Sports Wales Governance Framework we advertised Board and Chairmen of Committee vacancies. The number and calibre of applicants was gratifying and has resulted in the appointment of a group of people with a diverse range of skills that will enable us to continue to build on the excellent foundation and progress achieved by GUW since its inception in 2007. A strategic review of GUW will be held shortly to ensure we are addressing the needs of Welsh golf in the best possible way. Dr Val Franklin Richard Dixon continues to manage and support a dedicated team of staff whose hard work and commitment delivers the best possible programmes to support Welsh golf clubs and players. It’s always sad to lose members of any such team but we wish Gavin Reen, Stuart Stenhouse and Ben Waterhouse all the best in their future careers and thank them for their contributions during their time with us. Challenges remain for golf globally in terms of participation, particularly in the area of male and female golfers for which the levels of players remain at 85% and 15% in Wales respectively, and retention of members but adopting flexible approaches to being part of a club, playing the game and encouraging families should hopefully help to redress this balance. GUW’s programmes are available to support clubs and players and its encouraging that more clubs are engaging in these programmes as reflected in case studies on the GDW web site but clubs do need to fully commit to using and implementing these resources to maximise their impact and sustainability of change.

This study has been carried out in response to two factors namely:- i) LANDMAP methodology - the original study was carried out using the then, emerging newly developed LANDMAP methodology. Since then much of the Welsh landscape has been assessed using LANDMAP and this resulted in a review and updating of the methodology in 2003. In addition, the Countryside Council for Wales (CCW) introduced a quality assessment programme whereby all LANDMAP studies have been reviewed against the 2003 methodology. The Council has recently updated its LANDMAP Information System against this method which has resulted in some instances in amendment to aspect areas, a revision of boundaries and amended evaluation levels. ii) The Council have also commenced the preparations of the Local Development Plan which will replace the current Unitary Development Plan.

    Vale of Glamorgan Local Development Plan 2011- 2026 Local Development Plan Written Statement June 2017 Foreword I am pleased to introduce the Local Development Plan which provides a framework for sustainable development within the Vale of Glamorgan up to 2026. It is an extremely important Policy document that will guide the growth of the Vale of Glamorgan over a fifteen year period and identifies the infrastructure needs of our communities in terms of employment, facilities and services needed to support that growth. In setting this framework for the future development of the Vale of Glamorgan, we have been mindful of the need to regenerate and support our communities and in doing so the Plan seeks to achieve a balance between economic growth, social cohesion and environmental impact. Wherever possible the Plan’s emphasis is on re-using previously developed land and minimising the need to develop on green fields. Nowhere is this more apparent than in Barry where the emphasis is very much on the continued regeneration of the Waterfront. In addition, we have ensured that sufficient emphasis is being placed on providing for an appropriate level of growth in other communities throughout the Vale thereby ensuring their long term sustainability and vitality. In reading the document you will see that the evidence base that has informed the Plan and its policies is wide ranging and robust. I am particularly pleased that in progressing this Plan we have been able to comprehensively identify and allocate land for the services and facilities that will be needed to support additional residential and employment growth during the Plan period.

A: Under the current Welsh Government Restrictions, you either have to play as a 1 ball or with another person from the same household. Golfers in the car park, around the club and out on the course must stay in their one-ball or household two-ball to ensure there is no congregating which is an offence under the regulations. This may or may not change the next time the Welsh Government considers making changes to the lockdown restrictions. Wales Golf stresses that these regulations are those imposed by the Welsh Government and not by Wales Golf. As one of the first sports to be allowed to resume, there is a major responsibility for golf clubs and golfers to ensure that our sport is conducted safely and responsibly. Full adherence to the provisions of this Protocol is essential. It should be noted that the Government continues to monitor the situation closely and retains the right to reintroduce restrictions which could see golf clubs closed if the Protocol is not followed. Q: Can professional shops, driving ranges and toilets be opened at the golf club? A: Clubs should contact their Local Trading Standards, Environmental Health Agency regarding professional shops and opening toilet facilities. It is also recommended that clubs check everything with their insurance companies. An area may be required to register players and monitor the first tee. However, safe practice must be guaranteed.
