50 - Sida - 4 - av 52 Sammanfattning Denna förstudie, som har medfinansierats av EU:s Regionala Fond – Övre Norrland, är initierad och beställd av Föreningen Blå vägen, som består av kommunerna Umeå, Vännäs, Vindeln, Lycksele och Storuman. Syftet med förstudien var att identifiera och förtydliga underlag och argument för elektrifiering av järnvägssträckan Hällnäs-Storuman, som formellt heter Bandel 152. Förstudien föreslår att denna tillsammans med bandelarna från Hällnäs till Umeå/Holmsund ges namnet Västerbotniabanan. Detta namn motsvarar på ett tydligare sätt trafikeringsområdet av banan både vad gäller gods och persontransporter. I rapporten använder vi arbetsnamnet ”Västerbotniabanan” när vi skriver om banans framtid och ”Tvärbanan Hällnäs-Storuman” eller ”Tvärbanan Hällnäs-Lycksele” när vi behandlar genomförda utredningar eller nuläge, eller Trafikverkets formella namn ”Bandel 152”. Förstudien har studerat Västerbotniabanan ur tre perspektiv: Godstransporter, Kollektivtrafik och Besöksnäringen. För dessa perspektiv har vi vid genomförda workshops och rundabordssamtal, samtal med nyckelpersoner och genomgång av tidigare utredningar, försökt identifiera problem och möjligheter utifrån tre frågeställningar: ▪ Vilka är konsekvenserna idag av att banan inte är elektrifierad? ▪ Vilka fördelar uppnås med elektrifiering? ▪ Vad kan göras redan idag, trots att banan inte är elektrifierad? Förslag och idéer har sammanställts för respektive perspektiv och sammanfattas därefter i en SWOT-analys för banans möjligheter att inom

SKB's overall evaluation is that the municipality of Mala could provide good pros- pects for a deep repository. We would like to mention two factors in particular as arguments in support of this conclusion; the bedrock and the local mining tradition. The bedrock is decisive in determining the feasibility of achieving safe disposal, and there are large areas in Mala Municipality where we judge the bedrock conditions to be good. We cannot determine, however, whether a particular site is definitely suitable from the feasibility study - that will require direct investigations on the site. The mining industry, with all its peripheral activities, has through the years made Mala a centre of knowledge on geoscience and underground rock excavation. We are familiar with the value of this knowledge because specialists from Mala - geologists, geophysicists, diamond drillers and others - have participated in SKB's development activities since the start in the 1970s.

It also contains SKB's collective evaluation of the results (Chapter 11). A status report was published in June 1994. The purpose of the status report was to give the municipality, its reference group and other interested groups in Storuman and in the region, a basis for discussion and opinions before the final report was written. Numerous viewpoints have been presented and have occasioned some supplemen- tary studies or adjustments and additions to the final report. The viewpoints of the reference group on the status report are compiled in an appendix to this final report. For SKB's part, this report represents the conclusion of the feasibility study. As is evident from the viewpoints of the reference group, there are important questions that have not been fully answered within the framework of the feasibility study. Answering some of these questions requires information that can only be provided by a site investigation. Other questions of a more general nature can be taken up if the final evaluation of the feasibility study results in a common interest to continue site investigations in Storuman.

It is brimming with history. There’s a season here for everyone, as well as a terrain for everyone. In the west there are the mountains and alpine areas. In the east there are woods, picturesque villages and green, cultivated lands.
