Brief Summary for for Revamping of existing facilities and construction of additional tankage at Mourigram Terminal, Kolkata, M/s IOCL BRIEF SUMMARY PREAMBLE Indian Oil Corporation Ltd. (IOCL) is one of the Largest Commercial Enterprise in India, with a net profit of ₹103.99 billion (US$1.5 billion) for the financial year 2015-16. IOCL is having an establishment for Receipt, Storage and Distribution of petroleum products at Village Panchpara Tehsil- Panchpara Dist: Howrah WB EXISTING FACILITIES The Mourigram Terminal of Indian Oil Corporation Limited (Marketing Division), a Public Sector Undertaking is located on the Andul Road in Panchpara village about 7 km from Vidyasagar Setu and approximately 15 KM away from the heart of milling metropolis of Kolkata. The Terminal is located at a distance of about 35 km from Kolkata Airport and 1 km from nearest Mourigram Railway Station. The Terminal falls under the jurisdiction of Sankrail Police station, which is located at a distance of about 4 km from the Terminal. The Terminal, spread in an area of 56 acres was commissioned in February 1967. It is the first tap of point on Haldia-Mourigram- Rajbandh (HMR) Pipeline (300 mm dia) at a distance of 118.0 KM from Haldia, the line-fill quantity being 8980 KL. The Pipeline operation & maintenance is entirely looked after by Pipeline Division, whose office is near to our Terminal. Terminal is operating in accordance with the provisions of licenses and consents granted by the Chief Controller of Explosives, Government of India, Chief Inspector of Factories, Govt. of West Bengal and West Bengal Pollution Control Board as per the regulatory statutory acts and rules of Govt. of India and West Bengal. The Terminal receives stores and distributes Petroleum Products like BSIV Motor Spirit (BSIV MS), BSIV High Speed Diesel (BSIV HSD), Superior Kerosene Oil (SKO), Aviation Turbine Fuel (ATF) and Mineral Turpentine Oil (MTO). Receipt, storage and distribution network of water for general use and fire fighting purpose 2. HT electrical power for the Depot operation and lighting 3. DG sets as stand-by power supply source (02 x 600 KVA) 4. Other infrastructures such as storm water drain, Oil Water Drain and Oil Water Separators. PROJECT PROPOSAL 1. The terminal is a pre-OISD location and was commissioned in the year 1967 over a 56 acre land mainly handling MS,HSD,SKO.ATF & MTO. The terminal has a tankage capacity of 1,00,000 kl in a single dyke considering the permitted dyke capacity to be 60000 KL as per OISD 244.Furthermore there are 5 tanks in the dyke located in such a way that they cannot be approached from any side. It is hence proposed to demolish the 5 tanks and construct two separate tank farms from the existing single tank farm to meet the OISD requirements. 2. Furthermore to add ,taking into account the increase in consumptions of Petroleum products and the also the increase in the blending percentage of Ethanol in Motor spirit from 10%(As per Gazette Notification) at present to estimated 15% in near future by 2023-2024 ,it is proposed to construct 2X 1578 KL IFR tanks for storage of Ethanol at Mourigram Terminal. 3.In addition construction of 2 X 2 TKL of CRVT tanks are proposed to cater to the increasing demand of B100 blended HSD (5%) in the near future where demand shall increase considering the 2029-30 scenario. 4.Proposal also includes necessary revamping of dyke pertaining to TK19 & TK20 at Mourigram Terminal to meet the OISD requirement of containing the entire volume of the largest tank in the entire dyke. PROJECT LOCATION Geographically, the site is located at Latitude of 22.343 N Longitude of 15 E at 190m from MSL. It is situated at village Panchpara at distance of about 10km from Howrah. The nearest railway station Mourigram is at a distance of about 1 Km and the nearest airport Kolkata is at a distance of about 35 Km. BENEFITS OF PROPOSED FACILITIES Additional tankages are proposed for Ethanol & Biodiesel to have adequate coverage to meet the projected demand in nearby supply outlets and to avoid dry out situation. Also projecting the 2029-30 demand for POL products(Considering 15 % Blending), the additional tankage would be able to cater to the increasing demands of POL amongst the customers. Also the necessity for compliance of OISD 244 norms and regulations would enhance the safety standards of the storage terminal and also inculcate safe handling of POL products in the terminal. ENVIRONMENTAL ISSUES The proposed project area has never been enlisted in the critically / severely polluted list of industrial zone as per CEPI calculated by CPCB. PROJECT COST & COMPLETION SCHEDULE The cost of proposed project is approx. Rs 59.35 Crores and is envisaged to be completed within 30 months from the date of grant of EC. CONCLUSION The easy availability of petroleum products will enhance living conditions of the people in the region. The proposal will help in meeting the projected demand in nearby supply outlets and to avoid dry out situation. Page 2 of 2 .
