1.0 Introduction

1.1.1 Jubb have been commissioned by Council as Transport Consultant to advise on transportation and highway issues associated with the proposed sports facilities at the existing Fitzalan High School to the north of Lawrenny Avenue in Canton, Cardiff. 1.1.2 The outline planning application seeks approval for the demolition of the existing Fitzalan High School, and the provision of two new Multi Use Games Areas (MUGA) and a Grassed Sport Pitch on the eastern parcel of the existing school site. A site location plan is shown in Figure 1.1 below.

1.1.3 The development proposals will form part of the new Fitzalan High School that will be constructed on the land to the south of Lawrenny Avenue, and is to ensure the new build meets the minimum requirements set out in Building Bulletin 98 Design Guidance on the provision of Outdoor PE Facilities and Games Courts for a secondary school.

1.1.4 This application follows the submission of two separate Full planning applications, which relate to: The relocation of the Air Dome; 3G pitch and sport pitches (known as the Enabling Works); and The construction of the replacement Fitzalan High School and associated sport facilities (known as the main site).

2.0 Relocation of Fitzalan High School

2.1.1 In order to provide a modernised and attractive 21st century school, is looking to replace the existing Fitzalan High School with a new built 10FE high school on the land south of the existing school to the west of Leckwith Road and north of Cardiff International Sports Campus. The scheme will bring significant benefits to the children, young persons and local munity and is jointly funded by Welsh Government and Cardiff Council. 2.1.2 The development proposals are not envisaged to result in any increase in the number of students enrolled at the school but will offer better learning facilities and teaching environment for young people aged between 11 and 18. 2.1.3 The proposed new school site in relation to the existing location is shown in Figure 2.1 below.

2.1.4 Accesses to the new school will be via Lawrenny Avenue and Leckwith Road. Suitable parking provision will also be facilitated at the new school for both vehicles and bicycles. Such provision, in terms of number, type, and location, are subject to comprehensive consultation with Cardiff Highway Authority to ensure that suitable provision will be made available to meet the operational demand of the school and to deliver the aspiration of the LHA on sustainable travel. 2.1.5 A Transport Assessment (TA), was produced by AECOM, dated March 2019, to address the associated transport and highway implications along the local highway network. In supplement to the TA, further assessments were also undertaken to review any traffic implications associated with the changes proposed in site access and parking arrangement as well as to inform the design of the proposed crossing facilities at Lawrenny Avenue/Leckwith Road Junction.

3.0 Development Proposals

3.1.1 The proposed development will see the demolition of the existing Fitzaland School and the creation of: 2 x Multi Use Games Areas to the south of the site 1 x Grass rugby pitch along the site western boundary A cycle parking area located next to the MUGAs A new pedestrian and cycle connection across the site connecting between Broad Street to the north and Lawrenny Avenue in the south.

3.1.2 It is understood that the proposals will serve as ancillary sport facilities to the new relocated Fitzalan High School to the south of Lawrenny Avenue. 3.1.3 No vehicle movements will be allowed onsite with the pedestrian/cyclist’s access to the proposed sports facilities achieved through an existing gated entry/egress point directly off Lawrenny Avenue. 3.1.4 Lawrenny Avenue is a cul-de-sac with predominantly residential frontage. Roadside footway of variable width is available along either side of the single carriageway with a wide grass verge separating the vehicle traffic from pedestrian movements. 3.1.5 A zebra crossing is present directly outside some 50 metres east of the proposed access point. It lies over a raised speed cushions with tactile paving and dipped kerb. Traffic calming features in the form of speed cushions and road markings are also present along the carriageway in both directions along Lawrenny Avenue. 3.1.6 It is understood that Cardiff Council are developing proposals for five Super Cycle Highways across the city to connect communities to major destinations. As part of these proposals, Lawrenny Avenue would be incorporated into the Cycleway Route 5 with enhanced cycle routes and crossing facilities along the route. 3.1.7 The existing pedestrian access from Broad Street will also be retained and upgraded to create a public footpath of 3m across the existing school site in a north-south direction between Broad Street and Lawrenny Avenue. 3.1.8 The proposed access arrangement is shown in Figure 3.1 below:

3.1.9 No vehicle parking spaces will be provided onsite with 52 cycle hoops for 104 bicycles installed in a secured and covered sheltered to the west of the MUGAs at the site entrance. This provision forms part of the wider cycle parking envisaged for the main school site and has been discussed and agreed with LHA.

4.0 Development Traffic Impact

4.1.1 As aforementioned, the proposed sports pitches and game courts forms part of the new Fitzalan High School and will be exclusively used for learning and teaching purposes during the school hour. Private hire for community use will only be made available outside of school hours. 4.1.2 In view of this, the proposed sports facilities are not considered traffic generators themselves with all movements associated with the wider school operation that are already assessed as part of the transport studies undertaken in support of planning application for the main school site. Trips associated with the wider community use are likely to occur outside the highway peak in the evening and during weekends. 4.1.3 Therefore, it is prudent to conclude that the development proposals will not result in any unexpected traffic impact than what was considered within the supporting transport studies for the main school site, particularly during the identified highway and school peaks.

As such there should be no highways and transportation reason as to why the development should not be supported.
