SEATON, FRED A.: Papers Speeches Series SEATON, FRED A.: Papers Speeches Series SCOPE AND CONTENT NOTE The Fred Seaton Papers contain four subseries of material relating to speeches by Secretary Seaton or others. These have been combined to make up the Speech Series. The date coverage on this series is 1946 to 1963. The first and largest subseries (approximately 40,000 pages) is titled “Speeches--Fred A. Seaton.” It is a chronological file maintained for most of Fred Seaton’s speaking engagements from 1946 to 1960. The speeches are related to his activities as a leader of the Republican Party in the plains states, as a top-level staff member of Eisenhower’s 1952 presidential campaign, as Assistant Secretary of Defense for Legislative and Public Affairs, as a White House staff member, as Secretary of the Interior, and in private life as a newspaper publisher and radio/television station operator. Also evident are his interests in Hastings College, Kansas State University, and Beta Theta Pi fraternity. In addition to speech drafts this subseries contains correspondence regarding travel arrangements, social engagements and, occasionally, personal or official correspondence of a substantive nature regarding such things as politics, patronage, business ventures, and government policies. Seaton’s extensive travel as Secretary of the Interior, both domestically and to U.S. territories, is well documented in this subseries. Also of particular interest is his trip to Cambodia in 1959 as the President’s representative to the dedication of the Khmer-American Friendship Highway. The second subseries of the Speech Series is titled “Miscellaneous Articles and Speeches.” It is much less complete than the first subseries but contains articles by Seaton (in both published and draft form) as well as speeches. Also included is correspondence regarding speaking invitations which were declined. This subseries contains approximately 2,500 pages. Date coverage is 1953 to 1961. The third subseries, titled “Speeches--Cabinet Members and Others,” consists of five archives boxes of press release copies of speeches delivered by Cabinet members and various other top- level government officials between 1954 and 1960, organized by executive department and chronologically thereunder, and one box of miscellaneous speeches by a wide range of individuals both in and out of government. The “Speech Material” subseries consists of ten archives boxes of speech texts, fact sheets, printed material, etc., arranged by subject in alphabetical order. The material dates from 1950 to 1963 and appears (because of the different types of original folder labels) to have been compiled from several sources. This material was presumably used as background information for speech writers. Subjects include a wide variety of topics related to Mr. Seaton’s government and political activities. The correspondence of two commissioners of the Department of Finance and Administration is represented in this collection. The commissioners were Edward J. Boling and Harlan Mathews. Edward J. Boling served from February, 1959 through August, 1961. Harlan Mathews was appointed commissioner in September of 1961. These records reflect the various activities connected with the administration of financial and budgetary matters of the Executive branch. Original order was maintained during processing. These records were transferred to the archives in good condition in 1983. The original size of the collection was about eight cubic feet but was reduced to seven cubic feet by the elimination of duplicate copies and extraneous material. The collection was microfilmed and all documents were destroyed. There are no restrictions to access. SCOPE AND CONTENT Record Group 272, Department of Finance and Administration, Correspondence, spans the period 1959 through 1962, although the bulk of the collection is concentrated within the period 1959 through 1961. The collection consists of seven cubic feet of material that has been microfilmed and the originals were destroyed. The original order of this collection was maintained during processing. The arrangement of this collection is chronological for the period of 1959 through 1960. The remainder of the collection is chronological, then alphabetical by topics.
