NOTICE OF STUDY COMMENCEMENT
WORKS DEPARTMENT May 2009 PUBLIC NOTICE
The Regional Municipality of Durham is undertaking a Class Environmental Assessment (EA) study for the proposed construction of a trunk sanitary sewer in the communities of Oshawa and Courtice. In response to meeting the Region’s Wastewater servicing strategy, the proposed trunk sanitary sewer is planned to convey sanitary sewage flows from north Whitby (Brooklin), north Oshawa, Courtice, and west Bowmanville to the Courtice Water Pollution Control Plant.
The Class EA study is being conducted in accordance with
Schedule “B” of the Municipal Class Environmental Assessment (amended in 2007) process, public input and comment from all stakeholders are invited, for incorporation into the planning and design of this project. Upon completion of the study, the Class EA Project File documenting the process will be available for public review for a period of 30 calendar days. As part of the planning process, two (2) public information centres (PIC) will be scheduled throughout the study. The first PIC is tentatively planned for June 2009 to present the project to the public and interested stakeholders, for review and comment. The second PIC is anticipated to follow in late 2009. Representatives from the Region of Durham and the consultant will be present at the PICs to answer questions and discuss the next steps in the study process. Notification of the PICs will be provided at the appropriate time via a similar newspaper advertisement.

NOTICE OF PUBLIC INFORMATION CENTRE

The Study The Regional Municipality of Durham is undertaking a Class Environmental Assessment (EA) study for the construction of a trunk sanitary sewer in the communities of Oshawa and Courtice. In accordance with the Region’s wastewater servicing strategy, the sanitary sewer is planned to convey sanitary flows from north Whitby (Brooklin), north Oshawa, Courtice, and west Bowmanville to the Courtice Water Pollution Control Plant. The main objectives of the study are to identify sanitary sewer servicing alternatives, evaluate the environmental impacts of each alternative, and select the preferred alternative for the Courtice trunk sanitary sewer.
Public Information Centre No. 1 The study is being conducted in accordance with “Schedule B” of Courtice the Municipal Class Environmental Assessment process. All WPCP interested stakeholders are invited to provide input pertaining to the project at two scheduled public information centres (PICs). PIC No. 1 will be held to provide an opportunity for interested stakeholders to learn more about the project background and potential alternatives as well provide feedback concerning the study. Representatives from both the Region of Durham and the consultant will be present at the PICs to answer questions and discuss the study progression to date. The first public information centre has been scheduled as follows:

The first PIC is scheduled for June 23, 2009, at the Courtice Community Complex from 6:00 p.m. to 8:00 p.m. The purpose of PIC will be to present background information concerning the study and the alternative alignments to the public, while providing an opportunity for review and comment at an early stage in the process. We look forward to feedback from all stakeholders as this will be critical to ensuring a thorough evaluation of all alternatives and the success of the project.

Courtice Trunk Sanitary Sewer Class EA Study Introduction
The Region of Durham has determined that a new trunk sanitary sewer is necessary to meet wastewater servicing requirements within the Courtice Water Pollution Control Plant (WPCP) service area.
A Class Environmental Assessment (EA) study will be completed to determine the preferred servicing alternative for the Courtice Trunk Sanitary Sewer.
This study is classified as a “Schedule B” project under the Municipal Class EA Process. This process involves stakeholder consultation.
The process will include a thorough evaluation of all the impacts (natural, cultural, socio-economic and environmental) associated with each alternative and will address all related stakeholder concerns.
A second PIC will be held later in the year. The public will be given an opportunity to provide comments on the preferred alignments at that time.
Courtice Trunk Sanitary Sewer Class EA Study Background
• In accordance with the Region of Durham’s Official Plan, future growth is planned for North Whitby (Brooklin), North Oshawa, Courtice, and West Bowmanville. Why Is This • A new trunk sanitary sewer will be required to convey the sewage flows Sewer from existing and new development areas to the Courtice Water Required? Pollution Control Plant (WPCP). • The proposed Courtice Trunk Sanitary Sewer was identified as an infrastructure requirement in the planning & construction of the Courtice WPCP.
• The Courtice trunk sanitary sewer study area is bounded by Conlin Study Area Rd., Solina Rd., Harmony Rd., and Lake Ontario. Boundaries • Boundaries were established based on wastewater conveyance needs.
• The Harmony Creek WPCP and Courtice WPCP currently treat sewage flows generated from Oshawa and Courtice. • The Harmony Creek WPCP will ultimately be decommissioned, leaving Servicing Courtice WPCP to service all of Oshawa and Courtice. • The proposed Courtice trunk sanitary sewer may require local pumping Strategy stations to service low lying areas. • In the future, sewage flows will be conveyed to the Courtice trunk sanitary sewer from both the Conlin Rd. sanitary sewerage pumping station and the future potential Thickson Rd. sanitary sewerage pumping station.
• The Courtice WPCP is located east of Courtice Road and along the Lake Ontario shoreline. • The Courtice WPCP was commissioned in 2007 with an existing 3 Courtice WPCP rated capacity of 68,200 m /d. • Wastewater treatment at the Courtice WPCP is approved to service 150,000 people. • Presently sewage flows are conveyed from the Harmony Creek Sanitary Sewage Pumping Station via a forcemain.

• The main objective of this study is to identify and evaluate servicing alternatives to convey sanitary sewage flows from existing areas and planned development to the Courtice WPCP.
Identification of the Study Area • The study area is bounded by Conlin Road, Lake Ontario, Harmony Road and Solina Road. • The study area boundaries allow for several trunk sewer alternatives to be considered.

• The Notice of Study Commencement has been published in the Oshawa This Week and Clarington This Week newspapers. • Letters have been mailed to interested members of the public, government offices, agencies and other stakeholders.

Potential alignments were based on the following preliminary screening criteria:

Courtice Trunk Sanitary Sewer Class EA Study Potential Alignment Considerations
The following considerations were used to determine the six potential Courtice trunk sanitary sewer alignments:
Conlin Rd. E & Courtice WPCP: The sewer must start at Conlin Rd. and terminate at the Courtice WPCP in order to service future growth areas.
Utilization of Existing Infrastructure: A key objective in determination of the potential alignments was utilization of the existing sanitary sewer network such as the segments of existing sewer along Coldstream Dr. and Townline Rd. N.
Nash Road Pumping Station: Consideration was given to decommissioning the Nash Rd. pumping station by conveying flows from its current service area to the proposed Courtice trunk sanitary sewer.
Avoidance of Busy Streets: High traffic streets and intersections (such as King St.) were avoided to the extent possible to alleviate congestion during construction.
Avoidance of Major Creek Crossings: Potential alignments were planned to avoid major creek crossings to the greatest extent possible, such as the Farewell Creek on Townline Rd. and Nash Rd.
CP Rail Crossing: In order to reach the Courtice WPCP, the sewer will have to cross the CP tracks. The majority of the alignments cross at a location that will minimize constructability issues.
Highway 401: In order to reach the Courtice WPCP, the sewer will have to cross Highway 401. Potential alignments were determined to minimize constructability issues and utilize existing road allowances.
The Greenbelt: A key consideration in the determination of the potential alignments was avoiding the area designated as Greenbelt and the key natural features associated with it.

Courtice Trunk Sanitary Sewer Class EA Study Next Steps
Refine the potential trunk sanitary sewer alignments based on the feedback from public and stakeholder agencies.
Conduct the following evaluations: • Carry out Hydrogeological and Geotechnical assessments to identify potential constructability issues. • Perform a Geomorphological assessment to identify potential impacts of key creek crossings. • Complete an archeological assessment to identify and mitigate any cultural impacts. • Perform a natural environment investigation to determine whether any VTE species exist within the study area.
Determine the preferred alternative based on a detailed evaluation and finalize locations for potential sanitary sewage pumping stations.
Conduct a second PIC to present the preferred trunk sanitary sewer alignment(s).
Submit the final Courtice Trunk Sanitary Sewer Class EA Report for public review and comment.
