Question for Written Answer Question for written answer E-000101/2021 to the Commission Rule 138 Marco Campomenosi (ID), Antonio Maria Rinaldi (ID), Paolo Borchia (ID), Marco Dreosto (ID), Anna Bonfrisco (ID), Isabella Tovaglieri (ID) Subject: Reverse engineering and discrimination of a whistleblower in respect of alleged wrongdoings by Huawei Following a journalistic investigation, some media outlets have reported the news of an alleged reverse engineering request made by Huawei to its own employees1. According to the allegations, top managers at the Chinese giant asked engineers and physicists at the German Research Center to ‘spy on and copy’ a competing product from the American company Cisco, even though it is protected by a proprietary licence. One of the whistleblowers who reported the alleged serious wrongdoing, an Italian national, decided to disclose his identity after being discriminated against by the company’s ‘German Lab’, which punished him by firing him. In view of the above, can the Commission answer the following questions: 1. Is it aware of Huawei’s alleged requests, which are unlawful under Directive (EU) 2016/943 on the protection of undisclosed know-how? 2. Directive (EU) 2019/1937 provides for the protection of persons who report breaches of Union law, by effectively prohibiting dismissals of whistleblowers. Will the Commission ensure that this rule is properly applied in order to protect the Italian citizen concerned? 3. The Huawei research centre seems to be involved in HiPEAC, a European network of innovation and research into cyber-physical systems, funded through the Horizon 2020 programme2. In the light of the alleged serious wrongdoing and given the clear difference between European and Chinese standards, will the Commission launch a procedure to monitor this funding? The activities of the EU legislator do not, in fact, take into account all cases in which sexual abuse is directly consumed online, i.e. where child pornography is provided by the child following the establishment of a relationship of trust between predator and victim. Furthermore, uncontrolled use of the internet can facilitate access to content that is not suitable for children, such as websites that glorify practices relating to anorexia and bulimia, including websites that incite suicide and self-harm. Local TV stations are already showing dozen-strong groups of refugees starting to cross the border with Greece on foot. Turkey’s decision would seem to have been triggered by the death of at least 33 Turkish soldiers in an aerial bombardment by Syrian government forces in the province of Idlib. In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT.
