Government of India Ministry of Housing and Urban GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA STARRED QUESTION NO *247 TO BE ANSWERED ON AUGUST 02, 2017 SWACCHHTA ABHIYAN No. *247 SHRI KRUPAL BALAJI TUMANE: SHRI LALLU SINGH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether Swacchhta Abhiyan has influenced the attitude of the public towards cleanliness in the country and if so, the details thereof; (b) whether the Government has carried out any review of the said campaign and if so, the details thereof; (c) whether the Government has conducted a survey/inspected all the cities in the country to assess the level of cleanliness in the respective cities and if so, the details thereof along with the ranking of cities according to level of cleanliness; Contd…2/- -: 2 :- (d) whether the Government has noticed improvement in cleanliness as compared to previous years/period and if so, the details thereof along with the steps taken/ being taken to make all the cities clean; and (e) the percentage of human waste generated in cities and the present processing capacity therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING &URBAN AFFAIRS (RAO INDERJIT SINGH) (a) to (e) : A Statement is laid on the Table of the House. ***** Contd…..3/- -3 - STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. *247 FOR 02.08.2017 REGARDING “SWACCHHTA ABHIYAN” (a) to (d): Yes, Madam. Under Swachh Bharat Mission–Urban (SBM-U), 35 lakh households have constructed individual toilets, and another 16 lakh are under construction. This is an ongoing process till all the households get access to individual or community toilets by 2nd October, 2019. So far 1,197 cities have become Open Defecation Free (ODF), of which 955 cities have been certified by a third party. During the last two years, the Ministry of Housing and Urban Affairs (M/oHUA) has carried out a cleanliness survey (Swachh Survekshan) to rank cities on various cleanliness parameters. Swachh Survekshan 2016 ranked 73 million-plus population cities and State/ UT capitals. The ranks of the cities are at Annex. - I. The Swachh Survekshan 2017 was expanded to cover 434 one lakh plus population cities and State/ UT capitals. The detailed ranks of these cities are at Annex.-II. In Swachh Survekshan 2017, 80% citizens felt that overall cleanliness levels in their cities were better than in the past. The other major findings from this survey are as under: In 404 cities, more than 75% residential areas were found to be substantially clean; 297 cities have 100% door to door garbage collection; In 226 cities, twice a day sweeping is carried out in more than 75% of commercial areas; In 190 cities, 75% of community / public toilets are well maintained; and Contd…..4/- - 4- In 85 cities, waste segregation at source is being practiced. Under the SBM-U, the Government is taking various initiatives to make the cities clean. Major among these are, Government provides incentive of Rs.4,000/- per unit of individual toilets (Rs.10,800/- per unit for North Eastern and Himalayan States and Rs.4,266/- per unit for UTs with legislature and Rs.5,333/- per unit for UTs without legislature) and Rs.39,200/- per seat of community / public toilets (Rs.52,267/- for UTs without legislature and Rs. 41,814/- for UTs with legislature) to address problem of open defecation in the cities and towns. Government provides 35% of project cost (46.67% for UTs without legislature and 37.33% for UTs with legislature) as Central funding for setting up solid waste management projects such as waste to compost, waste to energy plants, remediation of existing landfills etc. Government provides Market Development Assistance (MDA) of Rs. 1,500 per Tonne (along with the Department of Chemicals & Fertilizers), to scale up compost production & consumption. Ministry of Power has revised the Tariff Policy 2006 under Indian Electricity Act, 2003, making it mandatory for DISCOMS to purchase power from Waste-to-Energy plants. In order to process Construction and Demolition (C&D) waste in a cost- effective manner, standards for recycled Concrete aggregate and its usage have been notified by Bureau of Indian Standards (BIS), and CPWD has incorporated recycled materials in construction activities, complying with BIS standards. Contd…..5/- -5- For ensuring behaviour change, Ministry has launched multi- media campaigns, namely “Asli Tarakki”, “Compost Banao, Compost Apanao”, “Har Din, Do Dustbin”, and “Swachh Sauchalaya”. (e): Total human based sewage generated in cities is 62,000 MLD while the total installed capacity for treatment of human waste is 23,277 MLD, which is 37.5 % of the total generated. …….. Officials and other persons desirous of acquainting themselves with the salient features of the district would find a study of the Gazetteer rewarding. It is of immense use for research scholars. The old gazetteers of the State published in the British regime contained very valuable information, which was not wholly reproduced in the revised volume. These gazetteers have gone out of stock and are not easily available. There is a demand for these volumes by research scholars and educationists. As such, the scheme of reprinting of old gazetteers was taken on the initiative of the Hon'ble Chief Minister of Haryana. The Ambala District Gazetteer of 1923-24 was compiled and published under the authority of Punjab Govt. The author mainly based its drafting on the assessment and final reports of the Settlement Officers. The Volume is the reprinted edition of the Ambala District Gazetteer of 1923-24. This is the ninth in the series of reprinted gazetteers of Haryana. Every care has been taken in maintaining the complete originality of the old gazetteer while reprinting.

It is the duty of the state government to provide good civic amenities to the citizen, in congruence increasing needs of the enhanced urban population. This article deal with state government efforts to provide services to its citizen to fulfill this goal, the state government had initiated large number of programme and schemes. These programme or schemes are either central sponsored, in central state partnership or fully state sponsored. The state of Haryana was created 1st November 1966 by divided by the erstwhile state of Punjab. Since then many step have been taken so for by the state government to enhance urbanization. The process of urbanization in the state caught momentum during the last three decades. Consequently the decennial population growth rate in urban population of the state has multiplied more then twice, 43.4% and 50.8% as compared to the rural, i.e. 22.92 and 21.12 % during 1981-1991 and 1991-2001 respectively. Presently, there are 76 Urban Local Bodies in the State of Haryana consisting of 9 Municipal Corporations, 14 Municipal Councils, and 53 Municipal Committees. Government is providing financial assistance to municipalities under various programmes and schemes Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT), Integrated Housing & Slum Development Program (IHSDP), Urban Solid Waste Management & Rajiv Gandhi Urban Development Mission.
