The help of many Government officers is greatly appreciated. On the whole, I was impressed by their professionalism, commitment and concern. They gave me their valuable time; and most of them were extremely candid. Much that they told me was ‘off the record’. I have tried to protect their anonymity by normally not citing them by name in the report. There are far too many to individuals to mention them all.
