PREMBLE

The States of , , , and National Capital Territory of Delhi having their geographical areas in the Yamuna basin uptoOkhla signed a Memorandum of Understanding on 12 May, 1994 regarding allocation of surface flow of Yamuna upto wherein clause 7(iii) provides that the allocation of available flows amongst the beneficiary States will be regulated by the Upper Yamuna River Board within the overall framework of the agreement.

Accordingly, Ministry of Jal Shakti having recognized the need for co-ordinated development and management of Yamuna river upto Okhla and with a view to achieve optimal utilization of waters of river Yamuna upto and including Okhla, maintaining the ecology of the river and supply of water to the Basin States constituted Upper Yamuna River Board (UYRB), by Resolution dated 11th March, 1995. UYRB is a subordinate office of Ministry of Water Resources (MoWR) having its Headquarters presently situated at R.K. Puram, .

This Charter is a declaration of its responsibilities, standards and commitment to achieve excellence in formulation and implementation of policies and procedures in the field of Water Resources Development & Management.

VISION OF UYRB

To achieve optimal utilization of waters of river Yamuna upto Okhla, maintaining the ecology of the river and supply of water to the Basin States as per MoU dated 12th May, 1994. MISSION OF UYRB Coordinated management of river Yamuna upto and including Okhla Barrage. Upper Yamuna River Board 02

MAIN OBJECTIVES OF UYRB

01 Accounting of water available upto Okhla and determination of the shares of water for each Basin State.

02 Regulating supply of water from all storages and barrages to basin States.

03 Maintaining record of minimum flow for ecological considerations.

04 Moniorting of return flow.

05 Moniorting ground water uses

FUNCTIONS OF UYRB

The main functions of the Upper Yamuna River Board presently being attended are as under:

(a) Regulation and supply of water from all storages and barrages upto and including Okhla barrage, having regard to the agreements entered into or the arrangements made between the Governments of the Basin States in pursuance of MoU dated 12.5.94.

(b) Maintenance of a minimum flow, in proportion of completion of upstream storages going upto 10 cumec downstream of Tajewala/ Hathnikund and downstream of Okhla Head Works throughout the year from ecological considerations as upstream storages are built up progressively in a phased manner. (c) Monitoring return flows from the water withdrawn by Delhi from Yamuna after allowing for the consumptive use for the municipal and drinking water purposes as agreed to.

(d) Framing of rules and regulations for water accounting and determination of the shares of water for each State for every 10- day period for purpose of regulation.

(e) Keeping concurrent records of the flow of the Yamuna at all stations considered necessary by the Board, consideration/completion of the records and determination of the volume of water flowing in river Yamuna in a water year.

(f) Keeping concurrent records of data of withdrawals for irrigation, domestic, municipal and industrial or any other purpose and of water going down the river below Okhla.

(g) Ensuring delivery of supplies to all the concerned States in accordance with their entitlements by taking all necessary measures.

(h) Monitoring of, in consultation with the Central Ground Water Board, exploitation of ground water in the Upper Yamuna Catchment and formulation of such regulations as would prevent over-exploitation of the ground water detrimental to the surface flow especially for ensuring minimum flow in the river system.

(i) Submission of Annual Report of its work done during each year to the Central Government as also to the Basin States.

(j) Advertising of vacancies, processing application received and taking further steps for filling up of posts.

(k) Undertaking tours to various structures on river Yamuna to over see releases/withdrawals made by the States. Upper Yamuna River Board 04

ORGANISATIONAL SETUP

UPSTREAM PROJECT

Government of has included the three proposed storage projects in the upper reaches of Yamuna and its tributaries known as Renukaji , and Lakhwar-Vyasi Projects as National Projects for which 90% of the cost of irrigation and drinking water supply component of the project shall be provided by the . LAKHWAR MULTI PURPOSE PROJECT Lakhwar multi-purpose project is located on river Yamuna at Lohari in of . It is a concrete dam of 204 m height and of 481.5 M length with a live water storage capacity of 330 MCM and an underground power house with an installed capacity of 300 MW (3X100 MW). It is to be constructed with a balancing reservoir and a barrage at Katapather, 13.65 Km d/s of Lakhwar dam. This project would deliver irrigation benefit to 33,780 ha of Culturable Command Area (CCA) and make available 78.83 MCM of water for drinking & industrial use. In February 2009, it was declared as National Project. All the statutory clearances of the project including investment clearance have been obtained. Water benefit shall be shared among six states – Delhi, Haryana, UP, Uttarakhand, Rajasthan and HP as per MoU, 1994 regarding “Allocation of Surface Flow of Yamuna”. The agreement for the constraction of the project has been signed between the states of Delhi, Haryana, UP, Uttarakhand, Rajasthan and HP in the presence of Hon’ble Minister of Water Resources on 28.08.2018. RENUKAJI PROJECT Dam Project has been conceived as a storage project on Giri River in Sirmour district of Himachal Pradesh. The Project envisages construction of 148 m high rock fill Dam across River Giri at Dadahu and a Powerhouse at toe of Dam to generate 40MW of power. The project will provide 49800 ha m (0.498 BCM) of live storage in its reservoir and a firm water supply to the tune of 23 cumecs to Delhi. The project has been declared as Project of National Importance in February, 2009, as such the cost (excluding power component) shall be borne by Govt. of India (GoI) and beneficiary states in the ratio of 90:10. An agreement for the construction of the project has been signed between the state of Himachal Pradesh, Uttarakhand, National Capital Territory of Delhi, Uttar Pradesh, Haryana & Rajasthan on 11-01-2019 wherein it was decided that NCT of Delhi shall bear cost of power.

KISHAU MULTIPURPOSE PROJECT Kishau Dam Project is a multipurpose project on River Tons ( a tributary of river Yamuna) at the border of District. Dehradun (U.K.) & District Sirmour (H.P) located at 45 km. U/S of Dakpathar. The proposed project is located on river Tons in District Dehradun, Uttarakhand and District Sirmour, Himachal Pradesh about 45 Kms. upstream of Dakpathar. The project area lies between N 300 40’ and E 770 47’. It is a gravity dam of 236 m height and 680 m length with a live water storage capacity of 1324 MCM. This project would deliver irrigation benefit to 0.97 Lakh Ha land and make available 617 MCM of water for drinking/industrial use. Besides providing irrigation, drinking and industrial water, the project will also ensure releases as per MoU, 1994 “Allocation of Surface Flow of Yamuna” signed amongst the Upper Yamuna Basin States of Himachal Pradesh, Uttarakhand, UP, Haryana, NCT of Delhi and Rajasthan. The project has been declared as a National Project in February 2008. The Project is to be executed through M/s. Kishau Corporation Ltd., a Joint Venture between Govt. of HP and Govt. of Uttarakhand. TIME FRAME FOR REDRESSAL OF THE GRIEVANCES

All public grievances petitions sent to the Board are acknowledged and forwarded to the Grievance Officer within 15 days. The time limit of 90 days from the date of receipt of the grievance petition has been laid down for settling the grievance in the Board. RIGHT TO INFORMATION

All requests received under RTI Act are processed promptly and the requisite information is supplied to the applicant within prescribed limit of 30 days. In case the applicant is not satisfied with the information given, he can appeal to the Appellate Authority as per provisions of RTI Act.
