STEVEN CHU, SECRETARY OPENING STATEMENT OF SENATOR DIANNE FEINSTEIN Senator FEINSTEIN. Good afternoon, ladies and gentlemen. Mr. Secretary, welcome to the Energy and Water Subcommittee’s budget hearing on the Department of Energy’s (DOE) fiscal year 2013 budget request. DOE has requested $27.2 billion for fiscal year 2013. That is an increase of $1.5 billion, or 5.7 percent, from fiscal year 2012. Approximately $535 million—that is about one-third—of the $1.5 billion increase is for the National Nuclear Security Administra- tion’s (NNSA) nuclear weapons nonproliferation and naval reactor programs. This is a 5-percent increase. The subcommittee will ex- plore NNSA’s budget request with Administrator D’Agostino next week. The rest of the Department’s proposed increase is largely, as we understand it, for the Office of Energy Efficiency and Renewable Energy (EERE) projects, Advanced Research Projects Agency-En- ergy (ARPA–E), and basic energy research. The budget request clearly prioritizes some programs while mak- ing difficult choices to cut funding to other programs. This is where we have a lot of questions. The Congress must now determine whether or not we can agree on those priorities. Mr. Secretary, I hope you will highlight the administration’s pri- orities today and make the case for the choices that you have made. I would like to highlight the three largest increases in the budg- et. (1) 2 First, the single largest increase would be for EERE which would see an increase of $512 million, or 28 percent. A significant portion of this increase would be used for the new advanced manufacturing program. The second, ARPA–E, would see an increase of $75 million, or 27 percent. As the Secretary says, ARPA–E holds the promise of ad- vancing high-risk, high-reward technology. An early indicator of success has been that 11 projects, which received $40 million from ARPA–E, have now secured more than $200 million in outside pri- vate capital investment to further develop these technologies, and that is good news. So we would like to encourage the Department to continue tracking these projects and demonstrate how Federal investments have developed more energy-efficient technologies and potentially new industries. Third, the Office of Science would see an increase of $118 mil- lion, or 2.4 percent. The science budget has clearly prioritized the subprograms exploring materials research, advanced computing, and biological research. So the Department is making its priorities clear there. However, in the non-priority subprograms, it is more difficult to understand the administration’s position because the Department has failed to prioritize activities within the very limited funding. One example is fusion energy science. The overall budget for fu- sion energy science is not large enough to accommodate our com- mitment to the International Thermonuclear Experimental Reactor (ITER) project in France while at the same time maintaining our domestic program. The difficult decision was apparently made to cut funding to the fusion facility at Massachusetts Institute of Technology (MIT). The budget, though, fails to fully fund the com- mitment to ITER. This will likely increase our total contribution to ITER in the future and delay the project. I understand the decision not to prioritize fusion energy sciences in a tight budget environ- ment, but if we are making that decision, then we need to follow through and make the tough decisions within the program itself and not leave them floundering around. It now appears that we are simply going to cripple both our domestic and international efforts. While renewable energy, ARPA–E, and the Office of Science saw increases in the budget, there are two energy programs that were cut. The proposed budget for the Office of Fossil Energy (FE) is $428 million. That is a decrease of 20 percent, or $106 million. The single largest cut in fossil energy comes from zeroing out the fuel cells subprogram, and we would like to know the reason. The proposed budget for the Office of Nuclear Energy is $675 million, excluding security costs. This is a cut of $93 million, or 12 percent. The major cuts in nuclear energy come from the advanced reactor program, which is largely focused on fast reactors and high- temperature reactors. Today, I am sure we will hear various opinions about the deci- sions made in the administration’s budget request for energy, but this is an important first step. I know the choices are difficult for you, Mr. Secretary. Before welcoming you and having your presen- tation, I would like to ask for the remarks of the ranking member. 3 STATEMENT OF SENATOR LAMAR ALEXANDER Senator ALEXANDER. Thank you, Madam Chairman. We stand in support of these students who arrived on our campuses believing in the promises made by the government of the United States of America. The BRIDGE Act would provide these students with work authorization and a “provisional protected status” from deportation. It would help alleviate the immediate concerns regarding their status while the nation continues to pursue a long-term solution to immigration reform. DACA students on our campuses have enriched the learning environment and brought extraordinary talent to our state. They have provided leadership in numerous disciplines from education to science and technology, and are actively serving their local communities and economies. These students have been raised and educated in the United States and have proven to be an important asset to our society. The Inter-University Council is a strong advocate of the BRIDGE Act because it provides hope to our students and sends a clear and compelling message of support to our community.

    Introduction It is the 51st Millennium, and the war continues. There was no great conflagration or calamitous final battle. Across the vastness of the galaxy, the Imperium died. Not with a bang, but with a whimper. The galactic empire of humanity crumbled, its enemies too many, too great and too terrible to imagine. The great conflict of Octavius had no victory, a war without end. In the fiery chasm of strife, the locust and the green holocaust fused, as beast looked upon barbarian and both saw the other as kin. The new entity spread with a speed undreamt of by ork or tyranid. War and hunger melded into a singular desire to ravage, rape and remake all in the image of the new devourer. The Devourer’s hybrid nightmares were regenerative, and spore-born, combining into a grand horror, which murdered the galaxy, leaving naught but fragments as it left. Metallic sentinels of unflinching dread rose up on some worlds, leaving them safe from the new devourer waaagh, but instead made them slaves to the silver sentinels, and fodder for their glowing metal gods. The Eldar who had held on to life for so long, slowly winked out of existence one craftworld at a time. Eventually, even the rumbling hearts of the avatars fell silent. For a time... In the dead craftworlds, something slithers through the infinity circuit to this day. Unfortunately, the great god of the dead, Ynnead, is trapped within this infinity circuit, howling its mournful song into the darkness, eternally hungry in its desire to wreak vengeance on She Who Thirsts.

This dissertation examines the influence of fact- checks on citizens' evaluations of political candidates. Using an original content analysis, I determine who conducts fact-checks of candidates for political office, who is being fact- checked, and how fact-checkers rate political candidates' level of truthfulness. Chris Murphy, D-Ct., proudly announced via Twitter that there now is “bipartisan support for strengthening our Buy American laws” and that he is “excited to have the Trump admin[istration] and partners like [Sens. COVID-19 has exacerbated the nation’s affordable housing crisis—the result of a long history of racist housing policy including chronic underinvestment—the burden of which falls disproportionately on Black and Latino children. The emergency relief passed in December—which provided $25 billion in emergency rental assistance and extended the federal eviction moratorium—was a critical short-term step to protect the millions of families with children who are behind on their rent, but more must be done to ensure that these families emerge from the pandemic free from back rent and the looming threat of eviction. Specifically, we urge Congress to provide $30 billion in additional emergency rental assistance; provide $28 billion in new funding for long-term housing assistance; provide $8 billion in new funding to serve the unhoused; invest $44 billion in the country’s affordable housing supply; and further extend, strengthen, and enforce the national eviction moratorium. The Children’s Defense Fund makes these asks as a steering committee member of Opportunity Starts at Home, a campaign led by national organizations from a variety of sectors, including health, education, civil rights, food security, environmental protection, faith, municipal governance, child welfare, criminal justice, anti-poverty, and more.

Valinda Rutledge Executive Vice President of Federal Affairs America's Physician Groups Senate Finalizes Power Sharing Agreement Last week, Senate Majority Leader Chuck Schumer and Minority Leader Mitch McConnell reached a power-sharing agreement dictating the operation of the Senate chamber. The deal passed unanimously by voice vote and largely conforms to the 2001 agreement that was put in place when the Senate was last evenly split. The agreement had been delayed due to disagreement over preserving the legislative filibuster, but was resolved when Senators Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ) said that they would not support ending the legislative filibuster now. The agreement: Sets committee membership ratios at 50-50 Gives the committee chairs to the Democrats Establishes a procedure by which the majority or minority leader can bring a measure to the Senate floor that failed to be reported out of committee due to a tied vote Senate Approves Provider Relief Fund Amendment Late last week, the Senate agreed to add a bipartisan amendment sponsored by Senators Susan Collins (R-ME) and Joe Manchin (D-WV) to the budget resolution that creates a deficit-neutral reserve fund to replenish the Provider Relief Fund with a goal number of $35 billion in total with 20 percent of the money set aside for rural hospitals.

Israel has emerged as a global leader in developing technologies for homeland security. Recognizing Israel’s expertise, the United States is partnering with Israel through the U.S.-Israel Homeland Security Program to advance first responder technologies; secure critical infrastructure and public facilities; provide maritime, aviation, and border security; and prevent and respond to cyber-attacks. The Program is administered by the U.S.-Israel Binational Industrial Research and Development Foundation, in cooperation with the U.S. Department of Homeland Security Science and Technology Directorate and the Israel Ministry of Public Security. Congress has supported the Program for years, having provided its initial authorization through the United States- Israel Advanced Research Partnership Act of 2016, P.L. 114-304. The U.S.-Israel Homeland Security Program received $2 million in Fiscal Year 2020, and is leveraged by Israeli funding. Examples of recent bilateral projects that support the U.S. homeland security mission include development of an unmanned search and rescue system to find victims under ruins and in disaster areas by locating their cellular phones, a wearable indoor positioning system that first responders can use when GPS and other satellite-based technologies fail, and an artificial intelligence-based analytics video security solution used to protect public facilities.
