Resource Guide Review of Projects on Lands Acquired Under the Capper-Cramton Act TAME Coalition TAME F A Martin Northwest Branch Trail Indian Creek Stream Valley Park Overview The Capper-Cramton Act (CCA) of 1930 (46 Stat. 482) was enacted for the acquisition, establishment, and development of the George Washington Memorial Parkway and stream valley parks in Maryland and Virginia to create a comprehensive park, parkway, and playground system in the National Capital.1 In addition to authorizing funding for acquisition, the act granted the National Capital Park and Planning Commission, now the National Capital Planning Commission (NCPC), review authority to approve any Capper-Cramton park development or management plan in order to ensure the protection and preservation of the region’s valuable watersheds and parklands. Subsequent amendments to the Capper-Cramton Act2 allocated funds for the acquisition and extension of this park and parkway system in Maryland and Virginia. Title to lands acquired with such funds or lands donated to the United States as Capper Cramton land is vested in the state in which it is located. The Maryland-National Capital Park and Planning Commission (M-NCPPC) utilized Capper-Cramton funds to protect stream valleys in parts of Montgomery and Prince George’s Counties. Similarly, the District of Columbia used federal funds to develop recreation centers, playgrounds, and park systems. There is no evidence that Virginia utilized Capper-Cramton funds to acquire stream valley parks under the CCA. Today, over 10,000 acres of Capper-Cramton land have been established and preserved as a result of the act. Summary of Nitrogen, Phosphorus, and Suspended-Sediment Loads and Trends Measured at the Chesapeake Bay Nontidal Network Stations for Water Years 2009–2018 Prepared by Douglas L. Moyer and Joel D. Blomquist, U.S. Geological Survey, March 2, 2020 The Chesapeake Bay nontidal network (NTN) currently consists of 123 stations throughout the Chesapeake Bay watershed. Stations are located near U.S. Geological Survey (USGS) stream-flow gages to permit estimates of nutrient and sediment loadings and trends in the amount of loadings delivered downstream. Routine samples are collected monthly, and 8 additional storm-event samples are also collected to obtain a total of 20 samples per year, representing a range of discharge and loading conditions (Chesapeake Bay Program, 2020). The Chesapeake Bay partnership uses results from this monitoring network to focus restoration strategies and track progress in restoring the Chesapeake Bay. Methods Changes in nitrogen, phosphorus, and suspended-sediment loads in rivers across the Chesapeake Bay watershed have been calculated using monitoring data from 123 NTN stations (Moyer and Langland, 2020). Constituent loads are calculated with at least 5 years of monitoring data, and trends are reported after at least 10 years of data collection. Additional information for each monitoring station is available through the USGS website “Water-Quality Loads and Trends at Nontidal Monitoring Stations in the Chesapeake Bay Watershed” (https://cbrim.er.usgs.gov/). This website provides State, Federal, and local partners as well as the general public ready access to a wide range of data for nutrient and sediment conditions across the Chesapeake Bay watershed. In this summary, results are reported for the 10-year period from 2009 through 2018. -

Swatara Creek
SWATARA CREEK Description Swatara Creek is a large watershed covering, 571 mi2, 127.3 mi2 of which are in Dauphin County. The stream originates in Berks and Schuykill Counties, generally moving southwest through Lebanon and Dauphin Counties where it meets the Susquehanna River at Middletown Borough. Major tributaries in Dauphin County include Beaver Creek, Kellock Run, Manada Creek, and Bow Creek entering Swatara Creek from the north and Spring Creek East entering from the south. The watershed in Dauphin County is characterized by extensive suburban development with some areas of farmland and forestland. Population centers in the watershed include Hershey and surrounding area, Hummelstown Borough, and Middletown Borough. Swatara Creek before entering the Susquehanna River. Topography in the watershed is characterized by relatively low, rolling hills. The geology of the watershed is composed of two geologic formations. QUICK FACTS The formation in the northern and eastern portion of the watershed contains shale, limestone, dolomite, and sandstone. Geology in the southwestern portion Watershed Size: 571 mi2, is characterized by red sandstone, shale and 127 mi2 in conglomerate intruded by diabase.
