Welcome to the 65th Annual Local Government Conference. This year’s conference theme is “Navigating Through Rough Waters.” As the state legislature begins the difficult job of addressing a $3 billion budget shortfall, we must assess the impact of less state and federal dollars flowing into our coffers and determine how we are to continue to best serve our communities. We recognize the importance of a sustainable state budget that includes both cuts and additional revenues to assure that those of us at the local level can continue to provide those services that most impact the lives of our constituents. To that end, I appointed a “Sustainability Committee” chaired by Member Ernie Hall to create a list of specific strategies for bridging the state budget gap. You will be hearing more about this committee and its recommendations later in the conference, and you will be asked to support a resolution adopting the committee’s findings. If adopted, this resolution will be forwarded to Governor Walker and to each legislator prior to the start of the next legislative session. You will also receive a report from the newly formed “Position Committee.” Since amendments to the position statements can be proposed only by resolution of the governing body of a member municipality, the committee’s final report was sent to each municipality last month. The position statements drafted by the committee, as well as any amendments proposed by resolution, will be presented to you for adoption at our annual business meeting. As we navigate the rough waters ahead, we must continue to remember our common goals: revenue sharing, identifying and opposing unfunded mandates, and carrying the message of local government to the legislature. We are all in this together, and together we can continue to make a difference. I hope you will use your time in Anchorage this week to meet new friends and get together with old friends from around the state. We are truly blessed to live in the greatest state in the nation and, by working as a team, we can meet today’s challenges and assure a brighter future for our children and grandchildren.

Welcome to the 2015 Annual Local Government Conference. This year’s conference theme of ‘Navigating Through Rough Waters” is certainly the appropriate theme. Alaska is facing a serious fiscal challenge that will affect our residents, our businesses, our economy and our government at every level. We’ll certainly have the usual updates on issues of importance to local govern- ments in Alaska, including our relations with the Federal and State governments, but; much of the discussion and focus of our confer- ence will be on the state’s fiscal situation and the desperate need for a fiscal plan. Challenging times demand strong leadership, at all levels of government, and a commitment to work together in the best interests of our residents, our communi- ties and our state. I want to thank each of you for attending this year’s conference and encourage you to pay close attention to the presentations and engage in the important discussions that will help shape the future of our state. This is a critical time in Alaska’s history and never has it been more important to support our state leaders in a cooperative effort to responsibly address the fiscal challenges that confront all of us as Alaskans. On behalf of the Alaska Municipal League, its member municipalities, its affiliate organizations, its associate companies and its staff, I would like to welcome you to the 65th Alaska Municipal League Annual Lo- cal Government Conference held in the beautiful city of Anchorage, Alaska. This location (Anchorage) is a land of restaurants, movies, and shopping. That alone is enough to bring you to our conference. But, besides all those perks, we have a great and informative confer- ence awaiting you. Our theme this year is “Navigating Through Rough Waters.” We heard the Governor coin this term during his State of the Budget address back in January. While we all are anticipating calmer seas in the future, for now, we must do what is necessary to keep Alaska safe, productive and “open for busi- ness.” But, a state is only as healthy and safe as its communities. As the leadership of our state grapple with answering how we will continue to keep Alaska sustainable, we have a few questions to answer, ourselves. Are we, as municipalities, be- ing as efficient as possible? Can we find better, more effective ways to deliver the services required by our residents? Those are internal questions that each municipality will have to deal with individually. However, let’s not lose sight of the fact that many times, when we hear the Legislature say that budget cuts are imminent, it means OUR budgets, OUR services, OUR employees. Municipalities cannot be starved out of existence. We only have a small number of ways to make up any money not received through Revenue Sharing. We can raise or impose new taxes, we can raise or impose new fees or we can stop certain services altogether. The larger municipalities will most likely make it through these rough spots, albeit with much difficulty. Many of the smaller communities, however, are already on the edge. Too many more cuts and their local government will not be able to operate. We must demand sustainability. We can understand cuts. We can understand less mon- ey. However, as we would work to protect and sustain our family during rough financial times, so should we strive to make Alaska’s municipalities be left sustainable through these rough waters. Enjoy our speakers, our workshops, our entertainment, our socializing, and our training opportunities. If you find you still have questions that have not been answered, make sure you let us know. It is vitally important that we all stick together during these challenging times, otherwise we give up our collective strength. We appreciate all you do. Alaska Municipal League The Mission of the Alaska Municipal League is to:

1. Represent the unified voice of Alaska’s local governments to successfully influence state and federal decision making; 2. Build consensus and partnerships to address Alaska’s challenges, and 3. Provide training and joint services to strengthen Alaskan local governments.

The Alaska Municipal League (AML) is a voluntary, nonprofit, nonpartisan, statewide organization of 162 cities, boroughs and unified municipalities, representing over 97 percent of Alaska’s residents. AML also offers Associate status to organizations and commercial firms, and Affiliate status to professional associations of municipal officials.

Originally organized in 1950, the League of Alaska Cities became the Alaska Municipal League in 1962 when boroughs joined the League.

To accomplish its mission, the AML provides a forum through which local officials may assist each other in the solution of common problems, and a broad program of research, information, dissemination, technical assistance, joint insurance and investment services, and legislative activity.

Alaska Conference of Mayors

The purpose of the Alaska Conference of Mayors (ACoM) is to offer an opportunity for the mayors to discuss issues of common concern, to work together for the betterment of their municipalities, and to improve the understanding for and information about municipalities in Alaska.

ACoM is the parent organization of the Alaska Municipal League. The ACoM and AML work together to form a municipal consensus on statewide and federal issues facing Alaskan local governments.

AML Board of Directors - Nominations & Elections Information At the opening General Session on Wednesday, November 18, President Linda Murphy will announce the appointment of the Nominating Committee.

A candidate for officer or a director position must be a mayor or an elected member of the governing body of the individual’s member municipality. Declaration of Candidacy and Financial Commitment forms must be submitted to the Executive Director or the AML Registration desk by 5:00 p.m. on Wednesday, November 18. Forms may be obtained at the registration desk. Nominations will be accepted for: • First Vice President - Due to a vacancy. First Vice-President for a one-year term, with automatic succession to President, to be elected at large by the qualified member municipalities of the League.

• Second Vice President Second Vice-President for a one-year term, with automatic succession to First Vice-President and President, to be elected at large by the qualified member municipalities of the League.

NOTE: Article II, Section 3, of the AML Bylaws specifies that the “President, Vice Presidents, and Immedi- ate Past President shall be chosen from different director districts. Therefore, nominees for the First & Second Vice-President positions cannot be from: District 3:Kenai Peninsula or District 8: North, Northwest, Nor- ton Sound.

It has been signed by representatives from twenty (20) member municipalities; and b. AML staff member has reviewed the signatures for reintroduction; and c. 100 copies of the signed resolutions are made available for distribution. 5. New resolutions will NOT be allowed at the annual business meeting. Position Statement Procedure 1. Changes submitted, by resolution, to the AML office by October 9, 2015 are included in your conference packet for consideration during the conference. 2. The Position Statement Committee shall debate and act upon each resolution for final recommendation to the membership during the Position Statement Committee meeting ednesday,W November 18, 2015 at 5:30 p.m. Legislative Priorities, Resolutions & Position Statements adopted at the annual business meeting will become the foundation of the 2016 AML Legislative Platform. In January, during Governor Bill Walker’s State of the Budget speech, he clearly said, “………..I will lead by example, but I need your cooperation and your commitment that you will roll up your sleeves and help me navigate our State through these rough waters.” We have chosen that statement as our theme for this year's conference. Local government’s commitment to roll up our sleeves and help navigate through rough waters is not a political statement, not a partisan statement, but, a factual statement. We must learn to do more with less. We must find ways to survive despite difficult financial decisions that we must make and that, oftentimes, State officials make for us. As I have realized over the years, AML is at its best when times are toughest. It forces us to work well together and to work “tougher.” We have difficult jobs in front of us. Many of our smallest municipalities are on the brink. Many of our larger municipalities will see their populations go down and their services cut. We will need to concentrate on the basic issues that allow us to move forward. It is necessary that you all be a part of this navigation team! Badges Conference badges must be worn at all times. No one will be admitted to a workshop, general session, business meeting, meal functions, or social functions without the badge issued upon registration. Non-registered individuals may register on site, purchase day tickets, or purchase a meal ticket for luncheons and/or the banquet only.
