Ullmhaítear Cuntais Leithreasaithe do gach seirbhís roghnaithe. Cuireann siad an cur isteach don bhliain i gcomparáid leis an méid soláthraithe ag Dáil Éireann. Soláthraíonn siad freisin imlíne de na seirbhísí chun bheith maoinithe ón Vóta. Tá an cur síos seo, atá aithne mar theorainn an Vóta, comhshnaidhmthe san Acht Leithreasaithe agus mar sin, léiríonn sé an chúis don a raibh na fiacha údaraithe. De bharraíocht soláthair an eolais airgeadúil éigeantaigh ar bhonn airgid de chuntasóireacht, leagann gach Cuntas Leithreasaithe amach cuid de heolas bunaithe-fáis: • Léiríonn colún ar aghaidh an Chuntais an suíomh deireanach ar Chostais Fáis, Ioncam Fáis, Réamhíocaíochtaí agus Iar-ioncam. • Tugann Ráiteas Costais Feidhmiúla eolas ar chostas na seirbhíse don bhliain. • Tugann Ráiteas Somhaoin agus Domhaoin le nótaí mínithe eolas ar shuíomh airgeadúil na seirbhíse ag deireadh na bliana. Soláthraíonn an cuntas eolas ar gheallta agus ar an suíomh fíor den sheirbhís roghnaithe maidir leis an Státchiste ag deireadh na bliana m.sh. Dliteanas gan laigse don Státchiste. Tá an eolas mí-éigeantach breise soláthraithe de bharr molta de chomh-ghrúpa oibre an Roinn Airgeadúil agus Oifige an Ard-Reachtaire Cuntas agus Ciste. Dualgais na n-Oifigí Cuntasóireachta Is ceannaire Oifige/ Ranna Stáit é Oifigeach Cuntasóireachta don a dháil an tAire Airgeadúil, i gcomhréir le Roinn 22 Achta Rannta Iniúchadh agus an Státchiste, 1866, dualgas ullmhaithe an Chuntais Leithreasaithe bliantúil do gach Vóta faoin a c(h)eannaireacht. Tá na Cuntais Leithreasaithe éilithe chun aontú le riachtanais na mBealaí Airgeadúla Poiblí agus treonna eile an Aire Airgeadúil. Tá Oifigigh Cuntasóireachta freagracht freisin do chosaint acmhainní agus úinéireacht poiblí faoin a smacht, d’éifeacht agus d’eacnamaíocht riaracháin in a Rannta agus don rialtacht agus oiriúnacht gach gnó sna Cuntais Leithreasaithe. Tá Cuntais Leithreasaithe ullmhaithe ag Oifigigh Cuntasóireachta chun riachtanais reachtúla, a áiríonn go mbíonn ar gach cuntas a thaispeáint conas a caitheadh an méid vótála ag an Oireachtas do ghníomhaireachta an Rannta nó na hOifige sa bhliain airgeadúla, a chomhlíonadh. De bharraíocht, de bharr Tuairisce an Ghrúpa Oibre ar Fhreagrachta Príomh-Rúnaithe agus Oifigeach Cuntasóireachta, bíonn ar Oifigigh Cuntasóireachta Ráiteas Caighdeánach ar Smacht Airgeadúil Inmheánach a síniú i leith na gCuntas Leithreasaithe. Tá an ráiteas chun na Cuntais Leithreasaithe 2007 a thionlacan leagtha amach ar leathanach ix. Freisin, i nóta iii don Chuntas Leithreasaithe, is féidir leis an Oifigeach Cuntasóireachta cur síos ar na gníomhaireachta tógtha nó pleanála chun gnéithe éagsúla an smacht inmheánach sa Roinn nó Oifig i gceist a fheabhsú. Dualgais an Aird-Reachtaire Cuntas agus Ciste i leith teistiméireachta na gCuntas Leithreasaithe Soláthraíonn Airteagal 33 Bunreachta na hÉireann d’Ard-Reachtaire Cuntas agus Ciste chun smachtú ar son an Stáit gach díolaíochta agus chun gach cuntais d’airgid, riartha ag nó faoi húdarás an Oireachtais a iniúchadh. Soláthraíonn Roinn 3 an Achta (Leasaithe) Aird- Reachtaire Cuntas agus Ciste, 1993, an bonn achtála don iniúchadh seo le cur i gcéill dualgais ar an Ard-Reachtaire Cuntas agus Ciste chun na Cuntais Leithreasaithe don bhliain airgeadúil roimhe, ullmhaithe ag na Roinne agus Oifigí Stáit, a iniúchadh i ngach bliain. Agus é i mbun a chuid dualgas, bíonn ar an Ard-Reachtaire Cuntas agus Ciste triallacha mar seo a dhéanamh mar a mhachnaíonn sé go hoiriúnach é do chuspóir an iniúchta seo. Ar chríochnú an iniúchta, tá dualgas air teastas a cheangail do gach cuntas, ag cur in iúl, an é go gcuireann an cuntas in a thuairim féin, na fáltais agus costas an Rannta nó na hOifige i gceist i láthar go ceart, agus chun thagairt d’aon cás ábhair: • ina mbíonn Roinn nó Oifig tar éis teipthe costas cláraithe sa chuntas do na cuspóirí, don a raibh na leithreasaithe déanta ag an Oireachtas ar intinn, a chur i bhfeidhm, nó • ina theipeann na gnóthaí cláraithe sa chuntas a dhéanamh de réir an údaráis faoin a gcuireann siad i dtuairisc go raibh siad déanta. Cuireann sé ard freisin ar aon cás ábhair ina mbíonn an Ráiteas ar Smacht Airgeadúil Inmheánach, atá ullmhaithe ag an Oifigeach Cuntasóireachta i leith na bliana airgeadúla, curtha ar seachrán nó ar neamhréir le heolas eile, ar a mbíonn an Ard-Reachtaire Cuntas agus Ciste airdeallach den iniúchadh na gCuntas Leithreasaithe. Bunú tuairime an Aird-Reachtaire Cuntas agus Ciste ar na Cuntais Leithreasaithe Pleanálann agus déanann an tArd-Reachtaire Cuntas agus Ciste a iniúchadh i mbealach a thugann faoi deara na meastacháin speisialta a cheanglaíonn le comhluadair Stáit i leith a mbainistíochta agus a bhfeidhmiúla. Cuireann iniúchadh scrúdú, ar bhonn triallach, san áireamh d’fhianaise atá oiriúnach do mhéid, nochtadh agus rialtacht de ghnóthaí airgeadúla cosúil leis an gCuntas Leithreasaithe agus socrú ar ann gceist, an dhearnadh de réir soláthraithe cuntasóireachta na mBealaí Airgeadúla Poiblí. Déantar an iniúchadh in ordú chun an dóthain fianaise a sholáthar chun cinnteacht réasúnta a thabhairt a léiríonn go bhfuil an Cuntas Leithreasaithe saor ó míráiteas ábhair cé gur cúis é calaois nó mírialtacht eile nó earráid agus go cuireadh i bhfeidhm an chostais agus na bhfáltas do chuspóirí measraithe ag Dáil Éireann, chun déanamh de réir na húdaráis a stiúrann iad. I ndéanamh na tuairime meastar ar fhreagracht iomláin an léirithe den eolas sna Cuntais Leithreasaithe. iv Freagracht Tuairisce an Aird-Reachtaire Cuntas agus Ciste i leith na gCuntas Leithreasaithe Faoi Roinn 3 (10) den Acht (Leasú) Ard-Reachtaire Cuntas agus Ciste, 1993, tá dualgas breise ag an Ard-Reachtaire Cuntas agus Ciste d’ullmhú, i ngach bliain, tuairisce ar rudaí mar seo mar a mheasann sé go hoiriúnach é chun clárú, a thagann ón a iniúchtaí de na Chuntais Leithreasaithe. Ráiteas Polasaithe Cuntasóireacht agus Prionsabail 1. Bunú Cuntas Ullmhaítear cuntais de ghnóthaí airgeadúla Rannta agus Oifigí an Rialtais i gcomhréir le hAcht Rannta Státchiste agus Iniúchadh, 1866 agus rialacha agus bealaí cuntasóireachta leagtha síos ag an Aire Airgeadúil. Is cuntas bunaithe costais de na bhFáltais agus Íocaíochtaí iad na cuntais sa bhliain i gcomparáid le Soláthar Molta, le méadú eolais de nádúr fáis. Géilltear aon cuid den chostas údaraithe, atá fágtha neamh-shílte ag deireadh na bliana, don Státchiste. 2.     DÚN LAOGHAIRE RATHDOWN JUNE MONTHLY MANAGEMENT REPORT 1 June – 24 June 2021 1 | P a g e COVID-19 While there was further easing of restrictions during June, they did not impact on many of our services, with the exception of gyms and swimming pools reopening for individual training. Numbers permitted at outdoor organised events also increased. As the public health advice continued to recommend that staff continue to work from home were possible. Staff continued to work remotely were possible while access to County Hall by members of the public is by appointment only, for urgent business. Updates on services affected, by department are detailed below: Libraries All dlr Library spaces re-opened to the public on Monday 10 May. This is part of a gradual, responsible resumption of onsite library services in line with Government guidelines. Services available during this phase include: Return and borrowing of items, quick browse visits with restricted numbers in place and a return to usual staffed opening hours with late evenings and Saturday opening. Printing from home, from a personal device, or from a designated quick-use PC and use of self-service photocopiers resumed while use of Surfbox postal printing service, for next day delivery, and the availability of all our online services continued. The national reserves system was also re-instated during this phase as was the national delivery service for inter-county reservations. However, as per Government guidelines for this phase, we are unable at present to provide any service which involves seating, including general seating or study spaces. We are unable at this time to provide full access to Internet PCs/laptops, or to programme live indoor events in our spaces.

While the courts have been willing to hear such cases, it has been repeatedly emphasised that judicial intervention in the decisions of sporting organisations should not occur lightly and recourse to the courts should only happen in the most exceptional of circumstances. The Irish courts have referred to the need for sports bodies to submit their dispute to arbitration or mediation. In Ireland there are two domestic bodies offering alternative dispute resolution in the sporting context: Just Sport Ireland (JSI) and the Disputes Resolution Authority (DRA) of the Gaelic Athletic Association (GAA). The availability of alternative forms of dispute resolution in Ireland provides a welcome alternative to the expensive, often divisive, option of judicial review proceedings. Given the benefits of resolution of disputes through the DRA or JSI and in light of the Irish courts’ general reluctance to become involved in sporting disputes, it is likely that these processes will become increasingly availed of, most pertinently as Sport Ireland (formerly Irish Sports Council (ISC)) has made it a condition for recognition for new governing bodies and has been actively encouraging existing sports governing bodies to insert a referral clause in their rules.
