New Orleans Mobility and Parking Study Final Report Introduction The New Orleans Mobility and Parking Study is being conducted to support New Orleans’ revitalization through a broad focus on the full array of transportation components that serve the French Quarter, the Central Business District, the several downtown historic districts, and the Marigny Triangle/Frenchman Street Area. This document is the Study’s Final Report, presenting the following: z A Street Classification system that describes the streets in the Study Area and their different types of transportation facilities based on the project vision, local land uses, transportation systems, and stakeholder priorities; z A series of Mobility Recommendation Sheets that identify strategy- and place-based improvements across the Study Area. Together these recommendations provide overarching approaches to enhance mobility and multi-modal planning throughout the Study Area; z Analysis of existing and projected auto parking demand assuming no changes to existing transportation policy; z Final parking demand based on reduction of demand due to implementation of the Mobility Recommendations; and z Appendixes presenting an index of commonly used technical terms and the data used for the Street Classification system. Additional work products provided as part of this study (and submitted separately) include: z Development of project goals and objectives; z Analysis of existing transportation conditions; z Review of previous documents and studies; z Meeting notes from the project Kickoff, Technical Advisory Committee meeting, and Focus Group workshops; z Review of mobility plans from peer cities; z Rampart Street Technical Memo; z Summary of results from internet survey, visitor travel information, and driver intercept survey; and z Implementation Matrix. Street Classification The Street Classification system was created to support the goals and objectives endorsed by the project’s Technical Advisory Committee under Project Goal #4, especially: z Recognize that the Study Area includes several distinct neighborhoods which will have varying transportation demands and priorities. New Orleans Mobility and Parking Study Final Report – Establish a street classification system to accommodate different types of transportation demand. – Apply the street classification in each neighborhood based on the land uses and stakeholder priorities. The Street Classification provides a framework for future development in terms of land use and roadway use. For example, if all streets are treated equal by traffic policy, then each are subject to maximizing throughput. Yet if the community agrees that certain streets are for moving traffic, some are for transit, and others are to be traffic calmed, then investment can be tailored accordingly. It recognizes the many distinct neighborhoods located within the Study Area and provides a system tailored to the unique character, transportation and land use facilities, travel demand patterns, and stakeholder priorities in each. Existing Condition Streets were classified using a two-step process. The first was to analyze each street on a block-by-block basis to establish the existing condition. This analysis included: z zoning and land use; z number of motor vehicle lanes; z transit routes (both bus and streetcar); z bike facilities; z on-street parking; z direct access to major highways; and z direct access to public parks or waterfront. Documenting block-by-block street characteristics provides a detailed, concise street classification system. Often these types of analyses are done with a broad brush; however, the objective of this task was to identify where the street function and street or block characteristics were incongruous. In addition to the existing data set, information was incorporated from the various plans and proposals reviewed in Task 1. These included the 2007 Unified New Orleans Plan, the 2005 Bicycle and Pedestrian Plan, plans for the expansion of the Tulane and LSU medical districts, among others. This layer of information helps to create an assumed condition, which directly informs the next step in the process. The complete table of existing street conditions can be found in the Appendix. Desired Condition The second step was to organize the streets based on the desired condition. For this a set of labels was created which roughly describe the various types of streets in areas such as the CBD and French Quarter of New Orleans. z Travel Streets: – Major Streets: Streets that allow for movement to serve as destinations to commercial, cultural and institutional activities as well as to connect to expressways and other Travel Streets. Fifty years ago this summer, reports from Washington D.C. reached New Orleans that John Volpe, secretary of the Department of Transportation under President Richard Nixon, had cancelled the Riverfront Expressway—the high-speed, elevated interstate slated for the French Quarter. The stunning news, about a wildly controversy plan that had divided the community for years, was met with elation by the city’s growing preservationist movement, and head-shaking disappointment by local leaders in both the public and private sectors. A half-century on, the cancellation and the original proposal invite speculation —part mental exercise, part cautionary tale—about what greater New Orleans might look like today had the Riverfront Expressway gone forward. And it very nearly did: conventional wisdom at the time saw the new infrastructure as an inevitable step toward progress, following the lead of many other waterfront cities, including New York, San Francisco, and Seattle.     NEW ORLEANS NOSTALGIA Remembering New Orleans History, Culture and Traditions By Ned Hémard Lee Circle Before Lee Long before Lee, the circular park linking the upriver and downriver sections of New Orleans was called the Place du Tivoli. Tivoli is a name that invariably conjures up images of verdant and picturesque gardens, its origin to be found in an historic town in the Lazio region of central Italy, founded centuries before Rome. According to Cato the Elder, Catillus founded a town in the Sabine hills to the east of Rome named Tibur (the name of which evolved into Tivoli) in honor of one of his three sons, Tiburtus. The town’s name probably shares a common root with the river Tiber. Historical vestiges of settlement in the vicinity date back to the 13th century BC. Temple of Vesta, Tivoli, Italy Tivoli is home to the Villa d’Este, commissioned by the son of Lucrezia Borgia, whose Italian Renaissance gardens are the main reason for Tivoli’s renown. It was there that this author visited in his youth, sampling his first Campari, and dined that evening at the centuries-old Ristorante Sibilla. Napoleon and other notables made this idyllic restaurant a culinary destination, as well. Built in the early 1700s beside the circular Roman Temple of Vesta and the Sanctuary of the Sybil, its terrazza garden has a breathtaking view over the deep gorge of the Aniene River, with the sounds of the waterfall in the background.
