7 April 2020 SEKRETARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO-MEDIA (BDA) BIL 16/2020 RUJUKAN : 7 APRIL 2020 RINGKASAN LIPUTAN BERITA MUTAKHIR WABAK COVID-19 DAN KESAN KEPADA EKONOMI 1. PENDAHULUAN Pelaksanaan Perintah Kawalan Pergerakan Fasa 2 merupakan tempoh kritikal bagi mengenalpasti rantaian penularan wabak COVID-19 mampu dileraikan setelah Fasa Pertama berakhir pada 31 Mac 2020. Melihat kepada perkembangan terkini menerusi pertambahan zon merah kepada 21 daerah sehingga 6 April 2020 disusuli kumulatif jangkitan yang hampir mencecah 4000 kes, keupayaan bagi membendung penyebaran berada dalam situasi yang agak mencabar. Sehingga 7 April 2020, jumlah keseluruhan jangkitan COVID-19 dalam negara meningkat kepada 3,963 kes dengan statistik jangkitan baharu meningkat 170 kes berbanding 131 pada hari sebelumnya. Kementerian Kesihatan Malaysia (KKM) memaklumkan pertambahan kes baharu ini antaranya adalah menerusi peningkatan di Selangor sebanyak 50 kes, merupakan negeri yang mempunyai kumulatif jangkitan positif melebihi 1,000 kes. WP Kuala Lumpur meningkat 31 kes diikuti Negeri Sembilan (22 kes), Sarawak (15 kes), Perak (14 kes) dan Johor dengan jumlah 10 kes positif. Sementara itu, terdapat pertambahan 1 kes kematian menjadikan jumlah kematian yang direkodkan sebanyak 63 kes sejak wabak ini menular seperti pada Jadual 1. Jumlah jangkitan COVID-19 sehingga kini diterajui kawasan Lembah Klang dengan merekodkan sebanyak 1,734 kes, meningkat 5.0 peratus disusuli Zon Selatan (842 kes) wilayah Malaysia Timur (542 kes), Zon utara (442 kes), dan Zon Pantai Timur dengan 403 kes. Secara umumnya, terdapat pertambahan 3 daerah baharu dikategorikan sebagai zon merah menerusi peningkatan kes di Putrajaya, Jasin dan Rembau yang seterusnya menjadikan jumlah keseluruhan terkini sebanyak 21 daerah. Lembah Pantai mencatatkan kes jangkitan tertinggi dengan 386 kes diikuti Hulu Langat (324 kes) dan Petaling (296 kes) manakala Kuching dengan catatan 174 kes merupakan kes positif tertinggi di wilayah Borneo sehingga 6 April 2020. Di seluruh dunia, jumlah kes positif COVID-19 meningkat kepada 1,351,011 kes dan jumlah kematian yang direkodkan telah menghampiri 75,000 kes yang disumbangkan terutamanya oleh kes kematian di Eropah. Amerika Syarikat terus menjadi negara yang mempunyai bilangan kes positif tertinggi di dunia iaitu sebanyak 368,449, meningkat 31,377 kes sementara Sepanyol dan Itali masing- masing merekodkan 136,675 dan 132,547 kes. Jerman mencatatkan peningkatan kepada 103,375 disusuli Perancis dengan 98,984 kes positif. Sumbangan lima negara SEKRETARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO- MEDIA (BDA) Page 2 dalam kelompok teratas ini telah mewakili 62.2 peratus daripada keseluruhan jangkitan positif diperingkat global. Pada masa yang sama, statistik jumlah kematian kekal didominasi oleh Itali dengan menyumbang sebanyak 22.1 peratus manakala 17.8 peratus direkodkan oleh Sepanyol daripada sejumlah 74,871 kematian. Kadar kematian peringkat global dicatatkan pada kadar 5.54 peratus manakala kes sembuh meningkat kepada 285,517 seperti pada jadual 2. Diperingkat global kebanyakan negara sedang bergelut dengan cabaran krisis ekonomi kesan daripada wabak COVID-19. Impak negatif secara meluas dengan menjejaskan sentimen pasaran di Malaysia mewujudkan kegelisahan komuniti perniagaan dan merisikokan pasaran buruh. Masalah aliran tunai aktiviti perniagaan dan penjanaan pendapatan yang terhad merupakan agenda utama yang perlu ditangani oleh Kerajaan. Selain isu rantaian bekalan dan kekurangan permintaan yang mampu melumpuhkan seketika aktiviti pembuatan, segmen pelancongan merupakan antara industri yang terpalit dengan signifikan sepanjang tempoh penularan ini. Sektor satelit ini merentasi pelbagai aktiviti ekonomi meliputi antara yang utama seperti peruncitan, penginapan, makanan & minuman, pengangkutan, rekreasi, kesihatan dan sebagainya. Berdasarkan kajian Affin Hwang Capital, sektor pelancongan dijangka mengalami kerugian RM50 bilion hingga RM60 bilion kerana kekurangan pelancong akibat krisis Covid-19. Pernyataan ini diperkukuhkan menerusi respon dari Malaysia Association of Hotels (MAH) yang mengunjurkan kadar purata penginapan menurun kepada 11 peratus. Bagi mengekalkan operasi, hotel perlu mempunyai kadar purata penginapan sebanyak 40 peratus dan juga pendapatan tambahan daripada jualan makanan & minuman dan penyewaan ruang dewan. Sementara itu, Persatuan Pengangkutan Udara Antarabangsa (IATA), menjangkakan Malaysia akan mengalami kejatuhan permintaan penumpang sebanyak 39 peratus tahun ini dengan kerugian dalam pendapatan yang mencecah USD3.317 bilion sekiranya sekatan perjalanan akibat wabak ini berlangsung selama tiga bulan. Prospek pertumbuhan ekonomi dikebanyakan negara turut terkesan dengan situasi kejutan ekonomi global ini. Beberapa petikan perkongsian headlines daripada Public Invest Daily dan beberapa sumber lain memberikan butiran pasaran ekonomi berikut; EU: Keyakinan pelabur di zon Eropah merosot ke paras terendah pada April akibat penularan pandemik COVID-19 di seluruh dunia yang menyebabkan beberapa negara menguatkuasakan perintah kuarantin. Data dari kajian tingkah laku Sentix mendapati indeks keyakinan pelabur Sentix turun 25.8 mata. (Reuters) EU: Pesanan untuk barangan buatan Jerman menurun 1.4 peratus pada Februari 2020. Secara perincian, pesanan domestik meningkat 1.7 peratus, sementara pesanan dari luar negara menyusut sebanyak 3.6 peratus. (Reuters) SEKRETARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO- MEDIA (BDA) Page 3 UK: Kajian yang dijalankan oleh IHS Markit dan Charted Institute of Procument & Supply mendapati sektor pembinaan UK menguncup pada kadar yang paling rendah semenjak April 2009 apabila Indeks PMI Pembinaan turun kepada 39.3 pada Mac 2020 berbanding 52.6 yang dicatatkan pada bulan sebelumnya. (RTT) UK: Kajian daripada syarikat Growth for Knowledge (GfK) mendapati sentimen pengguna UK Mac 2020 mencatatkan kejatuhan terbesar sejak rekod bermula pada bulan Januari 1974. Kejatuhan ini disebabkan oleh penurunan jangkaan ekonomi dan keputusan membeli pengguna akibat langkah yang diambil untuk membendung penyebaran COVID-19. Indeks keyakinan pengguna jatuh ke -34 untuk bulan Mac. (RTT) CHINA: Lebih daripada 460,000 firma China ditutup pada suku pertama 2020 akibat pandemik COVID-19 yang melanda di negara ekonomi kedua terbesar di dunia. Lebih sebahagian daripadanya telah beroperasi kurang dari tiga tahun. (SCMP) SINGAPURA: Singapura meningkatkan jumlah pembayaran tunai kepada individu dan mengumumkan langkah-langkah tambahan untuk menyelamatkan sektor pekerjaan akibat penghadan aktiviti untuk membendung peningkatan kes COVID-19. PENEMUAN UTAMA PETIKAN AKHBAR 1) Pakej Rangsangan Ekonomi Prihatin Rakyat (PRIHATIN) PKS (Tambahan) yang bernilai RM10 bilion adalah bersamaan dengan 0.7 peratus daripada KDNK negara. Jumlah suntikan fiskal adalah berjumlah RM35 bilion dan dijangka akan meningkatkan kadar defisit fiskal kepada 4.7 peratus. 2) Malaysian Institute of Economic Research (MIER) menjangkakan seramai 2.4 juta orang akan kehilangan pekerjaan yang terdiri daripada pekerja gaji harian dan pekerja kurang mahir. MIER juga menjangkakan bahawa pendapatan isi rumah akan jatuh 12 peratus dan perbelanjaan isi rumah akan turun 11 peratus. 3) Tesco Stores (Malaysia) Sdn Bhd menawarkan 600 peluang pekerjaan di 60 cawangannya di seluruh negara bagi memastikan perkhidmatan terbaik dapat diberikan kepada pelanggan, selain menampung peningkatan permintaan mendadak Tesco Online sejak Perintah Kawalan Pergerakan (PKP) dilaksanakan. 4) Malindo Air telah mengeluarkan arahan semua kakitangannya perlu mengambil cuti tanpa gaji bermula April 2020. 5) Syarikat insurans ahli PIAM menyampaikan sumbangan sebanyak RM2 juta kepada Dana Pengujian COVID-19 (CTF). Langkah tersebut adalah sebahagian daripada usaha industri untuk membantu rakyat yang terjejas dengan kesan kesihatan segera disebabkan COVID-19 dan membolehkan lebih ramai rakyat Malaysia menjalani ujian untuk membantu mengatasi pandemik itu. 6) Jualan global bagi semikonduktor direkodkan meningkat 5 peratus tahun ke tahun pada Februari 2020 kepada US$34.5 bilion (2018: US$32.9 bilion) tetapi jatuh 2.4% bulan ke bulan, disebabkan kejatuhan permintaan di pasaran China. 7) Samsung Electronics menjangkakan keuntungan suku pertama lebih tinggi ekoran peningkatan permintaan bagi cip apabila jutaan pengguna bekerja dari rumah semasa penularan Covid-19 telah beralih kepada perkhidmatan data awan. SEKRETARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO- MEDIA (BDA) Page 5 8) Penganugerahan projek-projek besar yang dijangkakan berlaku pada suku tahun pertama ialah pakej 28 hingga 30 dari Pan Borneo Highway Sabah, pakej B dari Link Laluan Pantai Timur (ECRL) serta menandatangani perjanjian rakan kongsi penghantaran projek untuk Pelan Induk Pengangkutan Pulau Pinang (PTMP). 9) Kilang pemprosesan durian di Malaysia menghentikan operasi sementara susulan penguatkuasaan Perintah Kawalan Pergerakan (PKP). PKP yang dilaksanakan pada 18 Mac 2020 sehingga 14 April 2020 dijangka akan memberi kesan terhadap nilai eksport durian. 10) Kejatuhan harga minyak sawit mentah hanya bersifat sementara memandangkan minyak sawit dilihat sebagai produk penting.
