Development, Management, and Operation of Haulover Park Scope of Work

1. 1. Introduction The County is seeking qualified and properly licensed Proposer(s) to design, develop, and manage one or more of the following Project Elements described below at Haulover Park. Potential Proposers may submit Proposals for one or more Elements; however, a separate stand-alone proposal must be submitted per Element. The County anticipates awarding three separate contracts, one for each Element, for a thirty (30) year period. The County, at its sole discretion, may renew each contract for two (2) additional ten (10) year periods.

Haulover Park (the “Park”) located at 10800 is approximately 177-acres and 1.4 mile in length. The County calculates the estimated annual attendance by the number of vehicles that enter the Park. The estimated number of visitors per vehicle is 2.5. The past five (5) year annual attendance is as follows: • FY 2017 - 2018 – 1,065,648 visitors • FY 2016 - 2017 – 842,153 visitors • FY 2015 - 2016 – 733,580 visitors • FY 2014 - 2015 – 687,452 visitors • FY 2013 - 2014 – 712,078 visitors

2. Scope of Work Project Elements

A. East-Side/Oceanfront Food Service Operation Element . Site Description: The site for the East-Side/Oceanfront Food Service Operation and the Optional Fishing Pier Elements is comprised of:  A one (1) acre Food Service Operation site  A four (4) acre beach recreation area and concessions should be made available as options to patrons  A beach activity area that provides complimentary outdoor or covered areas

. Design Specifications: These “Elements” shall be designed in the Miami Moderne architectural style within the Miami-Dade County Park Structure and Landscape Pattern Book (http://www.miamidade.gov/parks/library/park-pattern-book.pdf).

. Optional Fishing Pier Element: The Proposer may include as part of their Proposal response, the design, construction, and management of a Fishing Pier Element on which the East-Side/Oceanfront Food Service Operation may be constructed on top of or adjacent to.

The design, construction, and management of a Fishing Pier alone is not considered an Element, but rather a Value Added Improvement to the Park. The Fishing Pier is not required.

B. Bill Bird Marina/West-Side Food Service Operation Element . Design Specifications: The Bill Bird Marina/West-Side Food Service Operation Element shall be designed to enhance the Haulover Park experience while providing a food service venue catering primarily to the outdoor recreating public. The design, atmosphere, and the type of Food Service Operation shall be a family Food Service Operation, incorporating the streamlined Miami Moderne architecture designed to maintain the essence of the unique character and reminiscent of the Art Deco era.

1. The entire Bill Bird Marina/West-Side Park Food Service Operation Element premises should not exceed twenty-thousand (20,000) square feet in size, inclusive of all indoor/outdoor food and beverage service, related retail, open recreational area, back of house support, adjacent land, and perimeter buffer.

2. The footprint for any indoor, enclosed air-conditioned portion of the Bill Bird Marina/West-Side Food Service Operation Element may not exceed a footprint of 1,500 total square feet, inclusive of entry, kitchen, indoor dining, ancillary retail, storage, offices, and any other enclosed support spaces.

3. Events Area Element . Design Specifications: This element shall be designed to enhance the outdoor recreation experience of Haulover Park while providing a venue for various outdoor recreational programs and events, such as outdoor music concerts, festivals, cultural celebrations, and other types of events which would benefit from having a large, open green space adjacent to an amphitheater pad. The area design shall include parking spaces, and public restrooms in accordance with any Federal, State of Florida, and Miami-Dade County building codes and regulations.

. Optional Amphitheater Element: A Proposer may include as part of their Proposal, the design, construction, and management of an Optional Amphitheater Element. This Element may be used for various programs and events. The proposed Amphitheater shall consist of a theater pad/stage and lawn area.

The design, construction, and management of an Amphitheater alone is not considered an Element, but rather a Value Added Improvement to the Park.

The Amphitheater is not required.

4. Value Added Improvements In addition to the Optional Elements mentioned throughout this RFI, the County may consider value added improvement(s) throughout the Park.

5. Concessions Additionally concessions may be established along the Intracoastal side of the Park, including food, beverages, sundries and rental opportunities.

6. Information Technology Infrastructure Proposer(s) may propose the installation, management, maintenance, and installation of an Information Technology (IT) infrastructure for each proposed Element that has the capacity for free safe and secure public wireless fidelity (Wi-Fi) access, inclusive of security cameras parking technology. Based on the Fiscal Year 2019-2020 Adopted Budget, the County will contribute approximately $2,000,000 in General Obligation Bond (GOB) Program funds to assist the Contractors with bringing in basic utility infrastructure to the site for the Project Elements, as specified below:

Contribution Amount Project Element $933,333.33 Bill Bird Marina/West-Side Food Service Operation Element: IT Infrastructure and Waterfront Promenade (3,500 linear feet)

$533,333.33 Special Events Area Element: IT Infrastructure and Waterfront Promenade (2,000 linear feet)

$533,333.34 East-Side/Oceanfront Food Service Operation Element: IT Infrastructure and Waterfront Promenade (2,000 linear feet)

Proposer should note that the use of GOB funds cannot be used for design services or any other professional services covered by Section 287.055 of the Florida Statutes. GOB funding will be provided on a reimbursement basis in accordance with GOB rules. 7. Payments to the County Fees that must be paid from the awarded Proposer(s) to the County shall be divided into two phases, as listed below:

1. Phase I Fees - Initial Rent, Project Management Fee. 2. Phase II Fees - Land Rent, Percentage of Monthly Gross Revenue, Percentage of Miscellaneous Fee Revenue.

Note: Potential Proposers will have an opportunity to submit a payment schedule during the solicitation process.

8. Payment Adjustments Fees shall be subject to an annually recurring increase of 3% of the Minimum Guaranteed Monthly Rent proposed by the awarded Proposer(s) beginning one year after the Notice of Beneficial Occupancy and in every subsequent year.

9. Additional Requirements . Public Restrooms: Each Element must also include a public restroom adjacent or attached to the proposed Element. If attached, the restroom must have an independent entrance for the public.

. Parking: The awarded Proposer(s) must make improvements to existing paved parking areas as well as potentially converting other paved parking lot(s) into a parking area suitable to support day and evening use to the proposed Elements. Furthermore, design, permitting, and construction of a pedestrian and bicycle path/promenade (or make improvements to those existing) adjacent to each Element, which shall be a minimum of fifteen (15) feet in width may be required. This will pertain to each element and it will be the awarded Proposer’s responsibility to consider in their proposal. There is no reserved Parking for any of the Elements. Parking must be shared with Park patrons.

. Seawall Construction: The Florida Department of Transportation (FDOT) is repairing and/or replacing a portion of the seawalls for both the north and south sides of A1A at Bakers Haulover Inlet Bridge. It is the responsibility of the awarded Proposer(s) to identify if further repair/replacement of the remaining portions of the seawall is required and to make such repairs/replacements as necessary to stabilize the upland portion of land in which the Waterfront Promenade Element will be located throughout the term of the Agreement. The cost of this activity will be a reimbursable expense to the awarded Proposer(s).

. Sustainable Buildings Program: In accordance with Miami-Dade County Ordinance 07-65, The Sustainable Buildings Program, sustainable development building measures shall be incorporated into the design, construction, renovation and maintenance of County facilities.
