The discussion focused on the 2 year time period since Mr. C. Juncker has assumed the Presidency of the Commission. It was stressed that this has been the first time in the 70 years of the EU political establishment that a time period was so condensed, encapsulating events of major political significance. It was stressed that “Brussels” need decentralize their approach in dealing with the challenges and to demonstrate that they systematically work for the benefit of the European citizens. Possible scenarios for the evolution of the EU were discussed as well. www.todiktio.eu 14 Working Breakfast Series: Pedro Sanchez On March 6th 2017, the guest was Dr. Pedro Sanchez, former Secretary General of the Spanish www.todiktio.eu Socialist Party (PSOE). The topic of the discussion was relevant to the developmental prospects of the European South, the modern challenges for the European social democracy and the need for consensus. Mr. Sanchez referred to the low reliability and the identity crisis of social democracy as the major problem rather than the lack of ideas! According to Mr. Sanchez the high risk for social democracy today is to continue being considered a power the political establishment instead of a driver of change. www.todiktio.eu 15 Working Breakfast Series: Sigmar Gabriel On March 23rd 2017, the guest of honor was Mr. Sigmar Gabriel, Vice Chancellor of Germany. In attendance were prominent personalities from the political, business and media sectors as well as the academic community and civil society. The common theme among all was the expressed desire for the EU and the Eurozone to remain intact and to isolate extremists voices who wish to destroy the Union. With regard to Greece, it was stated that the country must make and take the decisions for improving its economy and define its developmental priorities. On the critical issue of both Greek and German surpluses, it was argued that the Greek 3,5% long-term target is an exaggeration whereas the enormous German trade surplus reflects the economic growth and as a result the trend shall remain unchanged for as long as the economy’s performance is positive. www.todiktio.eu 16 Lab Events: Reform … for better health! It is for the people to decide and I am therefore going to request the organisation of an early general election”. Organisation of an early general election (3 months’ early) surprised some observers of Greek political life who thought that the head of government would call on compatriots to vote as late as possible to allow the country’s position to improve as much as possible. New Democracy won in the European elections with 33.12% of the vote, ahead of SYRIZA, with 23.76%. The Movement for Change (Kinima allagis, KINAL), the left-wing opposition party which includes the Panhellenic Socialist Movement (PASOK), the Social Democrats Movement (KIDISO), the River (To Potami) and the Democratic Left (DIMAR), collected 7.72% of the vote and the Greek Communist Party (KKE), 5.35%. Alexis Tsipras had made these elections a referendum Costas Bakoyannis (ND), the new mayor of Athens, on the action of his government. “We are not voting belongs to a political dynasty: he is the son of Dora for a new government, but it is clear that this vote is Bakoyannis, former Minister of Culture (1992-1993) not without consequence.

PAGANINI looks at a particular dynamic cluster of policy areas concerned with what we call “the politics of life”: medicine, health, food, energy, and environment. Under “politics of life” we refer to dimensions of life that are only to a limited extent under human control - or where the public has good reasons to suspect that there are serious limitations to socio-political control and steering. At the same time, “politics of life” areas are strongly connected to normative, moral and value-based factors, such as a sense of responsibility towards the non-human nature, future generations and/or one‟s

  • The Leadership Landscape in the Mediterranean
THE LEADERSHIP LANDSCAPE IN THE MEDITERRANEAN Societies around the shores of the Mediterranean have evolved in different trajectories, thereby exhibiting different political cultures and regimes. Still, several similarities persist, which include patrimonial tendencies, clientelism of different forms, and leadership styles, among others. Accordingly, new actors have emerged and leadership paradigms have been challenged. However, this process has neither been consistent nor powerful enough to overcome entrenched habits. In this article, the author assesses these ongoing dynamics to provide more insight into significant changes taking place and their wider implications for the future of governance and leadership in the region. Tηλ.: 210 8203303-5. E-mail: [email protected] / www.aueb.gr 76, Patission Street, Athens 104 34 Greece. Tel.: (+30) 210 8203303-5 Greece Before and After the Euro: Macroeconomics, Politics and the Quest for Reforms George Alogoskoufis* Athens University of Economics and Business Hellenic Observatory, London School of Economics February 2021 Abstract This paper analyses developments in the Greek economy before and after the euro. The main thesis is that the imbalances that led to the crisis of the post-2010 period were building up during the previous three decades and that their root causes were not merely economic, but social, structural, institutional and political. The fiscal imbalances created in the 1980s were not adequately addressed by the convergence policies of the 1990s, while the long-standing problem of low international competitiveness was further exacerbated by the failure to promote the necessary structural reforms. Greece's accession to the euro area with major structural and fiscal imbalances and low and deteriorating international competitiveness, led to a steep rise in its external indebtedness. The lopsided adjustment and the inadequacy of the reforms was due to domestic political and social constraints, both before and after euro area entry. In view of the institutional weaknesses of the euro area itself, the external imbalances ultimately led to the external debt crisis of 2010, the imposition of the economic adjustment programs and the ‘great depression’ of the 2010s.

Title The permanent campaign strategy of Greek Prime Ministers (1996–2011) Candidate Panagiotis Koliastasis Degree This thesis is submitted in fulfillment of the requirements of the Degree of Doctor of Philosophy 4 Abstract Various academic authors have analysed the implementation, the causes and the impact of the permanent campaign strategy by political executives in presidential and parliamentary systems, notably the United States and United Kingdom. This study builds on this literature and extends the research on the permanent campaign in the European parliamentary majoritarian context by examining contemporary Greece as a national case study. In particular, the study addresses three questions. First, did contemporary Greek Prime Ministers adopt the permanent campaign strategy? Second, why did they do so? Third, what impact did the implementation of the permanent campaign have on their public approval? The research focuses on the cases of three successive Prime Ministers in Greece: Costas Simitis (1996–2004), Kostas Karamanlis (2004–2009) and George Papandreou (2009-2011). Simitis and Papandreou were leaders of the centre-left PASOK, while Karamanlis was the leader of the centre-right New Democracy. The study finds that all three Prime Ministers undertook the permanent campaign strategy in order to maintain public approval, aligning themselves with their British and American counterparts. They established new communication units within the primeministerial apparatus, consulted with communication professionals to form a coherent communication
