HART’S GARDEN COMMUNITY THEMATIC GROUP – SUSTAINABLE TRANSPORT DRAFT MINUTES

1. ATTENDEES AND ABSENCES

3. CHAIR ELECTION

Officers invited stakeholders to put themselves forward for the Chairship.

No one nominated themselves to stand for Chair, therefore this item of business has been rolled over to the next thematic group meeting.

4. VISION & OBJECTIVES

Several examples of other Garden Community visions & objectives were shared with the group one week prior to the meeting. The group discussed the following:

• Whether Local Plan/National Government growth projections have been estimated correctly • That the vision should talk to a sustainable, mixed use, all-encompassing community – self-contained, accessible and include internalisation and people movement • How the project will assess the demand/use of cars including trip generation and the need for car parking spaces • What infrastructure is required to support sustainable living • Making the community flexible to accommodate how people live their lives – now and in the future • Opportunity to open up/increase rail capacity on the mainline ( Station) • Minimising congestion on surrounding and villages • Phasing is important to ensure a successful community, specifically when key facilitates are provided • How travel demand predictions have changed as a result of the COVID-19 pandemic and whether these changes will be maintained in the future • The need to minimise the need for travel within the new community • Safe cycling and walking routes, walkable neighbourhoods for local services/schools and enhancing the wider reach on public transport • Ensuring that masterplanning is transport-led • Creating a sustainable balance of housing and jobs – Whether Hart experiences high levels of commuter trips to work outside of the district (including to and Basingstoke) • Seeking to prioritise active travel and offering transport choice

5. ENGAGEMENT STRATEGY

The draft Garden Community engagement strategy was shared with the group one week prior to the meeting.DRAFT The group discussed the following:

• The communities’ survey in relation to other consultation opportunities • How the strategy is a starting point for community led consultation • That the communities’ survey results were anticipated to be presented to the forums in September • Balancing transmitting and receiving • Keeping an open mind to what people are saying • Not predetermining the outcome of the survey • That the draft concept masterplan will be presented to the forums for review in December • Changing the terminology of ‘concept masterplan’ to ‘constraints/opportunities plan’ • Baseline surveys linking to reports previously produced within the area of search • Sequencing concerns

6. GREEN GRID

Hart’s Green Grid survey results were shared with the group one week prior to the meeting. The group discussed the following:

• The full questions/answers asked on the published survey results are obscured. The Officers confirmed that the pdf file would be reissued if possible • Local Cycling and Walking Infrastructure Plans (LCWIP) were originally developed by Sustrans and have been adopted by government to assess the best routes between destinations. HDC will be undertaking an LCWIP in partnership with HCC and this will be used as evidence to help determine where the Green Grid should go • How the Harrow Green Grid and Sustrans Design Manual ‘Greenway Management Handbook’ from 2016 both give good vision examples • That there are conflicts of the survey results from question to question • Timelines of the Green Grid strategy • Existing routes between Hartley Wintney and Fleet and the potential need for a more direct route • The need for safe routes • The opportunity to approach landowners to give public rights of way at the bottom of their fields • The need to maintain/enhance the Brenda Parker Way and • Updating HDC website regarding the Green Grid strategy timeline • Limitations on current routes

7. STRATEGY REPORTS

The draft scope of the Transport strategy report was shared with the group one week prior to the meeting. The group discussed the following:

• If the RIBA modal was being used in the transport baseline survey. The Officers advised that they would look into this and report back • Sharing the scope of the baseline studies, the timelines of it and how the impact is only being assessed on up to 5,000 homes • How the transportDRAFT modes listed in the strategy scope are in scope • A report including current capacity of the roads/rail, what extra demand will be with a new community and what is going to be done about it. The officers advised that this information is included within the scope of the transport baseline survey that is currently underway • Viability happening in both phase one and two of the project

8. GARDEN COMMUNITY WEBSITE

The draft Garden Community website was shared with the group one week prior to the meeting. It was confirmed that the website and survey will be live next week. The group discussed the following:

• How it will be advertised • When it would be launched

3 9. DRAFT MEETING PLAN

The Officers highlighted that meetings will be scheduled for the following weeks. Thursday 30th September and Friday 1st October will be avoided.

• Week commencing 27th September 2021 • Week commencing 15th November 2021 • Week commencing 7th February 2022

The Officers thanked the members for their participation and reminded them to make use of the Teams Online Group (TOG) for further conversations.
