CONNECTEAST SUBMISSION: SECOND CONTAINER PORT

ConnectEast Pty Ltd (ConnectEast) as the concessionaire of the EastLink tollway until 2043 appreciates the opportunity to submit feedback based on the Infrastructure Victoria (IV) Second Port Advice Evidence Base and Discussion Document.

We commend the IV on the breadth and quality of the studies included in the evidence base and on the level of community and industry consultation.

ConnectEast acknowledges that planning for a second container port is in the early stages but notes the following

• EastLink is 25km east of the Melbourne CBD in a growing residential, commercial and industrial region.

• Running predominantly north-south, EastLink connects Melbourne's eastern and south-eastern suburbs, which have only limited public transport options

• The eastern and south-eastern areas: o contain 1.8m residents, 40% of Melbourne's population# o provides 800,000 full time equivalent jobs, 34% of Melbourne's workforce #

• The EastLink corridor o contains two of the three National Employment Clusters identified in the Victorian Metropolitan Planning Strategy o produces Gross Regional Product of $63b (19% of Victoria Gross State Product)* o has Wholesale trade, Financial and Professional Services, Education and Health care as leading growth areas#

• The recent announcement to progress the development of will assist in providing an orbital road network which eliminates heavy container vehicles travelling through the CBD or its outskirts, provides quick and easy access from Regional Victoria to south-eastern areas, reduced reliance on the capacity constrained Burnley and Domain tunnels (which Port of Melbourne users must face), and creates a dependable route between the south east and western Melbourne and Airport.

• The growth in distribution centres in Greater Dandenong provide an inland port facility (see also the Regional Development Australia (Southern Melbourne) report into the specific benefits created by the Dandenong South Inland Port (DSIP) project).

While the road network for development of the Port of Hastings would need to be upgraded, we believe that EastLink and other existing road systems are well placed to provide the foundation for a second container port at Port of Hastings.
