1. ADDENDUM TO THE AGENDA Resln 2017-217 Mike Jones Boris Koehler BE IT RESOLVED THAT this Council approves the Addendum to Agenda as follows: Health Centre Financials (Aug 22/17) under 21a. CARRIED

2. DECLARATION OF PECUNIARY INTEREST – none noted

3. Municipal Staff Report – Roads a) Roads Working Foreperson Report  Truck #7 is having some issues with the bearings/alternator; new truck is going to be a few weeks later than the October 2nd deadline.  McGregor Rd had some recent stripping/maintenance; passable with a car

b) Tulloch Engineering – Jeffery Bridge Progress report #1, 2, 3 - FYI  RWF satisfied with the work being done so far; Gilbertsons doing a great job.  Photos of projects before and after are to be taken going forward.

c) OGRA – Municipal Infrastructure Project Building Initiative – one vendor for culverts/bridges Resln 2017-218 Boris Koehler Mike Jones WHEREAS, the Township of Plummer Additional has an inventory of bridges and culverts that require and will require significant capital investments; and WHEREAS, an Alternative Financing and Procurement approach may afford significant savings on the stewardship of municipal bridges and culverts; and WHEREAS, the Alternative Financing and Procurement approach has been successfully employed in bridge bundling projects in other jurisdictions NOW, THEREFORE, BE IT RESOLVED that the Township of Plummer Additional approves in principle its willingness to participate in an exercise with representatives from the Ministry of Infrastructure, the Ministry of Transportation, the Residential and Civil Construction Alliance of and the Ontario Good Roads Association to determine the feasibility of Alternative Financing and Procurement with regards to the bundling of bridges and culverts into one contract with the understanding that we are only committing to investigating the feasibility of this approach and may withdraw from the process at any time. CARRIED

d) Jeffery Bridge Replacement Project; Resln 2017-219 Mike Jones Boris Koehler WHEREAS bid amounts have come in under the budget originally anticipated for the Jeffery Bridge Replacement Project (OCIF AC3-3011) and; WHEREAS this Council has deemed in their Asset Management Plan it to be a priority to install proper steel beam guide rails and end treatments on McLarty Bridge in 2018 with the same components used in the Jeffery Bridge project, and; WHEREAS this additional work falls under the same rational as the original application, “to increase traffic safety” by providing protection on the bridge and approaches, and; Minutes Sept. 20, 2017 Page 2 of 6 WHEREAS; a) The project could still be completed by the original deadline of December 31, 2018 (per Schedule C - Clause C3) b) This project remains compliant with the Aboriginal Duty to Consult c) There are no EA implications d) This council will not be requesting additional funding to complete this project. BE IT RESOLVED THAT this council request an amendment to the Agreement with the Ministry of Agriculture, Food and Rural Affairs to utilize up to the remaining unspent funds in the already approved funding model for Project OCIFAC3- 3011 for the installation of proper steel beam guide rails and end treatments on McLarty Bridge. CARRIED

e) Brush Hog repairs – deferred  RWF to source some prices for a new brush hog; tractor Carol Gunn and Lisa Meschino arrived. f) Special Council Mtg for Plummer Rd Tenders & Committee of Adjustment – Oct. 4 @ 5:30 pm Other: M. Jones: Culvert on McPhail road needs re-setting; RWF to check into Kelly Belisle-Greer left at 6:30 pm

4. PUBLIC PRESENTATIONS: 6:30 pm a) Lisa Meschino, Alzheimer Society of Sault Ste. Marie; & Carol Gunn Blue Umbrella Project – Building a Dementia-Friendly Community (living well with Dementia) www.alzheimer.ca/algoma  People suffering with a form of Dementia/Alzheimer’s is on the rise; in Algoma there are 2,700 with 140 people afflicted along the North Shore alone.  In a lot of cases people and family members will withdraw from society for a variety of reasons;  the Blue Umbrella Project is hoping to educate the public so people afflicted with some form of Dementia will feel comfortable going out knowing that there may be additional understanding and assistance out there from the public; the goal is to continue to participate in normal life functions (for example going to the bank or grocery store) that many people take for granted without additional worries that come with the disease.  Businesses can receive free training on how to become a Blue Umbrella Dementia Friendly Community/place of business; once trained they would get a window sticker to identify their business as a “Blue Umbrella” friendly place.  Training can also be provided for EMS, Fire Fighters etc. on for example; how to deal with moving a person with Dementia to lower the stress levels of all involved.  People afflicted with can self-identify if they choose and wear a blue umbrella pin  Twsp Staff offered to attach information to our Tax Billing mail out, and webpage as well as reach out to the Clerk’s group to possibly set up a training session.

Carol Gunn:  She was diagnosed 3 years ago and shared her experiences on the progression of the disease, what she and her family uses for strategies to maneuver her “new world” as well as the physical and mental exercises she utilizes to combat symptoms.  It was stressed that people want to be recognized for who they are not the disease they have; they don’t want to feel excluded or made to feel different.  Breakthroughs are happing with ongoing research  More information is available at the above website. REPORTS: MUNICIPAL STAFF REPORT’S Continued: 6. Planning & By-law Enforcement (K. Morris) a) Building Permit Summary Report – Sept 13 b) G. Tunnock – Docks & Boathouses; possible Zoning Amendment – deferred to October 4th for further review. c) Update – T. Bertrand (By-law Enforcement) re-Inspected 8 Clean & Clear complaints; fines pending for non-compliant yards.  Staff noted that any correspondence received from ratepayers about their status was copied to the By-Law Enforcement Officer; Clerk to follow up with By-Law enforcement Officer to verify status of contacts.  Clean & Clear By-Law is publically complaint (written on prescribed form) driven;  Staff has been instructed to request By-Law Officer to also file notices on properties that he witnesses while driving in the area on inspections that require clean up. 7. Clerk/Treasurer/Tax Collector ~ (V. CARRIED b) Volunteer Dinner – date to be confirmed c) FYI - HNCEA Community Investment Readiness Project - seeking input d) Municipal Green House Gas Challenge Fund – no further action at this time e) Trailer By-Law (draft & samples);  Complaints are being received about trailer(s) being placed on lots and utilized/left there; concerns with being utilized on a not-so-temporary basis; what is their plan for black/grey water disposal?  Carry Forward to the next meeting; Council to review sample by-laws and highlight changes/additions they would like in a new one.

West) a) Hall – Canada 150 Renovations – update (Gina Marie) Resln 2017-223 Mike Jones Boris Koehler WHEREAS renovations to the Bruce Station Hall have had some line items come in over the budgeted amount and other items under, and; WHEREAS this was discussed with the funding Agency - Community Infrastructure Program (CIP) Canada 150 about possible line item changes, and; WHEREAS we have received approval Sept 20th pending we stay within the allotted overall budget; BE IT RESOLVED THAT this council approves the attached Schedule A of proposed amended repairs/upgrades to the Hall line items. Strum  Read email from Darren Evoy – re: Requesting accessing funding for private lanes (Rock Lake area) from the Road Taxes for their area; inquired about starting a cottage association;  Council noted:  Taxes collected go to all public roads and other services which are available to public  This topic was brought up years before; information was supplied to prior ratepayers regarding the process; the roadway in question is owned by an individual and there was opposition to bringing it up to standards [by the ratepayer(s)] affected.  T. Strum to copy the office the email for a formal response.

25.
