She is also one of the most gracious. I’ve interviewed her for two books, including this one, and both times she returned calls promptly, answered questions forthrightly, and imme- diately granted a request for permission to use her quotes in the books. (This is a big deal in book publishing but something a lot of reporters are suspicious of because they routinely interview people and print their quotes with no more request for permission than a simple: “I’m a reporter, can I talk to you?”) In one conversation, I asked Thomas for advice on getting interviews from reporters. She said to be persistent and remember that journalists spend their lives interviewing people, so they realize they should cooperate when other writers want to interview them. Unfortunately, not all journalists share her sense of obligation, making me extremely grateful to Thomas and the other busy people who gave me their time to talk about their experiences with Bill and Hillary Clinton. The main disappointment I had in writing this book—aside from the usual lament that a writer never has enough time to research and write—was the number of journalists I attempted to interview who were indifferent, uncoop- erative, or just plain rude. Some never responded to repeated queries for an interview, some strung me along before ultimately deciding not to talk, and ix x Acknowledgments others said they didn’t talk about the Clintons when they in fact had been quoted in other articles or books about the Clintons. One journalist refused to grant written confirmation of permission to publish quotes after the second draft was done, necessitating lengthy rewriting to pull those quotes. (I must admit that two journalists agreed to be interviewed but were not because we could not arrange a mutually convenient time, for which I take the blame.) A certain amount of that type of difficulty is to be expected when conduct- ing interviews.

Clinton used her speech to expand the neo-abolitionist frame that dominated anti-trafficking discourse, presenting human trafficking as a global human rights issue rather than as a problem primarily of law and border enforcement. Clinton’s speech also asserted the continuing moral authority of the United States and showcased her pragmatic sensibilities and presidential gravitas. Key Words: Hillary Clinton, Human Trafficking, Abolition, Modern-Day Slavery, Rhetoric and Diplomacy, Gender and Leadership. The problem of human trafficking has a long history, as does the record of oratorical opposition to it. Historically, abolition discourse not only condemned slavery and the transatlantic slave trade, but also offered radical reformers the opportunity to promote universal suffrage, expand the meaning of citizenship, and challenge dominant power structures.1 Contemporary anti-trafficking rhetoric often is less radical, having emerged from faith-based opposition to both legal and forced prostitution, and from governmental efforts to police borders. Much of this discourse is shaped by a “neo-abolitionist” understanding of human trafficking as “modern-day slavery”—a crime that Western governments and law enforcement agencies could prosecute and eradicate. Neo-abolitionism also posits that people with economic and political privilege are duty-bound to rescue those being “victimized” by traffickers. This view of the problem of human trafficking is challenged by a contrasting “human rights” perspective, which asserts that labor and sexual exploitation is a systemic problem—an outgrowth of poverty, misogyny, globalization, and technological change.

Despite their representation throughout the nation, women only make up twenty percent of the House and Senate. That is far from a representative number and something that really hurts our society as a whole. While these inequalities exist, they are perpetuated by the world in which we live, where the media plays a heavy role in molding peoples’ opinions, both consciously and subconsciously. The way in which the media presents news about women is not always representative of the women themselves and influences public opinion a great deal, which can also affect women’s ability to rise to the top, thereby breaking the ultimate glass ceilings. This research looks at a number of cases in which female politicians ran for and/or were elected to political positions at the national level (President, Vice President, and Congress) and seeks to look at the progress, or lack thereof, in media’s portrayal of female candidates running for office. The overarching goal of the research is to simply show examples of biased and unbiased coverage and address the negative or positive ways in which that coverage influences the candidate.

The Rules of #MeToo Jessica A. Clarke† ABSTRACT Two revelations are central to the meaning of the #MeToo movement. First, sexual harassment and assault are ubiquitous. And second, traditional legal procedures have failed to redress these problems. In the absence of effective formal legal pro- cedures, a set of ad hoc processes have emerged for managing claims of sexual har- assment and assault against persons in high-level positions in business, media, and government. This Article sketches out the features of this informal process, in which journalists expose misconduct and employers, voters, audiences, consumers, or professional organizations are called upon to remove the accused from a position of power. Although this process exists largely in the shadow of the law, it has at- tracted criticisms in a legal register. President Trump tapped into a vein of popular backlash against the #MeToo movement in arguing that it is “a very scary time for young men in America” because “somebody could accuse you of something and you’re automatically guilty.” Yet this is not an apt characterization of #MeToo’s paradigm cases.

The delay in full consideration of the referral between September 1992 and the ultimate appointment of a regulatory independent counsel in January 1994 required investigation of whether any action during that time was intended to prevent full examination of the conduct alleged in the referral. Whether before or after the 1992 election of President Clinton, any action that had the effect of delaying or impeding the investigation could raise the question of whether anyone in the Department of Justice unlawfully obstructed the investigation in violation of 18 U.S.C. § 1505. This investigation examined the conduct and motives of Department of Justice officials in a position to influence the handling of the referral. These officials included President Bush's U.S. Attorney in Little Rock, President Clinton's subsequent appointee as the U.S. Attorney, and officials at the Department of Justice headquarters in Washington D.C. both at the end of the Bush Administration and during the first year of the Clinton Administration. II. FINDINGS The Independent Counsel concluded the evidence was insufficient to prove that any Department of Justice official obstructed justice by engaging in conduct intended to delay or impede the investigation of the RTC's criminal referral C-0004.

    ABSTRACT POLITICAL (IN)DISCRETION: HILLARY CLINTON’S RESPONSE TO THE LEWINSKY SCANDAL by Kelsey Snyder Through an examination of gender, politics, and media during the time of the Lewinsky scandal, this project shows that conversations about the first lady shifted throughout 1998. Just after the allegations were made public, the press and American people fought against the forthright position that Hillary took; the expectations of traditional first ladies they had known before were not met. After facing backlash via the press, the first lady receded to more acceptably defined notions of her actions, based largely in late 20th century conservative definitions of appropriate gender roles. By the end of 1998, consideration of a run for the Senate and increased public support for her more traditional image provided a compromise for Hillary Rodham Clinton’s public image. Having finally met the expectations of the nation, the press spoke less of the first lady in comparison to family values and almost exclusively by means of her political abilities.
