Australia’s government was working with Afghan officials to determine exactly what happened to Katherine Jane Wilson, who generally goes by the first name Kerry, Australian Foreign Minister Julie Bishop told reporters. “The details of the reports are still being confirmed with the Afghan authorities but they certainly believe she has been kidnapped,” Bishop said. “We are seeking to confirm all of the details but we are in communication with her family.” Ahmad Ali Hazrat, chief of the Nangarhar provincial council in Afghanistan, said Wilson was kidnapped Thursday morning in the eastern city of Jalalabad. 2 California Seeks $90 Million From Utility Over Wildfire (1.00/2) California officials say they will seek more than $90 million in firefighting costs from Pacific Gas & Electric Co. after finding that a deadly 2015 fire was sparked by a tree that came into contact with a power line. The utility said it accepts the cause but says it is not clear that it was to blame for the tree failing. The $90 million is the largest recovery sought by the California Department of Forestry and Fire Protection, which released a report Thursday detailing the cause of the fire that scorched remote Calaveras and Amador counties, about 125 miles east of San Francisco. The blaze that started Sept. 9 burned for three weeks, killing two people and destroying more than 900 structures, including about 550 homes. The 110-square-mile fire caused an estimated $300 million in insured losses and is the seventh-most destructive wildfire in state history. Cal Fire said the state's largest utility and its contractors failed to provide proper maintenance after removing two gray pine trees from a stand in January 2015, exposing a weaker, skinnier interior tree. The 44-foot-tall gray pine tree grew taller, seeking the sun, but it eventually slumped into a power line, according to the report. But PG&E said in a statement later Thursday that based on its own review "we do not believe it is clear what caused the tree to fail or that vegetation management practices fell short. " The state's finding did not surprise Steve Campora, a Sacramento attorney who represents roughly 900 people suing San Francisco-based PG&E for fire-related losses. He said about 17 law firms throughout the state are representing about 1,800 people whose claims include loss of enjoyment of land and loss of treasured collections, including a telephone collection. "One family has been on the property since 1862, and it burned. Luckily, the family home survived, but it burned 900 acres," he said. In a statement, a PG&E spokesman said the company was reviewing Thursday's report. "We cooperated fully with Cal Fire in its investigation on the source of the ignition for the Butte fire. We are committed to doing the right thing for our customers and will respond in the normal legal process," Matt Nauman said. The board said it will also ask the California Public Utilities Commission, which oversees the company, for an investigation and penalties. 7 North Korea Sends Another US Citizen to Prison North Korea on Friday sentenced an ethnic Korean citizen of the United States to 10 years in prison. Kim Dong Chul had been detained in the North on suspicion of engaging in spying and stealing state secrets. He was sentenced to 10 years in prison with hard labor after a brief trial in Pyongyang on Friday. North Korea's Supreme Court found Kim guilty of crimes and espionage and subversion of under Articles 60 and 64 of the North's criminal code. Further details were not immediately available. Kim's sentencing comes on the heels of a 15-year sentence handed down on Otto Warmbier, an American university student who the North says was engaged in anti-state activities while visiting the country as a tourist earlier this year. North Korea regularly accuses Washington and Seoul of sending spies to overthrow its government to enable the U. S.-backed South Korean government to control the entire Korean Peninsula. Some foreigners previously arrested have read statements of guilt they later said were coerced. Most of those who are sentenced to long prison terms are released before serving their full time. 8 Protests break out as Trump speaks in Southern Cal COSTA MESA, Calif. (AP) - Raucous crowds of protesters took to the streets late Thursday in California as Donald Trump brought his Republican presidential campaign to conservative Orange County after sweeping the Northeast GOP primaries. Dozens of protesters were mostly peaceful as Trump gave his speech inside the Pacific Amphitheater. After the event, however, the demonstration grew rowdy and spilled into the streets. At least four people were arrested and one Trump supporter had his face bloodied in a scuffle as he tried to drive out of the arena. One man jumped on a police car, leaving its front and rear windows smashed and the top dented in and other protests sprayed graffiti on a police car and the venue’s marquee. Dozens of cars — including those of Trump supporters trying to leave — were stuck in the street as several hundred demonstrators blocked the road, waved Mexican flags and posed for selfies. (AP) - A man who fatally shot his roommate at the Pierce County home they shared together in 2014 has been sentenced to 25 years in prison. The News Tribune reports (http://bit.ly/1r0FeC2 ) that 30-year-old Cory Lewis, of University Place, was sentenced Thursday after being found guilty of second-degree murder and unlawful gun possession. Cory Page was shot in December 2014 after getting into an argument with Lewis over clothing that Lewis had borrowed from him. Lewis had called police days after the shooting and reported that he had come home to find Page dead. He was arrested failing a polygraph test, which prompted authorities to investigate him further. Lewis apologized in court Tuesday, saying that Page had been his friend. 12 WATCH: Universal Studios Hollywood now hiring ‘zombies’ Universal Studios Hollywood is now looking for young and talented individuals to apply as horrifying zombies and spooky survivors for its next attraction based on the horror drama television series “The Walking Dead”. Out of more than a thousand job applicants, 100 male and female actors will be hired to scare visitors and make their experience a ‘living nightmare’. Expected to commence this summer, zombies will re-enact scenes from six seasons of “The Walking Dead”. Greg Nicotero, “Walking Dead” executive producer, formed a team working on special effects and prosthetic molds to redesign the facial appearance of the ‘zombie’ hopefuls in their tryouts. 13 Coping up with Copeland’s first PH concert Lead vocalist Aaron Marsh, lead guitarist Bryan Laurenson, backup vocalist and rhythm guitarist Stephen Laurenson, and drummer Jonathan Bucklew – these four men who coalesce the American band Copeland staged a show at the Skydome at SM City North EDSA on Thursday night. The band did nit disappoint. The Florida-based pop-rock group was warmly welcomed by hundreds of blissful fans who swarmed the event. The show, entitled “Copeland By Request”, is the band’s first-ever concert in the Philippines. It was organized by Pulp Live World Productions and cocktail company 28 Black. 14 NBI nabs 2nd Comelec website hacker The National Bureau of Investigation (NBI) has arrested the second suspected hacker of the Commission on Elections (Comelec) website, Radyo Inquirer reported on Friday. The suspect was identified as 23-year-old Jonel de Asis and was arrested in his Muntinlupa City home Thursday night by virtue of a search warrant. In his admission, De Asis told the NBI that he only wanted to prove that the poll body’s website has weak safeguards and is susceptible to hacking. 15 Filipino student among the winners of NASA’s design challenge Another talented Filipino has made waves internationally, as college student Jose Mari Tuason was among the awardees of the first Breakthrough, Innovative and Game-changing (BIG) Idea Challenge hosted by the National Aeronautics and Space Administration (NASA) earlier this week. Tuason, together with his teammates from University of Illinois at Urbana- Champaign, bested other competitors from top US colleges including Georgia Tech, The State University of New York at Buffalo and Purdue University, inside NASA’s Langley Research Center. Citing reports from The Filipino Times, the contest solicited innovative ideas which would help increase the lift-to-drag ratio of NASA’s inflatable spacecraft invention, the Hypersonic Inflatable Aerodynamic Decelerator (HIAD). Tuason and his crew clinched victory after convincing a panel of space exploration experts with their flawless version on how to improve HIAD’s lifting capabilities on space stations. Led by their professor Zachery Putnam, the bright students left the judges in awe by demonstrating a combination of moveable mass and cable system, which morphed the HIAD shape and provided it with direct lift control. Russia’s Sergey Lavrov said in Beijing Friday that North Korea’s actions shouldn’t be taken as a pretext for deployment of the Terminal High-Altitude Area Defense, or THAAD, system. China’s Wang Yi said the security of China and Russia would be directly affected by such a deployment. On the South China Sea, which China claims almost entirely, Lavrov said outside parties shouldn’t interfere, a reference to the United States, which has challenged Beijing’s claims. 17 Another lewd show in hustings caught on video SAN PEDRO CITY—For the second time during this election season, a lewd performance by sexy dancers before candidates has been caught on video, reviving the issue of using women as entertainment in political events. The Inquirer recently got hold of a copy of the three-minute video clip, showing part of the March 28 proclamation rally of Eugenio Ynion Jr., the village chief of San Antonio and a candidate for mayor of this first-class city in Laguna province at the southern corridor of Metro Manila. “This was the second time we’ve heard of it,” said Leona Entena of the women’s group Gabriela-Southern Tagalog. “We condemn the use of ‘4Gs’—guns, gold, goons and now, girls— in any way by any politician,” she said. In October last year, a similar show was videotaped by the Inquirer during the birthday celebration of Laguna Rep. Benjamin Agarao Jr. and after the oath-taking of Liberal Party candidates, also held in Laguna. The video went viral online. The recent footage showed a man, wearing a shirt printed with “#akoatsiynion,” seated onstage, as five female dancers, wearing skimpy denim shorts and cropped tops under white hoodies, surrounded him. The video, given by a source who did not want to be identified for security reasons, did not have an audio, but clearly showed the women dancing and hunching over. At one point, one of the women lifted the man’s shirt and pinched his nipples. The woman then blindfolded the man and signaled to a gay man to come on stage and dance, pretending to be one of the female dancers. This happened as Ynion, a candidate of the Nationalist People’s Coalition, and members of his slate were seated onstage. Also seen in the video was former Laguna Gov. Jeorge “ER” Ejercito, who is seeking reelection under the United Nationalist Alliance. Ejercito was invited as a guest at the proclamation rally. Sought for comment, Ynion, in a telephone interview, said the performance was something “we were not consulted about.” “My wife and I vehemently abhor [the performance]. It was something we, too, did not like,” he said. He said he immediately gave the person in charge of the program a dressing down for squeezing in the dance group into the proclamation rally. Ejercito, he said, was also unhappy about it. Ynion believed the release of the video clip was meant to discredit him. “It was not an evidence of corruption nor of immorality,” he said. Sexy performances, he added, were something “out of my character.” “I don’t even go to nightclubs,” he said. At least two robberies have been reported in April where a man approaches a lone rider on a CTA train and forcibly takes their property, according to a community alert from police. The robberies happened in the early morning hours on April 12 in the 900 block of West Fullerton and on April 21 in the 1600 block of North Clybourn. The robber is described as a 30- to 40-year-old black man, standing 6-foot-2, weighing 190 to 200 pounds. He wore a light-colored sweatshirt and dark jeans, police said. 19 Polls Open in Key Runoff Parliamentary Election in Iran Polls have opened in Iran's parliamentary runoff elections, a key vote to decide whether hard-liners or moderate forces backing President Hassan Rouhani will control the legislature. Iranian state television reported polls opened at 8 a.m. Friday. They will remain open until at least 6 p.m., though election hours often get extended. Nearly 17 million Iranians are eligible to vote in 55 cities and towns. They will decide on 68 candidates for the 290-seat chamber. In February, a bloc of reformists and moderate allies of Rouhani won a majority. The bloc needs to win 40 seats to control the parliament, which begins work in late May. The results of the February elections were seen as a major setback for hard-liners opposed to the landmark deal reached with world powers last year.

20 20 Squeezed out: Millennials and low-income residents leaving O. C. at higher rates than expected Who's priced out of Orange County? Apparently, more people than you might assume. Real estate website Trulia crunched some numbers and found that millennials and households earning $30,000 or less a year have been moving away at higher rates than expected. The study looked at residents getting squeezed out of America’s most expensive metro areas, including San Francisco, Los Angeles, New York, Chicago, Silver Spring, Md., Washington D. C., San Jose, Oakland and San Diego. It used data from the 2014 5-year U. S. Census American Community Survey in comparison to that of remaining households. The analysis started with the assumption that if households in a metro area fall into certain earnings and other categories, those leaving would reflect about the same percentages. But they didn’t. The study found: • In Orange County, the share of households earning $30,000 or less was 13.1 percent. But among those leaving, the $30,000-and-under slice hit 24.3 percent. The numbers in Los Angeles County were 21.5 percent and 32.2 percent, respectively. • Seen another way, the move-away compared to expectations rate among earning $30,000 or less in Orange County was a whopping 85.9 percent. It was 49.7 percent in L. A. • Millennials – 18-34 year olds - in Orange County made up 20.6 percent of households, but 46 percent of those moving, representing a move-away-related-to expectations rate of 122.7 percent. In Los Angeles County, the respective slices were 24.4 percent and 48.8 percent, with a move-away-compared-to-expectations rate of 100.2 percent. • In every metro in the study, households with $30,000 or less moved out at the highest rate relative to expectations – 50.8 percent overall. • Those earning more than $150,000 a year moved out at the smallest rate relative to expectations, while those making $120,000-$150,000 represented the smallest group of everyone leaving. • Residents taking in under $30,000 left San Francisco at the highest rates of all areas. • Millennials represented the largest share of all age groups leaving pricey metros, at more than 51 percent. They also had the highest move-away-relative-to-expectations rate, at 105.6 percent. The median price of an Orange County home – or the sale price at the midpoint of all transactions – was $625,000 in the year ending in March, Irvine-based CoreLogic reported last week. 21 21 UK Company Fined for Misleading Australians Over Painkillers An Australian court ordered a British consumer goods company on Friday to pay 1.7 million Australian dollars ($1.3 million) in penalties after ruling that the company misled consumers about the effectiveness of a popular painkiller. The Federal Court ruled in December that British consumer goods company Reckitt Benckiser deceived Australians by selling Nurofen painkillers that were marketed to relieve specific ailments, such as back pain and period pain, when all of the products contained an identical amount of the same active ingredient, ibuprofen lysine. The court ordered the company to remove the products from Australian stores. The Australian Competition and Consumer Commission, which launched the court action, had asked the court to impose a AU$6 million penalty on the company, arguing consumers had been tricked into unnecessarily paying more for the drugs. The consumer watchdog said the price of the specific pain products was nearly double that of Nurofen's standard ibuprofen painkiller and other general pain relief products sold by competitors. In issuing the fine on Friday, Justice James Edelman acknowledged the company's actions may have had a negative financial effect on consumers, but said the products had not caused anyone physical harm. Reckitt Benckiser has since changed the packaging for its specific pain line to indicate the drugs are also effective for general pain relief. In a statement, Nurofen said the company had not meant to mislead the public. "However, we recognize that we could have done more to assist our consumers in navigating the Nurofen Specific Pain Range," the company said. "That is, to show that each of the products in the range is equally effective for the other pains indicated on the Nurofen Specific Pain Range packaging. "

22 Carlsbad to get official tent city for homeless residents CARLSBAD, N. M. (AP) - The city of Carlsbad is set to provide homeless residents with another place to stay as it prepares to open up a tent city. The Current-Argus reports (http://bit.ly/1UkSZHr ) that Carlsbad Community of Hope is scheduled to open the tent city on June 16. The action comes after the City Council approved an ordinance rezoning the area from an industrial district to one available for commercial use on Tuesday. Project organizer Robert Jacquez says homeless residents will have access to shelter as well as a resource center offering a variety of services, including haircuts, educational classes and mental health support. The tent city will have 30 tents for people who have filled out necessary paperwork to prove that they are homeless. 23 Lawmaker accused of harassment is all alone with his M&Ms NASHVILLE, Tenn. (AP) - Amid the frenzied negotiations, flaring tempers and occasional frivolity marking the end of another Tennessee legislative session, one lawmaker stayed conspicuously alone and quiet. While Republicans and Democrats held emergency caucus meetings to discuss the latest twists in the legislative endgame, Rep. Jeremy Durham sat silently at his desk in the largely deserted House chamber. During floor debates, he mostly stayed clear of the fray, except for padding up the aisle to the desk of a fellow Republican lawmaker who keeps a large supply of M&Ms;, pistachios, jerky and other sustenance on his desk. Durham, who is the subject of a sexual harassment investigation by the state attorney general, found himself being shunned after Republican House Speaker Beth Harwell effectively exiled him from the legislative office complex and Capitol for any purpose other than to perform his official duties. Harwell took that unusual step after Attorney General Herbert Slatery went public with preliminary findings suggesting that Durham’s “behavior may pose a continuing risk to unsuspecting women who are employed by or interact with the Legislature.” Such allegations aren’t unheard of in legislative arenas, but Durham’s end-of-session purgatory added a strange twist to an already odd situation. Durham had begun to take on a kind of walking dead status earlier, after revelations about his personal behavior stalled the meteoric rise of the second-term lawmaker from a heavily Republican Nashville-area district into House GOP leadership. The fact that he had also co-sponsored legislation requiring transgender people to use only the rest rooms for the gender on their birth certificates made him a target for late-night comedians. Some commentators suggested that a man called out for his behavior toward women at the Legislature didn’t have much standing to protect the privacy of people going to the bathroom. He has resisted calls from GOP leaders, including Gov. Bill Haslam, Harwell, Senate Speaker Ron Ramsey and state Republican Party Chairman Ryan Haynes, to give up his seat altogether. The attorney general recommended Durham be effectively quarantined following interviews with 34 current and former lawmakers, lobbyists, staffers and interns. Investigators were told Durham made sexual comments and had inappropriate physical contact with women working at Legislative Plaza. Most of the interviewed women told Slatery’s office they felt they could not report Durham’s behavior because they feared losing their jobs or being deemed “untrustworthy” by employers, clients or lawmakers. Several said they avoided Durham or refused to be alone with him. Durham, who did not respond to an email seeking comment, has denied any wrongdoing and is seeking re-election this fall. His attorney, Bill Harbison, has objected to what he called an “unusual” investigation. Durham also drew rebukes last year from other lawmakers after he sought leniency for an ex- youth pastor who pleaded guilty to child porn possession and statutory rape of a 16-year-old parishioner. Last week, Durham voted for a bill to strengthen penalties for statutory rape by authority figures. Under intense pressure from Harwell and others, Durham earlier in the session stepped aside as House majority whip, withdrew from the Republican caucus and took a two-week break to seek unspecified medical and pastoral counseling. After returning from that hiatus, he filed for re-election. While he refuses interviews routinely, he is rallying supporters for the fight. Durham has a hefty campaign war chest to take on three GOP candidates who have filed to run against him, but the math could work against them. If they divide up the anti-Durham vote, the only thing keeping him from returning to the Capitol would be a Democratic opponent facing tough odds in the heavily conservative district. The marathon end-of-session floor debates put Durham into constant contact with his colleagues and staff, though most appeared happy to avoid him. When he took to the well Wednesday to present a bill on judicial diversion, he made no comments beyond the required motions and was asked no questions. With the flow of people across the eastern Mediterranean slowing sharply due to the NATO patrols and an EU agreement to return illegal migrants to Turkey, officials say it is likely that those trying to reach Europe will increasingly try to set off from Libya again. 25 Hawks Overwhelm Celtics, Move to 2nd Round With 104-92 Win The Atlanta Hawks had their best regular season in franchise history spoiled last year by a dismal showing against Cleveland in the Eastern Conference finals. They will get another shot at the Cavaliers in the second round of the NBA playoffs. Paul Millsap had 17 points and eight rebounds, and the Hawks advanced to the second round with a 104-92 Game 6 victory over the Boston Celtics on Thursday night. Al Horford and Kent Bazemore each added 15 points for the Hawks, who earned their first playoff series win over Boston since the St. Louis Hawks beat the Celtics in the 1958 Finals. "Good to finally beat them," said Hawks point guard Jeff Teague, who was on Atlanta's 2012 team that lost to Boston in the first round. "It feels good. " The Hawks open the second round on Monday at Cleveland. The Celtics' last three playoff appearances have ended in first-round exits. Coming off a 27-point win in Game 5, the Hawks took advantage of poor shooting by Boston on Thursday, building as much as a 28-point lead. Atlanta blew the game open with a 39-point third quarter in which it shot 74 percent from the field. "I think we learned from before with this team that no lead is safe," Horford said. "To start the third it was important for us to get off to a good start and just keep attacking and have that mentality of keep attacking play after play. 26 AP Newsbreak: SF official releases more police racist texts SAN FRANCISCO (AP) - San Francisco’s police chief has ordered “effective immediately” that all officers attend an anti-harassment class, even as he released more transcripts of a former lieutenant and two former officers exchanging racist text messages. Investigators found the text messages on the personal phones of during criminal probes of former officer Jason Lai and retired Lt. Curtis Liu. Police Chief Greg Suhr provided additional transcripts and copies of photos with racist captions that were found on Liu’s phone to The Associated Press Thursday. He also provided additional transcripts found as well as additional transcripts found on Lai’s phones. Suhr is set to announce the new anti-harassment training Friday and unveil other steps he’s taking to combat bias in the department. It’s the second racist text scandal the department has endured since 2014. “The vast majority of police officers are shaken,” Suhr said. “The expectations have never been higher, so when officers do something like this, the disappointment can’t be greater.” Mayor Ed Lee on Thursday sent every officer in department of 2,100 an email letter urging officers to turn in colleagues who display intolerant behavior. The names of those involved in the racists and homophobic conversations Suhr provided were redacted. Suhr said that Lai, Lui and an unidentified third former officer sent and received many of the messages. He also said several civilians were involved in the conversations. Lai resigned earlier this month and Lui retired last year. The unidentified officer also resigned and fourth officer also implicated in the texting scandal Suhr declined to identify is facing dismissal before the city’s Police Commission. The newly provided transcripts denigrate minority suspects with racial slurs and they insult colleagues they perceive to be gay. They ridicule blacks in Ferguson, Mo. where police shot and killed an unarmed black man, calling a picture of a burnt turkey a “Ferguson turkey.” They discuss a shootout among black men and the shooting of an armed suspect by police. In doing so, they appear to ridicule the shooting death by police in 2014 of a mentally ill man carrying a stun gun officers mistook for a gun. They also exchanged photographs with racist captions. One photo depicts a white man playfully spraying a young black child with a garden hose The caption calls the young boy a racial slur. The House members’ concerns revolve around three issues - extra cash for smaller schools, a delay in cutting funds to district- sponsored charter schools and keeping funding stable for schools with declining enrollment. Also in the mix is an obscure formula on how unused space is counted for funding purposes. Those issues were triggered by policy decisions enacted by lawmakers in recent years. Fixing those issues will cost about $50 million in additional spending, and getting to that point without irking fiscal conservatives who want to avoid too much new spending is the sticking spot. Olson said negotiators identified several areas outside education where money could be moved to boost the K-12 schools budget. A total amount of new funding wasn’t immediately available. It remained unclear if that was sufficient for the group of majority Republicans who balked at the original budget deal. Democratic leaders in the House point out that per-pupil spending under the budget agreement will go down under the current budget deal. They say it’s about $21 million less overall than last year’s spending. And they note that with a big state surplus for the first time in years now is the time to restore cuts made in recent years. “If not now, when?” Minority Leader Eric Meyer said. “We need to be taking that second step while we have the opportunity.”

29 Teen gets prison in unintentional Columbus fatal shooting COLUMBUS, Ohio (AP) - A 17-year-old boy is heading to prison in the 2014 unintentional shooting that left a teenage girl dead in Columbus. 30 Proposed Rule Would Delay Questions About Criminal History The Obama administration is proposing a rule that would prohibit federal agencies from asking certain job applicants questions about criminal and credit history until a conditional offer of employment has been made. The administration said that early inquiries about criminal history can unnecessarily narrow the pool of qualified candidates and make it that much harder for those with criminal histories to support themselves and their families. Beth Cobert, the acting director of the Office of Personnel Management, told reporters in a conference call that the rule being proposed Friday would give applicants from all segments of society a "fair chance" to compete for federal jobs. She said that early screening for criminal history can prematurely disqualify applicants from consideration without agencies checking whether an arrest actually led to a conviction. The proposed rule would cover jobs in which applicants must compete with others in an open competition, but it won't apply to many of the positions dealing with national security, intelligence and law enforcement, Cobert said. President Barack Obama had already directed the government's personnel office to wait until later in the hiring process to ask about criminal histories. The proposed rule would formalize that process. Obama has intensified efforts during the final months of his presidency to help the previously incarcerated. Each year, more than 600,000 people are released from federal and state prisons, and millions more are released each year from local jails. He has said that helping those who have paid their debt to society can reduce recidivism and save taxpayer dollars. The White House also noted that more companies are committing to undertaking similar efforts to remove barriers in the hiring of those with a criminal record. In all, the White House said, 112 companies and organizations employing more than 1.5 million people have committed to ensuring that information about criminal history is considered in the proper context. 31 Residents of Iraq’s IS-held Fallujah suffer under siege BAGHDAD (AP) - Abu Jassim can only afford to provide one meal a day for his seven-member family - usually a stew made of locally grown leafy green vegetables or rice with a small portion of flat bread. “We are experiencing the agony of starvation for the first time in our life,” said Abu Jassim, a 52-year-old grocer and resident of the besieged Islamic State- held city of Fallujah. In reality, nobody seems to be starving in Fallujah just yet. But medical officials say malnutrition is on the rise and vital medical supplies are running out. Since August, Iraqi government troops have tightened their grip around Fallujah - under IS control since the early days of 2014 - and have prevented the entry of food and medicine into the city. Those seeking to flee the city have sometimes found themselves trapped by the militants, who seek to retain Fallujah’s civilian population as human shields against a full-scale government assault. Several Fallujah residents spoke to The Associated Press over the telephone - all on condition of anonymity for fear of IS reprisal. Abu Jassim would only be identified by his Iraqi societal nickname, which translates as “Jassim’s father.” These residents depicted a bleak picture of conditions inside the city, with prices soaring for some basic staples while other items have completely run out. A 100-kilogram (220 pound) bag of flour now costs nearly 2 million Iraqi dinars ($1,550), compared to around 51,600 dinars ($40) in the past. Vegetable prices have risen by 500 percent and a 450-gram (16-ounce) can of powdered baby formula has jumped from 3,870 dinars ($3) to 144,000 dinars ($112). Items like sugar and tea are simply not available at any price. Some residents, however, pointed out that families connected to IS members appear to suffer the least and receive extra provisions. There is also a severe shortage in medicine mainly for chronic diseases such as high blood pressure and diabetes, according to a doctor at the city’s hospital. He added the majority of those seeking treatment these days are children and the elderly suffering from malnutrition. Alarmed by the deteriorating conditions inside Fallujah, the New York-based Human Rights Watch called on warring parties to make sure that aid reaches the civilian population. “The humanitarian picture in Fallujah is bleak and getting bleaker,” Joe Stork, HRW’s deputy Middle East director, said in a statement issued early this month. “Greater international attention to the besieged towns and cities of the region is needed or the results for civilians could be calamitous.” The IS militants who control the city have taken steps to mitigate the shortages in the face of rising public frustration. In August, they opened a bakery to sell subsidized bread, but eventually had to close it due to a shortage of flour. Then they confiscated wheat stockpiled by farmers and started distributing five kilograms of flour to each family for free. But the residents complained that the quality of the flour was substandard since the wheat had been in storage for a long time and was meant to be used as animal fodder. Shortly after Fallujah fell into IS hands in 2014, Abu Jassim and his family joined thousands of residents fleeing the city. They settled in the northern city of Kirkuk, but returned home months later due to high rents and cost-of-living. In 2015, the militants began preventing civilians from leaving Fallujah. Anbar councilman, Falih al-Issawi, estimated that about 90,000 individuals are now living in the city - down from approximately 300,000. Back in Fallujah, Abu Jassim started stockpiling food in 2015 after government forces, backed by U. S.-led coalition airstrikes, began retaking key areas around the city and shutting down supply routes. “But that stock ran out by the end of December and things started to get worse in January as it was very cold,” he said. 34 Punishments but no criminal charges in US attack on hospital WASHINGTON (AP) - Administrative punishments but no criminal charges have been leveled against U. S. military personnel for mistakes that resulted in 42 people dying in last year’s attack on a civilian hospital in Afghanistan operated by the medical charity Doctors Without Borders, officials said. The Pentagon was expected to release the full report on the investigation on Friday, including details about what exactly led a U. S. Air Force special operations AC-130 gunship to bomb the hospital and how those mistakes were made. A two-star general was among about 16 American military personnel disciplined because of the attack, a senior U. S. official said. A number of those punished are U. S. special operations forces. No one was sent to court-martial, officials said. However, in many cases a nonjudicial punishment, such as a letter of reprimand or suspension, can effectively end a military career. The officials were not authorized to discuss the case by name and requested anonymity. The U. S. airstrike in the northern city of Kunduz last October was carried out by one of the most lethal aircraft in the U. S. arsenal. Doctors Without Borders has called the attack “relentless and brutal.” The Associated Press reported in March that more than a dozen U. S. military personnel had been disciplined in connection with the bombing, and that the punishments were all largely administrative. The crew of the AC-130, which is armed with side-firing cannons and guns, had been dispatched to hit a Taliban command center in a building 450 yards from the hospital, the U. S. military said in November. Hampered by problems with their targeting sensors, the crew relied on a physical description that led them to begin firing at the hospital even though they saw no hostile activity there. Officials have said the attack was caused by human error, and that many chances to prevent the attack on the wrong target were missed. A separate U. S. report on the incident, obtained last fall by the AP, said the AC-130 aircraft fired 211 shells at the hospital compound over 29 minutes before commanders realized the mistake and ordered a halt. Doctors Without Borders officials contacted coalition military personnel during the attack to say the hospital was “being ‘bombed’ from the air,” and the word finally was relayed to the AC-130 crew, the report said. The attack came as U. S. military advisers were helping Afghan forces retake Kunduz, which had fallen to the Taliban on Sept. 28. It was the first major city to fall since the Taliban were expelled from Kabul in 2001. Afghan officials claimed the hospital had been overrun by the Taliban, but no evidence of that has surfaced. (AP) - The Jacksonville Sheriff’s Office in Florida has fired and arrested an officer they say hit a woman who was handcuffed. Undersheriff Pat Ivey said in a news conference Thursday that authorities arrested 26-year-old probationary patrol officer Akinyemi Borisade on a battery charge. Footage released by the sheriff’s office shows Borisade striking 31-year-old Mayra Martinez, who attempted to kick Borisade as she was being restrained and checked into a jail. The incident began Wednesday after authorities responded to a dispute at a Jacksonville bar. Martinez had been asked to leave the bar, but refused to do so. 36 Supreme Court likely to hear plea to re-look NEET order New Delhi: The Supreme Court is likely to hear later on Friday the centre's suggestion to hold NEET in one go -- on July 24 -- as it would be difficult for students not proficient in English to appear in the exam. An apex court bench headed by Justice Anil R. Dave said the court would consider hearing the matter later. Dave's ruling came after Attorney General Mukul Rohatgi told the bench that to expect the students who have done schooling in their respective regional languages to prepare and appear for the NEET -- to be held on May 1 -- would be discriminatory. The CBSE is conducting the NEET (National Eligibility-cum-Entrance Test) in the current year only in English and Hindi. Rohatgi also suggested that court allow the exams being conducted by the state governments along with the NEET for this year. Saying that the matter can only be considered by the bench comprising himself, Justice Shiva Kirti Singh and Justice Adarsh Kumar Goel, Justice Dave asked the attorney general to give the suggestion to the court and it would be considered when the benche assembles. Coast Guard says it has rescued three men from a life raft after their fishing boat collided with a tug boat and sank six miles off the coast of southern New Jersey. Officials say the 42-foot Last Stand started sinking after it collided with the 78- foot Tug Dean Reinauer on Thursday off the coast of Cape May. Petty Officer 2nd Class James Pappas says the readiness and quick thinking of the crew of the Last Stand allowed them to abandon ship within 10 minutes of the collision. He says they “saved their own lives.” A Coast Guard response boat was launched from Cape May and removed the fishermen from their life raft. No injuries were reported. 47 Congressional GOP beginning to accept Trump as nominee WASHINGTON (AP) - Congressional Republicans are beginning to accept, and even embrace, an outcome that was once unthinkable: Donald Trump as the GOP presidential nominee. In the wake of the businessman’s commanding wins in five Eastern states this week, a growing number of lawmakers say that Trump is taking on an air of inevitability. Some argue they should get behind him now instead of trying to stand in his way, as some establishment Republicans are still attempting to do by backing various “Never Trump” efforts. For some lawmakers, supporting Trump is seen as their only hope of stopping the Democrats’ likely candidate, Hillary Clinton, in November and ensuring a Democratic president doesn’t fill Supreme Court vacancies. “I don’t understand. I mean, it’s not ‘Never Trump.’ It’s ‘Never Hillary.’ Never, never, never, Hillary. Come on. Wake up and smell the coffee,” said Rep. Mike Kelly of Pennsylvania, who earlier this week cast his ballot for Trump, along with all members of his large family and 57 percent of Republican primary voters in his state. “I’ve never seen a party attack one of its own candidates with this aggressiveness,” Kelly said of GOP establishment figures who oppose Trump, blaming it on an elitist Washington attitude out of touch with voters. 54 54 Blaze at fort: Fire department to haul up building authorities over lack of fire equipment A major fire broke out at a commercial building in South Mumbai yesterday around 9.20 am. A senior fire brigade official said that they did not find any fire-fighting equipment in the four-storey building and neither there was any fire audit conducted. “We will prosecute them and send them a notice on Friday,” said K V Hivrale, deputy chief fire officer, who conducted the operation. The fire was so massive that it took the eight fire engines six hours to douse the flames. Even with the breathing apparatus, it was very difficult to get to it. The heat and smoke in the narrow passage was tremendous,” informed Hivrale. After fire brigade officials had reached the source, there was a problem of access. They then had to punch three holes in the adjacent wall to gain the access. The fire originated from inside the main switch of a medical insurance firm by the name of Medicare TPA India Pvt Ltd, located on the second floor. Deepak Gawde, who is a senior executive at the company, said. “We saw smoke coming out of the main entrance. The peon told me that he opened the office around 8.30 am and turned on the main switch, as usual. When the power supply was not restored, he turned it off and went away for about 10 minutes. We guess by the time he returned, there was a short circuit that gave rise to the flames, near the door.” There are 10-12 offices in the building that are enclosed and have alterations like false ceilings, partitions etc. “The wooden partitions and the stationery fanned the flames. The entrance to the building was narrow and choked with smoke. The second floor passage was choked too,” added Hivrale. Though there were no reports of casualty, one person was stuck on the terrace. “I was in the office when I saw the flame. I rushed towards the staircase but it was filled with smoke. Then I ran to the terrace,” recalled Hadak Singh, a peon who was rescued after half an hour.

56 'A fortnight more, please' Goa: A pontoon (floating deck) owned by Mumbai-based Arihant Ship Breakers (ASB) ran aground at Arrossim beach in South Goa on the night of April 15, raising concerns about ecological damage to the beach if the ship was not removed soon. The pontoon is grounded and the area is developing a sand bar Local MLA and former Goa Environment Minister, Alina Saldanha led protests and has given an ultimatum to remove the vessel, ‘Bhageerath’. The company has been attempting to tow away the pontoon using a tugboat. This attempt failed, when the rope connecting the two vessels snapped. Now, the tugboat has also run aground on the beach, next to the pontoon. Enraged Arrossim locals have been demanding that the vessels be removed. The Goenchea Ramponkarancho Ekvott (GRE), a representative body of Goa’s traditional fishermen, based in the area, has warned that they would launch a mass agitation if the two vessels were not removed. Arihant owner, Sanjeev Jain said they would take at least a fortnight. "It is not a simple job, which can be done in a couple of days. We have to wait for suitable tides. We need a minimum of 15 days. We have to arrange for tugboats, we already have divers," Jain explained. Jain said the pontoon had been secured in place by two other tugboats, but the rope broke due to rough weather on the night of April 15, leading to the pontoon running aground. Agnelo Rodrigues, President of GRE, said, "Failure to remove the pontoon will be an environmental disaster. We demand that the pontoon be removed within two days, failing which we will start an agitation. "

58 Ex-Montana Sen. Conrad Burns dies; influenced energy policy HELENA, Mont. (AP) - Former Montana Sen. Conrad Burns, a former cattle auctioneer whose folksy demeanor and political acumen earned him three terms and the bitter disdain of his opponents, died Thursday. He was 81. Burns died of natural causes at his home in Billings, Montana Republican Party Executive Director Jeff Essmann said. “He was a colorful figure who loved people, politics and to serve,” Essmann said. “He brought a common-man, common-sense approach to his work in the Senate and returned to his home in Billings when his work was done.” As a Republican senator, Burns used his influence on the powerful Appropriations committee to set the course on energy development and public lands management across the rural West. But he was ousted from office in 2006 under the specter of scandal after developing close ties to “super-lobbyist” Jack Abramoff, who was later jailed for conspiracy and fraud. No charges were ever filed against Burns, who dismissed criticism over the affairs as “old political hooey.” After working as a livestock auctioneer, Burns in 1975 moved into broadcast radio, founding four stations known as the Northern Ag Network. The network eventually grew to serve 31 radio and TV stations across Montana and Wyoming, offering agricultural news to rural areas. He sold the network in 1985 and - capitalizing on his name recognition - made his first foray into politics a year later, when he was elected commissioner for Yellowstone County in south-central Montana. Before his first term was completed, Burns took on incumbent U. S. Sen. John Melcher, a two- term Democrat described by Burns opponent as “a liberal who is soft on drugs, soft on defense and very high on social programs.” At the age of 53, he won election to the Senate by a 3-percentage-point margin. He rose to be one of the most influential positions in Washington with his seat on the Appropriations committee, serving as chairman of the Interior subcommittee. Burns became a strong advocate for increased domestic energy production and expanded development of natural resources. But even before his first term was over, Burns’ loose-talking ways - once credited with earning him favor among Montana’s rural electorate - landed him in trouble. After the passage of the Civil Rights Act of 1991, the senator invited a group of lobbyists to a “slave auction” and later used a racial slur for blacks when relating a conversation he had with a Montana rancher. The resulting furor had little impact on his 1994 campaign, which he won in a landslide. During the 2000 campaign, the controversy around Montana’s backslapping senator nearly caught up with him. He prevailed by only a thin margin over rancher Brian Schweitzer, who went on to become governor four years later. By the end of his third term, however, Burns had been affixed with the same Washington-insider label that he had used successfully against Melcher. His close ties to lobbyist Abramoff lent credence to the accusation, and his bid for a fourth term came up about 3,000 votes short against the president of the Montana Senate, Democrat Jon Tester. Burns had long cultivated a reputation as being a plain talker, but by the time he left office, his incautious remarks had become legendary. His eyes rose from the cube to look into the eyes of those watching him, but his hands continued to rotate the rows although he wasn’t looking, The Hutchinson News (http://bit.ly/1UjuOcz ) reports. Soon, he produced the Rubik’s Cube, the puzzle completed and each side of the plastic box a solid color. “My best time is a minute-six,” he noted. Solving a Rubik’s Cube puzzle comes easily for Adam. Far more complicated has been maneuvering through life with Asperger syndrome, an autism spectrum disorder; Tourette syndrome, also a neurological disorder; and obsessive-compulsive disorder. A network of family, friends, and support staff helps Ankenman with day-to-day activities. Milestones come incrementally. When Ankenman attends the U. S. Autism and Asperger Association World Conference this summer in Louisville, Kentucky, he will take samples of what has helped brighten his world: His glass art. Ankenman was the second of three sons born to Tom and Connie Ankenman. At an early age, his developmental challenges were apparent. He was labeled at one point as having attention deficit hyperactivity disorder, or ADHD. The diagnosis of Asperger’s came when he was 16 years old. Ankenman, now age 32 and a half, graduated from Buhler High School. Finding a sense of purpose took a number of years and various attempts. Having a regular job didn’t work out, although Connie Ankenman compliments Smith’s Market in downtown Hutchinson for its willingness to help keep her son on the job. But he could no longer climb the ladder, she said, which the job entailed. Living in group homes was tried but also did not work. Apartment living, where Ankenman could hear fighting in other apartments, was not optimal. Today, he lives in a house, with daytime help keeping him on track. Ankenman volunteered for a number of agencies, including the local Food Bank. “Always I expected him to give back to the community,” his mother said. His fused glass art takes much of that time now, but he continues to volunteer at the Cosmosphere weekly. He also rides a horse regularly at Reins of Hope, and joins in adult coloring at Bluebird Books in downtown Hutchinson. “He’s a really personable young man and talented, his art is beautiful,” said Bluebird Books owner Melanie Green. It was a Hutchinson Recreation Commission class on fused glass art that opened a new world for Ankenman. 66 House approves prison construction after lengthy debate MONTGOMERY, Ala. (AP) - The House of Representatives on Thursday approved Gov. Robert Bentley’s $800 million prison construction proposal, but with a major condition. Lawmakers, after raising concerns about the sizeable price tag, added an amendment that requires additional legislative approval of construction plans before building starts. House members approved the bill on a 52-33 vote after seven hours of debate. Bentley is seeking to borrow $800 million to build three new mega-prisons for men - housing up to 4,000 inmates each - and one new prison for women. Most existing prisons would be closed under the plan. The governor has argued that aging and overcrowded state prisons have become unsafe for inmates and officers. The House approval came six weeks after riots at William C. Holman Correctional Facility near Atmore where inmates took control of a dormitory, lit fires and stabbed the warden, although his injuries were not life-threatening. “The conditions are poor. They’ve been poor for a long time. We simply do not spend the money to maintain the facilities at level we should have been doing for decades, and we are paying the price for it. The conditions are awful. Because of that, we are now engaged in federal lawsuits, and frankly some of them are in good faith,” Rep. Mike Jones, R-Andalusia, said. Legislators peppered Jones with questions during the lengthy debate, raising concerns about the cost, the economic impact on communities where existing prisons close and if the larger facilities would actually be safer. “There are a lot of questions about the $800 million in debt for 30 years that we are about to take on,” Rep. John Knight, D-Montgomery, said. Some lawmakers expressed concern about approving the money before seeing more specific plans. House members approved an amendment submitted by Rep. A. J. McCampbell, D- Demopolis, that said construction could not start until lawmakers vote to approve a cost analysis and project feasibility report submitted by the prison system. Some lawmakers applauded after the amendment was added. House Speaker Mike Hubbard said he thought the amendment would be problematic. He said the state, as it faces a lawsuit over inadequate housing for disabled inmates, needs to be able to demonstrate to a federal judge that it is making progress on replacing substandard facilities. The state prison system has said the cost of the bond issue - approximately $50 million a year - could be paid through the savings created by consolidating facilities and eliminating maintenance costs. Rep. David Standridge, a former jail administrator, said maintenance costs will eventually rise again, even in new facilities. “I don’t think we should be fooled that the savings are going to pay for this for the whole 30 years,” Standridge, R-Hayden, said. Corrections Commissioner Jeff Dunn has said the department is comfortable in their estimate that the bond issue can be paid through savings. But four years later, he was hiding in Kenya, starving and broke on a mattress on a dirty floor, willing to risk death for an escape from the squalor and fear. He was there for his own safety. The movie would reveal that Sa’ad was threatened with death and lashed 38 times in front of his own village by members of the al-Shabab terrorist group that holds Somalia at its mercy. Go back to Somalia, and al-Shabab might hunt and kill him. Some of the few people Sa’ad still trusted were thousands of miles away in the U. S. Two people called him almost daily: Saadiq, who managed to get out of East Africa two years earlier and was living in St. Louis, and J. R. The two were pleading for any safe country to accept Sa’ad as a refugee. 70 Malaysian couple’s endless cycle of true love TELUK INTAN, Malaysia—Couple Ngou Yeow Hock and Tan Bee Choo, who were killed in a hit- and-run accident, might have been homeless but their undying devotion to each other was a symbol of love and an inspiration to many. Going about their own business collecting recyclable items with their tricycle, they were known to be a happy and loving couple despite being intellectually challenged. Clerk Mary Ng, 70, said the 51-year-old Ngou and Tan, 52, went everywhere together. “They were always laughing and in a world of their own. They offered each other their food, scooping spoonfuls onto each other’s polystyrene boxes,” said Ng. It was common to see Tan wiping the sweat off her husband’s face as they waited for the traffic lights to turn green. “It always put a smile on my face watching them. It’s so sad that they were taken away so tragically,” said Ng. On Tuesday, a vehicle, believed to be a lorry, ploughed into Ngou and Tan as they were crossing a T-junction on their tricycle at KM3.5 of Jalan Maharajalela here, killing the couple instantly. There has since been an outpouring of shock and grief among the local community. Teacher Ahmad Faizal Osman, 47, who wrote a tribute to the couple on Facebook, told The Star that the pair had lived with dignity, never accepting donations. “I have friends who offered Aunty money but she gave it back to my friends’ children. Once, another friend met Aunty at the bakery. “She was so happy to see and play with my friend’s child. She even gave the girl RM1,” said Ahmad Faizal, adding that their hard work and determination ought to be emulated. “Many times, Aunty fell from the tricycle and once, she was even warded at the Teluk Intan Hospital after receiving stitches to her head,” he said. The couple, said Ahmad Faizal, usually showered at the hospital or the Petronas station near the accident scene. At night, they could be seen sleeping near the 7-Eleven outlet in Bandar Baru. Despite having almost no possessions, the couple were charitable, he said, adding that Ngou had once refused money when he offered to buy some boxes. “I tried again to offer him money but he wouldn’t accept it and so at last, I bought a few canned drinks and placed them on his tricycle,” said Ahmad Faizal. Businessman Robin De Silva said despite the hardship, the couple always wore smiles. “They were quite an inspiration for our family because though homeless, they were still happy,” said De Silva, adding that the couple’s children used to go around with them on the tricycle when they were young. On Thursday, the couple’s three sons, one of whom has been adopted by a relative, bid them a final farewell as their remains were cremated. The treeless desert lays bare the lines of rock, and along the tell-tale straight lines of some of the area’s more prominent faults, geologists are busy studying the ways they’ve shaped the area’s past - and how they might impact the future, the Spectrum reported (http://bit.ly/1MXbmAT). “With the growth and increase in population, we’re really trying to look more closely and study the area,” said Tyler Knudsen, a geologist with the Utah Geological Survey and part of the team that published an update earlier this year on the Washington Fault, which runs from the Arizona Strip northward through Washington Fields and the middle of Washington City. The fault was near the epicenter of the area’s largest earthquake of the recent past, a 5.8 magnitude event that shook residents across the county and did damage as far away as Springdale, where a landslide destroyed several homes and forced the closure of the highway leading into Zion National Park. Such an earthquake today could pose major danger to some of the area’s older buildings, and with the population nearly three times as large and with many more homes built atop cliff sides or beneath rock fall areas, the potential for damage is probably greater, Knudsen said. There is speculation the Washington Fault might actually merge at some point with the much larger and more studied Hurricane Fault, which follows a parallel line to the east. There, the Hurricane Cliffs are the visible product, rising in some spots thousands of feet and creating the rainbow-colored scenery of Cedar Breaks and the Kolob District of Zion. The best guess today is that a magnitude 7 earthquake or larger could hit the Hurricane Fault, Knudsen said, while a 6.5 or greater is possible along the Washington Fault. If they’re connected, it’s possible that a slippage along one fault line could cause ripples along the other, spreading the potential for damage across most of the populated area in Washington County and its immediate neighbors. “There’s the potential for a lot of seismic energy to carry a long way,” he said. Predicting when an earthquake might happen and how powerful it might be is difficult though. In recent weeks, a number of earthquakes have been measured throughout the area. Last week a 3.7 magnitude earthquake was felt in the Mesquite area, with the epicenter in the nearby Arizona Strip. Several more have been measured in and around the area in the past few weeks. A 4.3 magnitude event shook the community of Enterprise and its neighbors on Jan. 15, less than a week after a 3.3 magnitude earthquake was measured in the same area. What all that means is hard to say in terms of future predictions, Knudsen said, although they are reminders that this is earthquake country. Utah’s potential as a site of future earthquake damage gathered attention with the release of a troubling report about a major fault along the Wasatch Front, with scientists concluding that the probability of a 6.75-or-greater magnitude earthquake hitting the heavily populated area was about 43 percent over the next 50 years. 78 Memorial set for 25 WWII US soldiers lost in Italian lake ALBANY, N. Y. (AP) - A trio of U. S. Army veterans has teamed up to establish a memorial in Italy to the 25 American soldiers who drowned in an Alpine lake when their amphibious vehicle sank during World War II. The marble monument is being dedicated in the northern Italian village of Torbole on Saturday, the 71st anniversary of the sinking of the vehicle known as a DUKW (pronounced duck). The dead included 24 soldiers from the 10th Mountain Division and a 25th soldier from another unit. The vehicle sank on the night of April 30, 1945, after a storm blew up while they were crossing Lake Garda during the last days of fighting in Europe. Their bodies were never recovered. A 26th soldier survived the sinking. Army officials later determined the DUKW was overloaded. The monument bears the names of the 25 soldiers, along with the insignia of the 10th Mountain Division, based in northern New York since the mid-1980s. The memorial is being established through the efforts of three Vietnam-era Army Ranger veterans - Rick Tscherne, Perry Doerr and Ron Hundell - and Ben Appleby, a British ex-pat who teaches school near Torbole. Tscherne and Doerr live in northern Italy, while Hundell lives in Winston-Salem, North Carolina. The group started an online fundraising campaign to help cover the $5,000 cost of the monument. Among the donors was Mary Morrison-Kinnear of Phoenix, Arizona. Her uncle, Pvt. William C. Morrison Jr., of Terre Haute, Indiana, was among the fallen soldiers. Born a year after her uncle died, Morrison-Kinnear didn’t hear much family talk about the uncle everyone called Billy. Her grandparents, devastated by the loss, rarely discussed their son in front of others. “There was so little news about what happened that my grandparents always felt that my uncle was alive someplace,” Morrison-Kinnear said in a phone interview. In 2012, a group that uses sonar to search Lake Garda for wrecks found the DUKW lying in 900 feet of water. The group hopes someday to recover the vehicle, something the U. S. military has said it has no plans to do. The memorial is the second in Torbole that Tscherne and Appleby have helped create. Last year, they dedicated a monument to Col. William O. Darby, who helped form the Army Rangers during WWII. Darby was killed on April 30, 1945, when a German artillery shell landed in Torbole’s plaza. His memorial and the new monument will be across the plaza from one another.

79 Man says cartel hired him to stalk Southlake lawyer FORT WORTH, Texas (AP) - A Mexican cartel leader spent $1 million dollars on an operation to hunt down and kill a man who was fatally shot at an upscale suburban Dallas shopping center in 2013, a man charged with stalking the victim testified Thursday. Jesus Gerardo Ledezma-Campano, 32, testified in federal court that he, his father and his father’s cousin tracked the man on the orders of Beltran Leyva cartel member Rodolfo Villareal Hernandez, also known as El Gato. The victim, Juan Jesus Guerrero Chapa, was also a cartel boss, according to court documents filed by Ledezma-Campano’s lawyers in the case. A recent filing says Chapa became the interim head of the Gulf Cartel - one of Mexico’s most violent drug-trafficking rings - following the arrest of predecessor Osiel Cardenas-Guillen, who was extradited to the U. S. in 2007 and later sentenced to 25 years in prison. Prosecutors allowed Ledezma-Campano to plead guilty to interstate stalking resulting in death in exchange for testifying against his father, Jesus Gerardo Ledezma-Cepeda, and the cousin, Jose Luis Cepeda-Cortes. Ledezma-Campano said in court, “I was involved in this crime, the murder of a person,” The Fort Worth Star-Telegram reported. All three men were indicted on interstate stalking and conspiracy to commit murder for hire charges in the 2013 shooting death of Chapa in Southlake. Law enforcement officials say the men used video cameras and a GPS device to track Chapa before he was killed in a shopping center parking lot. The shooter who killed Chapa and the getaway driver are considered fugitives, according to the Dallas Morning News. Ledezma-Campano said he and his father became involved in a group called “Grupo Rudo,” which was associated with the Beltran Leyva cartel, and that his father enlisted his help with the technical aspects of the surveillance of Chapa. Ledezma-Campano testified that his father was hired by El Gato to find Chapa. Earlier witnesses said El Gato wanted to kill Chapa because he thought he was responsible for the death of his father, according to the Star-Telegram. He testified that El Gato spent $1 million on the operation and then rewarded Ledezma-Cepeda with a BMW and a hunting trip. He also said the killing was celebrated with a big party. Cepeda-Cortes’ attorney on Thursday said his client was coerced by Ledezma-Cepeda into helping investigate Chapa out of fear for his family’s safety. Testimony is set to continue Friday. The Star-Telegram reported the trial could last about four weeks.

82 Sagebrush project creates landscape of cooperation RUSH VALLEY, Utah (AP) - The distrust and ongoing litigation often entrenched in the relationship between the federal government and the state of Utah over public lands management was nowhere to be found among the sagebrush in Tooele County recently. A nearly $1 million effort to restore sage grouse habitat in the Sheeprocks area of Rush Valley is unfolding with the efforts of the Utah Department of Natural Resources and 14 other partners - including federal agencies like the Bureau of Land Management and the Natural Resources Conservation Service in Utah. The work is important and matters on so many levels because the continued health and improvement of greater sage grouse populations means it stays off the endangered species list - and that means greater autonomy over the land. Both state and federal employees noted the progress made so far during a tour, surveying a western desert landscape full of fallen pinyon-juniper woodlands violently uprooted in an assault by heavy equipment. In one removal method ominously called “mastication,” live trees are ground into nothing more than a pile of wood chips, all in a matter of minutes. The vegetation removal helps the imperiled bird, improves the ability of desired grasses and other plants to thrive and boosts the overall health of the watershed by curtailing erosion and helping with groundwater recharge. “To me, what really saved us and pushed things forward is when everyone sat in a room together” to address the problems on the landscape, said rancher and farmer Elizabeth B. Mitchell. Mitchell’s ancestors started working the land in the 1880s, an area that at one time strained under the pressure of more than 100,000 horses, sheep and cattle. That has changed over time, and ranchers and farmers are now working in tandem with government soil specialists, wildlife biologists and botanists to improve landscape health, instituting improvements such as rotational grazing, protection of streams and putting in pipelines to move cattle from place to place. Today’s immediate threats to the fragile sagebrush steppe ecosystem have shifted to the onslaught of invasive grasses and pervasive wildfires - six large scale fires over the last three years prompted the rehabilitation of 16,000 acres in the Sheeprocks area. “The neat thing about this effort is how much private dollars are going into it because (the partners) have caught the vision,” said the state Department of Natural Resources’ deputy director Robyn Pearson. “If we can stop these fires, it is not money that will be pumped down a hole.” Utah’s Watershed Restoration Initiative, in its 11th year, is shepherding the effort to improve the Sheeprocks. Over the last decade, more than 93,000 acres have been restored under the initiative. The area is home to a sage grouse population that, contrary to other management areas in the state, is seeing a decline in numbers. 83 As researchers fret, Devil’s Hole pupfish just keep swimming LAS VEGAS (AP) - For one of the world’s most endangered species, the Devil’s Hole pupfish is having a pretty good year. The population of 1-inch fish appears to be rebounding, according to a count conducted earlier in April in the water-filled cavern the species calls home 90 miles west of Las Vegas. The annual spring count showed 115 pupfish, up from 80 last April, the Las Vegas Review- Journal reported (http://bit.ly/1T2Yi9b). Meanwhile, researchers at a multimillion-dollar lab less than a mile from Devil’s Hole continue to make strides toward establishing a captive pupfish population for future breeding and research. Since late 2013, the team at the Ash Meadows Fish Conservation Facility has successfully raised several dozen pupfish from 1-millimeter eggs painstakingly collected from Devil’s Hole. The reserve population now totals about 50 adult fish. That may not sound like a lot, but it’s not bad considering how little material there is to work with. The females lay only one egg at a time, and researchers are limited to collecting no more than about 10 eggs each month to minimize the impact on the wild population. The team has yet to successfully breed pupfish in the lab. Some of the lab-raised females have produced eggs, but none of those eggs developed. “We’re still trying to crack that nut,” said facility manager Corey Lee from the U. S. Fish & Wildlife Service. Before 2013, pupfish had never been successfully hatched and raised in captivity using eggs collected from Devil’s Hole. In early 2014, the lab team released its first batch of 29 captive-raised pupfish into a state-of- the-art refuge tank at the facility. The 100,000-gallon tank is designed to replicate the fish habitat in Devil’s Hole, right down to its shape and temperature. The 90-plus-degree water in the tank comes from the same thermally heated source that fills Devil’s Hole. In February, Lee and company moved a second, smaller batch of fish into the refuge tank. “Pretty much the moment we moved them out there we started seeing tons of spawning activity,” he said. The Devil’s Hole pupfish has been under federal protection since 1967, but extinction remains a very real possibility. The population peaked at 544 in 1990 but began to decline in 1996 for reasons experts still can’t explain. 86 Haji Ali for all: Protests force Trupti Desai to turn away The Haji Ali subway was unusually crowded, close to 4 pm, yesterday. Some in the subway were visitors to the dargah, others, though had come to see what they called, the "show". They had heard about a protest or agitation at the site, to press for women’s entry to the dargah. "Picnic hai, picnic bana rakhe hain" grumbled some, winding their way through heavy police and media presence. It was battle on for those who were demanding that women get access to the dargah and those who said it should maintain current status. Trupti Desai was not allowed out of her car by protestors and all she could do was smile about it The main entrance leading to the road in the sea going towards the dargah, had protestors against women’s entry into the dargah. These included men and women, twirling green cloths. The women’s wing of Awami Vikas Party and Indian Union Muslim League workers were in their element. Target No 1 of their ire and fire was the poster girl of the movement to allow women access to religious places, Trupti Desai. Abdul Rehman CH, Maharashtra General Secretary of the Indian Union Muslim League said, "The Haji Ali dargah entry for women into the inner sanctum matter is in the Bombay High Court. We respect the Constitution and the court of law and will wait for the verdict. Even Trupti Desai and her supporters should honour that. If she tries to enter Haji Ali, our women’s wing will stop her. " Desai's car chased by media running down the Haji Ali stretch As the protestors raised their decibel levels and theatrics once media cameras were on them, fledgling organization of activists, ‘Haji Ali for All’ or ‘Haji Ali sabke liye’ activists put up posters about how this is not a religious or Islamic issue, but one for equal rights. Those opposed to them were bent on giving it a communal colour. Akthari Katib, Mumbai President of the women's wing of the Awami Vikas Party said, "How dare Trupti, a Hindu woman speak in Muslim matters? We, Muslim women have no problem worshiping in the space we are allowed in the dargah. Who is she to meddle in our religious issue? " Haji Ali Sab Ke Liye activists make their point. All of a sudden, a woman in opposition to the Haji Ali for All screamed, "Dipti Desai hai hai," women joined her, "Dipti Desai mitti mein mil jayegi," when told that her name was not Dipti but Trupti, they shouted, Dipti, Preeti or Trupti, we do not care. She will not be allowed into the dargah. We are different from Hindus. " Samajwadi Party’s Ruksana Siddiqui said, "We will use physical force if needed to stop Desai and Co. Women are not forced to stay out of certain spaces. We do it out of our understanding of Islam. Hindu ideology cannot be forced on Islam; we have our own religious diktats which we honour. " There were many men, though, making a case for equality. Dr Vivek Korde said, "I had to be here for equality. The dargah trustees have claimed that they do not allow men and women to access the same space because there may be some misbehaviour from the men. Then, why punish the women? This is like blaming the victim not those that commit the crime. " As the clock ticked on, those who were waiting for Trupti were getting restive. A couple of anti-equality supporters were running on the roads, anticipating action. "We will beat her…" they shouted. In contrast, an 81 year-old silver-haired Muslim gentleman A S Uraizee was dignified. He said, "Most Muslim women are totally controlled; they hardly have access outside the home. This movement has come at the right time, only after the path breaking Shah Bano case, was there some debate in Muslim homes about the status of women…" By now, we could hear somebody giving a speech about how they await a court decision but, they will enter the dargah in June. "Those who have to swim, may even swim their way through," a speaker said dramatically. Just then, a hefty gentleman Shahbaz Khan, with a jaunty French beret sauntered through the crowd, "for equality," he stated as a cop moved aside a little amused. Soon, the ‘Haji Ali for All’ group started packing up posters by 5.30 pm, with no sign of Trupti Desai. Just as activist Javed Anand was being asked if they had lost face because of Trupti’s absence and he was denying it, there was a whirl. Ms Desai’s smiling visage was seen through the glass window of a car. This car was chased by media for pictures and anti-equality group gheraoing it and threatening to break it. Police car sirens wailed behind Ms Desai’s car. Clueless occupants of other cars on the Haji Ali stretch, looked startled at being caught up in the high-voltage drama. The car was chased quite some distance nearly till the National Sports Club of India (NSCI) with the thrash Trupti brigade screaming victory since she could not alight from the vehicle. Muslim women against equality said they were ready to shed blood to safeguard the dargah's laws. "Women have to live within their limits. Trupti hasn’t learnt it, then we will teach her. We did not allow her to get out of the car; if she comes again we will pull her hair and thrash her," said Zulema Khan. The Bhartiya Muslim Mahila Andolan, which has filed a Public Interest Litigation (PIL) against the entry of women into the dargah, was conspicuous by its absence. Jyoti Badekar from ‘Haji Ali Sab Ke Liye’ said, "We are taking their cause. They had some case work that came up in Kolkata and so could not be here. " Zakia Soman said, "We were not there as the matter is sub- judice. "As it neared 5.45 pm, it was evident the cops had done a fine job and most of all, kept their sense of humour too. The protest packed up and Ms Desai’s car disappeared from view. The equality activists have pledged to enter Haji Ali on June 26. Both sides departed but the air was thick with the promise that, the two warring groups live to fight another day. Trupti Desai, looks set to return. Some day, some time.

It ended for Tambe with an Indian Premier League game which Mumbai Indians won against KKR; it started with a Test match — a landmark one for India in 1980. “I still remember my first big game when we prepared the main and practice wickets at the corner of the old Wankhede Stadium. It was the BCCI’s Golden Jubilee Test in 1980. In those days, we used ‘durwa’ a kind of grass to prepare the wicket and India lost by 10 wickets to Mike Brearley’s England team,” Tambe told mid-day. It was in this Test that Ian Botham scored a century and claimed 13 wickets. Apart from several IPL and first-class tracks, Tambe helped to prepare 18 Test pitches and 20 one-day international Wankhede Stadium pitches, the first of which was the India vs Sri Lanka tie in 1987. The session runs Friday and Saturday in Gorham, New Hampshire. The boot camp is a fast track training opportunity for individuals interested in becoming an American Red Cross disaster responder. It’s a day-and-a-half- long training session and gives an opportunity for current disaster responders to brush up on their skills. Red Cross officials say that the organization deploys volunteers in the New Hampshire and Vermont region to respond to disasters that displace families, on average, every 20 hours.

90 19-year-old Frontenac man prepares to reopen diner in Girard GIRARD, Kan. (AP) - Andrew Faucett hopes to reopen a popular restaurant in a building more than 100 years older than he is. Faucett, 19, of Frontenac, is the new owner-operator of East Side Diner in Girard, The Joplin Globe (http://bit.ly/1Ujstye ) reports. Past owner-operator Kimbra Brunk will lease the building to Faucett for one year, but if the restaurant succeeds, she plans to sell it to him. There has been a restaurant at that location in the Crawford County seat going back to 1920, but it had closed a year or so ago. Faucett believes he can manage a grand opening by the end of May, as he concludes his affairs at the famous Harry’s Cafe of Pittsburg, where he’s been a cook, server and manager since he was 14 years old. “If you have the heart and the passion to want to be your own boss and to have your own efforts impact the community, you can do it,” Faucett said. “It doesn’t matter how old you are.” Old appliances and furniture have collected dust since the restaurant closed, and Faucett didn’t exactly find a new-car smell when he turned the key for the first time. The exterior awning has large holes in it, the interior paint is chipped, the ceiling has to be replaced, and Faucett will have to deep clean everything before opening. “We won’t have any problems with people coming in on day one,” Brunk said. “People keep asking, ‘When are you going to reopen?’ Everyone is very anxious. After that, the place will have to be ready. We’ll have to earn their trust.” If resources allow, the front door and windows also will be upgraded, The entry, too, must be addressed, as a restaurant with a rusted storm door that has to be forced open is not going to have much foot traffic. Amid all of this, starting in August, the city of Girard will begin a streetscape project to rejuvenate and remodel the town square. Faucett will likely have to open amid armies of orange cones, though the city will help pay for a new awning as part of the project. A city facade grant also is available for the door and windows, and a 5 percent or greater improvement in property value would qualify East Side for a 10-year property tax abatement. If the essentials are done in time, Faucett said, he plans to provide catering services around Crawford County to make sure everyone knows East Side is back. He’s confident the demand is there. “Greenbush (Southeast Kansas Education Service Center) has some kind of catering need basically every day,” Faucett said. “They don’t really have people who can go out and cater for their kids right now; they just get pizza. So I’m looking forward to filling that niche.” Following a “don’t fix it if it’s not broken” attitude and based on his experience at Harry’s, Faucett will stick with a breakfast-all-day plus brunch menu. 91 Wichita window cleaner uses drone to showcase work online WICHITA, Kan. (AP) - Ask Tyler Engle what the latest video he has posted has to do with his small business, and he’ll tell you: Nothing. Nevertheless, Engle tells The Wichita Eagle (http://bit.ly/1qY6wsI ) that engaging people on social media has been key to growing Wichita Window Cleaning, which washes windows for residential and business clients. “It’s an odd strategy,” he said. “I put out stuff that’s funny or entertaining. Somebody will say, ‘Hey, this guy’s funny, I see he’s got a window cleaning business, and I need my windows cleaned.’” Engle, 24, started washing windows in high school for his father, Rusty, who owns Pro Cleaning Glass. Their businesses are separate entities, although they often work together or cover for one another on jobs. Engle earned a computer engineering degree from Wichita State University and worked at data storage company NetApp for almost three years but said it “wasn’t really captivating for me. I like being the boss.” He is now the boss, along with being the chief window washer, accountant and marketer. He has two part-time employees and hopes to add a full-time employee this summer. Engle said he thinks he has the largest window cleaning operation in Wichita. “For example, we have McDonald’s, Taco Bell, Wendy’s,” he said. “Pretty much any fast-food restaurant you go through, we clean it.” Recently, he added high-rise clients such as the Hyatt Regency Wichita, although he admits he doesn’t have any “formal training” to hang from a harness more than a hundred feet in the air. “It’s recommended you have training, but I did rock climbing for years,” he said. “It was terrifying at first, but I’m getting a little more used to it.” Posting video of that work garnered him some additional clients, but other videos Engle posts have nothing to with windows. Most recently, he and a friend used a drone to film scenes of the Arkansas River and Keeper of the Plains. It has garnered some 162,000 views on Facebook. Engle doesn’t discount the importance of old-fashioned legwork, saying he spent a lot of time making personal contact with the people who “pull the trigger” on decisions like who’s going to clean a business’ windows. Engle doubts he will wash windows forever - he’s thinking about launching a digital media marketing company - but says the lessons he has learned should work in any field. “I had always thought that growing a business just kind of happened, word-of-mouth-wise,” he said. “When I started really taking it seriously, you discover the correlation between how much effort you put in and the result. “I’m still dealing with that. 92 Maine small business grants going to brewer, other companies AUGUSTA, Maine (AP) - A Lubec brewing company, a Greenville candle maker and a Sangerville cleaning service are among the businesses that will receive nearly $700,000 in Maine community development money. The Maine Department of Economic and Community Development says the money will go to 27 small businesses around the state. The businesses are located in seven communities. Four businesses in Lubec will get a total of $75,000. The businesses include Lubec Brewing Company, which will be able to expand two 80-gallon fermenters and its inventory. 95 Patna's first mall to down shutters Patna: The Bihar government has cancelled the lease of P&M Mall, the city’s first mall, owned by filmmaker Prakash Jha, on the ground of violation of lease conditions. Industries minister Jai Kumar Singh said that Bihar Industrial Area Development Authority (BIADA) has cancelled land lease of the mall because of violation of lease conditions. Located in Patliputra Industrial area of the city, P&M Mall was inaugurated by Chief Minister Nitish Kumar in 2011. The 58,300 sq ft mall houses state’s first multiplex. It was found that around 100 allotees including P&M Mall have not fulfilled the conditions of the lease and hence it was terminated. Singh said, “As per BIADA estimate, an amount of Rs 2.60 crore is due to the state government on account of circle rate payment out of sub lease but the Mall has submitted only Rs 40 lakh.”

Vicky Goswami The investigation into the recent drug haul worth Rs 2,000 crore by the Thane police has revealed that around 100 kg was smuggled to Kenya in the last three months. “We suspect that a large consignment was shipped to Goswami, but as of now, the arrested accused (ringleader Punit Sringi, director of pharma company Avon Life Science Limited in Solapur, Manoj Jain and supplier Harideep Singh Indarsingh) have revealed only this. They said the consignment of 1,300 kg of drugs, which was seized in Ahmedabad recently after the arrest of supplier Narendra Kacha, was meant to be smuggled to Kenya,” said a senior officer from the Thane police commissionerate. Thane CP Parambir Singh told mid-day that Goswami played a crucial role in the smuggling racket operating out of Mumbai and Gujarat. “Our team, along with different national and international investigating agencies, is on his hunt. We are also gathering information on his local and international links.” Meetings in Kenya The other ringleaders of the drug racket, Jay Mukhi and Kishore Rathod — son of former MLA Bhavsingh Rathod — both of whom are absconding, Jain and two others allegedly met Goswami over 20 times since 2014 at Hotel Bliss in Kenya. The latest meeting was in January this year. “We can’t reveal the name f the other two who attended the meetings since it will affect our investigation. We suspect that Goswami has been residing in Kenya since the time he was released on bail in another drug case,” said a senior Thane police officer. In his police statement, Kacha had said Kishore Singh Rathod had given him the 1,300 kg of drugs. US officials seek help The US Drug Enforcement Administration, which is also hunting down Goswami, has written to Parag Manare, deputy commissioner of police, Thane crime branch, seeking help in the international drug racket case. “The US agency is in search of Vicky Goswami, and have sought our help with the case. It has asked for mobile numbers, addresses and passport details of Manoj Jain, Punit Sringi and Harideep Indersingh. Its letter stated that Goswami arrested in a 100-kg heroin haul but was released on bail by the Kenya police in November 2014 on the grounds that he had transformed into a better human being. His two associates were Ibrahim Akasha and Baktash Akasha,” said the officer. Residents allege that the branches of the trees, which are not even dangerous, are being cut with the intention to kill them. The secretary of the Bhadra Cooperative Housing Society, the apex body for all buildings under Takshila housing complex, says the branches have been trimmed as a precautionary measure, since the slums are too close to the six-foot wall of the society and the branches can fall on the slums any time. I also feel that due procedure was not followed and instant decisions were taken. In the name of trimming, huge branches, which should have not been cut, were also chopped. All this has lead to destruction of the banyan trees," said Mira Desai, a resident of Takshila Housing Society. A resident even alleged that proper permission and procedures were not followed to do the trimming. The nature lovers were allegedly not even shown a proper copy of the permission, which they demanded from the person doing the trimming work. Takshila Housing Society has 33 buildings and more than 700 trees in its area. The buildings have individual housing societies and the apex body of these 33 buildings is known as Bhadra Cooperative Housing Society. Letter to BMC The society members who are against this unscientific trimming of trees, will also be writing a letter to the Superintendent of Gardens (BMC) at the K-East ward office and also the Tree Authority, asking them to take serious note of the same. According to the residents, the work of trimming the trees took place between April 23 and 27. "Despite our protests, over 27 trees have been cut, and several hacked to the ground. The canopy of two grand banyan trees has been completely destroyed. New trees which were not intruding on anyone’s space were cut," alleged another resident The residents also alleged that since the trimming was done in this season, the nests of the birds on some of the trees got destroyed and at few places, the eggs of the birds fell down and got destroyed.
