M/s Indian Oil Corporation Limited, certify that in case approval under the Act for diversion of forest land is declined, it is technically not feasible to execute the project involving diversion of forest land due to the following reasons:

1. The length of the pipeline route from Koyali to Ahmednagar is 511.43 Km, Section (202.993 km). We have studied three alternative routes considering barest minimum forest length. The results of the study indicate that alternate-I had the barest minimum Forest length of Gujarat Section is 4.068 Km. The forests cannot be avoided. Hence, there is no alternate alignment without forests.

Indian Oil Corporation Ltd., (A Govt, of Undertaking) currently operates around 11,750 km long cross-country pipelines network transporting crude oil to various refineries and finished products (MS, HSD, Kerosene, ATF, etc.) to high-demand centers spanning across India. Indian Oil's pipeline network meets vital energy needs of the consumers in an efficient, economical and environment-friendly manner.

Indian oil has now planned to lay a 18" diameter, 747 Kilometer long petroleum products pipeline along with OFC between Koyali (District Vadodara), Gujarat and Solapur (District Solapur) via Ahmednagar in Maharashtra for the transportation of petroleum products from (Vadodara) to Manmad, Ahnednagar (Akolner) & Solapur terminals for further distribution in high demand regions of Maharashtra and adjoining south western part of the country. It shall be laid underground as per latest OSID & API standards. It will be carried out in two phases as mentioned below -: I. Phase I- Koyali to Ahmednagar (511.43 km) II. Phase II- Ahmednagar to Solapur (235.57 km)

The pipeline passes through 246 villages in Phase I and is likely to benefit 1000 no. of persons and generate employment to 1000 mandays per year.

The road side land generally belongs to State / Panchayat / PWD. Proposal pipeline is to be laid in along with OFC in width of 18 meter in general corridor. The pipeline will be laid as per international standard and generally be around 1.5 meters below ground level. The alignment of trench will be decided in such a manner that minimum trees will be cut / damaged.

The IOCL will agree to the terms and conditions and payment of losses if any and any fees to be levied for the permission for laying in social forestry as per the rules of the Government.

The IOCL will lead to the growth of the economy and hence more employment and better living condition of the geography / State / Country.

M/s Theodesh Consultants, has surveyed three alternative routes for laying of Petroleum products Pipeline from Koyali-Ahmednagar-Solapur based on the following main criteria:

1. Route selected should be the shortest possible one. 2. Avoid environmentally sensitive areas such as Reserved Forests, Protected Forests, Wildlife areas, Marine parks, Bird sanctuaries, etc. to the maximum possible extent. 3. Should be accessible from Road during construction and the subsequent operation / maintenance stages. 4. Select easy and favourable terrain conditions - avoiding water logged and swampy areas, ravines, meandering rivers, low lying marshy areas, unstable ground, depressions, hard rock, boulders, rock outcrops areas etc. to the maximum possible extent. After considering the above criteria three alternative routes were identified wherein 1. Alternate-II has the minimum length of 189.948 Km and Alternate-I has maximum length of 202.960 Km. 2. Alternate-I has the minimum Forest Length of 0.497 Km in comparison to Alternate-II - 1.177 Km & Alternate-Ill - 1.7375. Considering the above Alternate-I was recommended with least forest area. Care will be taken to avoid cutting of trees along the route and will see that minimum trees will take place if unavoidable. Hence, it is justified to lay Product Pipeline along Alternate-I with least Forest Area.
