Re-examining the Cult of Personality: A Comparative Cross-national Case Study of Kim Il Sung, Mao Zedong, and Ho Chi Minh by Thach Hong Pham Under the Direction of Larry Berman, PhD A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree of Master of Arts in the College of Arts and Sciences Georgia State University 2021 ABSTRACT The thesis re-examines the utility of the charismatic leader’s cult of personality as a strategic power-enhancing tool by performing a cross-national comparative case study of three Asian personality cults – Kim Il Sung, Mao Zedong, and Ho Chi Minh. To what extent did these cult leaders possess the godlike powers that the cult of personality literature implies? The thesis finds support for the conclusion that increasing deification of a leader is not always positively correlated with a leader’s godlike powers, operationalized as a leader’s unilateral decision- making powers over national policies. Kim Il Sung’s cult was manipulated by family members for their benefit. Mao Zedong attempted to wield the power of the cult of Mao during the Cultural Revolution but could not control the Red Guards. The Communist Party of Vietnam utilized the cult of Ho Chi Minh to maintain the image of national unity while ignoring his policy directives. On the surface, Spears is a pop sensation with millions of fans worldwide. Behind the scenes, she struggled in court against her father for power over her estate and life decisions. Spear’s wrestle for power against her father is not the first and only example of celebrities or pop icons who are exploited by those around them, profiting off the commercialization of the icon. From the 20th - 21st century, technological advancements have provided an avenue for the elevation of politicians’ status to those of celebrities. The rise of television engendered a focus in politics on personality rather than policies. Dwight Eisenhower’s presidential campaign strategies sparked the rise of television advertisements and the incorporation of celebrities on the campaign trail. Eisenhower provided a model for subsequent presidents such as John F. Kennedy and Ronald Reagan on how to capitalize on a candidate’s charismatic appeal. The advent of social media continues to blur the lines between politicians and celebrity icons. For example, “Uncle” Bernie with his viral mittens at the 2021 Presidential Inauguration is a beloved cultural icon to many young Progressives and Democrats. Former President Barack Obama’s Twitter boasts 130.1 million followers, the most of any Twitter account and beating out sensational pop icons such as Rihanna, Taylor Swift, and Justin Bieber. Former President Donald Trump, a television star turned politician similar to former President Ronald Reagan and The Terminator star Arnold Schwarzenegger, also amassed a following of over 88 million on Twitter while developing a cult of personality around his “America First” rhetoric before he was permanently banned from the social media platform. In the past decade, the world has seen an increasing trend in populism and subsequently, the creation of modern personality cults around populist leaders 2 such as America’s Donald Trump, Russia’s Vladimir Putin, Brazil’s Jair Bolsonaro, and Turkey’s Recep Erdogan just to name a few. Researchers have also noted China’s trend towards a more personalized political system with Xi Jinping as the leader of a personality cult carefully manufactured by the Chinese Communist Party.1 As the line between celebrities and politicians blur and personality cults continue to manifest around populist leaders, it behooves the public to consider to what extent is the same power dynamics between celebrities and their controlling exploiters applicable to political figures, specifically those with large cult-like followings. The thesis examines the cases of three historic Asian leaders with prominent personality cults – Kim Il Sung, Mao Zedong, and Ho Chi Minh. To what extent did these cult leaders possess the godlike powers that the cult of personality literature implies? More specifically, did having a personality cult allow them to unilaterally

Constructivists argue that the EU’s membership policy reflects a norm-driven commitment to democracy as fundamental to political legitimacy. Alternatively, rationalists argue that membership conditionality is a way for member states to advance their economic and security interests in the near abroad. The existing research, however, has only a weak empirical basis. A systematic consideration of evidence leads to a novel understanding of EU membership conditionality. The main empirical finding is that whereas the constructivist argument holds true when de facto membership criteria were first established in the 1960s, the rationalist argument more closely aligns with the evidence at the end of the Cold War when accession requirements were formally codified as part of the Copenhagen Criteria (1993).     Marxism, Stalinism, and the Juche Speech of 1955: On the Theoretical De-Stalinization of North Korea Alzo David-West This essay responds to the argument of Brian Myers that late North Korean leader Kim Il Sung’s Juche speech of 1955 is not nationalist (or Stalinist) in any meaningful sense of the term. The author examines the literary formalist method of interpretation that leads Myers to that conclusion, considers the pro- grammatic differences of orthodox Marxism and its development as “Marx- ism-Leninism” under Stalinism, and explains that the North Korean Juche speech is not only nationalist, but also grounded in the Stalinist political tradi- tion inaugurated in the Soviet Union in 1924.     Maoism Versus Opportunism in Turkey The article below is excerpted from a letter written by the Committee of the Revolutionary Internationalist Movement (CoRIM) to the Communist Party of Turkey/Marxist-Leninist (TKP/ML) in mid-2001. The TKP/ML is one of several political centres that emerged from the formerly united Communist Party of Turkey Marxist-Leninist (TKPML), which was a founding participant of the Revolutionary Internationalist Movement in 1984. During the course of a series of splits and realignments among Party forces, several centres of the TKPML have emerged, each of which continues to use the name of the Party and claim its heritage. The names of the two largest groupings that exist today are distinguished only by punctuation marks: the TKP(ML) and the TKP/ML. In the RIM Committee letter, reference is made to other centres that have existed in the course of the Party’s history, in particular the TKP/ML (Maoist Party Centre), which continues today, and the TKP/ML East Anatolia Regional Committee, usually referred to by its Turkish initials DABK, which merged with the TKP/ML Central Committee to form the TKP/ML Provisional United Central Committee in 1994 and which subsequently split into the above-mentioned TKP/ML, which publishes Ozgur Gelecek, and TKP(ML). To minimise confusion concerning the names of the different Party centres, no punctuation is used when referring to the previously united TKPML of 1984 and earlier, and the other centres are referred to by the punctuation they use themselves. As the letter makes clear, from the formation of RIM onwards serious differences emerged between the TKPML and RIM, and a long process of discussion and struggle has gone on involving the different centres that emerged from the previously united TKPML.

    Cults of personality, preference falsification, and the dictator's dilemma Charles Crabtreex, Holger L. Kerny, and David A. Siegelz Abstract: We provide a novel rational explanation for why cults of personality exist: they solve the dictator's adverse selection problem in assigning subordinates to roles within the regime. Participation in a cult of personality is psychologically costly whenever it involves preference falsification, with the costs varying across individuals. Importantly, low psychological costs of preference falsification are correlated with traits the dictator values, such as unscrupulousness and ruthlessness, which we collectively term disposition-based competence. Under a wide variety of circumstances, this correlation makes participation in cults of personality informative from the dictator's point of view, allowing him to hire loyal and competent subordinates for the most important regime positions. In contrast to earlier formal work, our model implies that dictators can use cults of personality to avoid the loyalty-competence trade-off when promoting subordinates.     Keeping the Republic: Reading Arendt’s On Revolution after the Fall of the Wall Dick Howard Introduction: From where do you speak, comrade? Two decades after the fall of the Wall seemed to announce – by default, as an unexpected gift – the triumph of democracy, optimism appears at best naïve, at worst an ideological manipulation of the most cynical type. The hope was that the twin forms of modern anti-politics – the imaginary planned society and the equally imaginary invisible hand of the market place – would be replaced by the rule of the demos; citizens together would determine the values of the commonwealth. The reality was at first the ‘New World Order’ of George H.W. Bush; then the indecisive interregnum of the Clinton years; and now the crass take over of democratic rhetoric by the neo-conservatives of George W. Bush. ‘Man is born free, yet everywhere he is in chains,’ wrote Rousseau at the outset of The Social Contract; how this came about was less important, he continued, than what made it legitimate: that was what needed explanation. So it is today; what is it about democracy that makes it the greatest threat to its own existence? In this context, it is well to reread Hannah Arendt’s On Revolution, published in 1963. On returning recently to my old (1965) paperback edition, I was struck by the spare red and black design of the cover, which was not (as I thought for a moment) a subtle allusion to the conflict of communism and anarchism for the realization of ‘true’ democracy, but simply the backdrop against which the editor stressed these sentences: ‘With nuclear power at a stalemate, revolutions have become the principal political factor of our time.
