SITE DESCRIPTION This application relates to the former Rectory Farm situated to the northwest of Church Lawton and to the east of the Town of Alsager. The site lies wholly within the Infill Boundary Line for Lawton Gate, which is a small settlement washed over by Green Belt. The site accommodates the main rectory farm dormer bungalow, a detached dormer ancillary outbuilding and some detached barns / stables towards. To the north and the east, the site is bound by field and paddocks. Beyond the northern boundary of the site, the levels drop away significantly where the curtilage of Rectory Farm ceases. The land slopes downwards towards a brook beyond which there is the Trent and Mersey Canal which occupies an elevated position relative to the northern end of the site. The site can be viewed from the adjacent canal towpath. There are residential properties further to the east and residential properties bounding the southern boundary of the site which form part of the Lawton Gate settlement. -

CHESHIRE WEST & CHESTER COUNCIL: ELECTORAL REVIEW Submission to the Boundary Committee on Council Size. 1 Context 1.1 This submission sets out Cheshire West & Chester Council’s proposal on Council size. This is the first issue to be addressed in the electoral review of the area. The proposal is for a Council of 75 elected Members in Cheshire West & Chester. This proposal was made by resolution of the Council on 2 April 2009 at its first meeting after vesting day, on which it replaced former county and district councils. The three political parties represented on the Council; Conservative, Labour and Liberal Democrat, concurred in the making of the Council’s resolution. 1.2 The proposal has been formulated having regard to key principles of electoral review; that local government should be convenient to local people and effective. Further to these principles, the Council is of the belief that its proposal will ensure that all roles at political level can be carried out effectively, and will enable the authority to achieve its objective of being an exceptionally excellent Council. 1.3 Cheshire West & Chester is a newly created Unitary Council, delivering by direct provision or by commissioning, the full range of Local Authority services in its area. The range of its products is tremendous - from a direction sign on a footpath to the care of a vulnerable child. The Council has at its heart, the wish to serve the whole community of those who live in, work in, or otherwise visit Cheshire West and Chester. It serves a population of 329,100, the fourth largest of Unitary Local Authorities in the North West and the sixteenth largest in England. -

Could the Council please tell me what impact the building of an 850,000 tonne Incinerator at Weston point in Halton will have on the waste disposal plans of the new Cheshire East authority, as Ineos Chlor who are building this plant continually assert that they will be importing waste from Cheshire? 2. Given the increase in recycling rates across Cheshire, particularly the rapid success of the recycling initiatives in Middlewich and Northwich, and the subsequent decline in waste arising, could the Council please tell how confident they are of the figures in the Cheshire Waste Local Plan which assume a growth in Muncipal Solid Waste arising of 1.5% p.a. -

Access to the countryside without the car One issue to which the Forum has not given much attention hitherto is ensuring that the Cheshire countryside is accessible to all residents and visitors irrespective of their means of travel. With increasing attention rightly being given to climate change and the need to cut greenhouse gas emissions, the need for people to be able to reach the countryside easily in a more sustainable way CHESHIRE & than by car perhaps merits being placed higher up the Forum’s agenda. Introduction 1.1 An Area of Archaeological Potential (AAP) was identified in the Congleton Borough Local Plan Deposit Draft (December 1994). The AAP has now been redefined and two Archaeological Character Zones (ACZs) have been identified within this. Each Zone is identified by its defining archaeological or historical characteristics, or Primary Characteristics. For example, in the Early Medieval Zone (Archaeological Character Zone 1), the defining characteristics include the site of an important early medieval church, potentially of Minster status, as well as the pre-Viking crosses in the Market Place and other examples of sculpture from the same period in St Mary’s churchyard. -

NEWS South Gloucestershire Council Select Cadcorp to Provide Intranet Web Mapping The popularity of Cadcorp SIS in local government continues as a web mapping engagement with South Gloucestershire Council (SGC) becomes the latest contract secured by the GIS software and services company. Cadcorp will initially be supplying its off-the-shelf product Web Map Layers with supporting desktop software, training and associated services. GIS is a corporate service used across SGC and Web Map Layers will be used to extend the reach and range of data deployed within the council. Central to the council’s decision to select Cadcorp was the software’s intranet and internet GIS capabilities such as easy display of mapping on all common browsers and mobile devices. Given the open nature of Cadcorp software, these components can be used to complement existing GIS and database products already utilised by SGC. Martin McGarry, managing director at Cadcorp commented: “In our experience, UK Local Authorities regularly undertake an evaluation to ensure they’re getting value for money and are implementing solutions that meet best practice. We’re delighted that Cadcorp’s portfolio of GIS products fulfilled SGC’s requirements.” Cadcorp software is being used by UK Local Government Authorities, either directly or integrated in other applications provided by Cadcorp’s technology partners. Web Map Layers is replacing legacy systems at a number of UK Local Authorities including Arun District Council, Warrington Borough Council, Sefton Borough Council and Halton Borough Council.
