1 2 Dealurile Clujului Est learning area (LA) is located in the North-Western Romanian Development region (Map 1). The site is situated in the middle of the Romanian historical region of Transylvania that borders to the North-East with Ukraine and to the West with Hungary (Map 2). 3 Administratively, the study area is divided into eight communes (Apahida, Bonțida, Borșa, Chinteni, Dăbâca, Jucu, Panticeu and Vultureni) that are located in the peri-urban area of Cluj - Napoca city (321.687 inhabitants in 2016). It is the biggest Transylvanian city in terms of population and GDP per capita (Map 3). A Natura 2000 site is the core of the LA, and has the same name (Map 4). The LA boundaries were set to capture the Natura 2000 site plus surrounding farmland with similar nature values. The study area also belongs to several local administrative associations. With the exception of two communes (Panticeu and Chinteni), the territory appertains to the Local Action Group (LAG) Someș Transilvan. Panticeu commune is member of Leader Cluj LAG and Chinteni commune currently belongs to no LAG (Map 3). This situation brings inconsistences in terms of good area management. All administrative units, with the exception of Panticeu, belong to the Cluj-Napoca Metropolitan Area. Its strategy acknowledged agriculture as a key objective. Also, it is previewed that the rural areas around Cluj-Napoca can be developed by promoting local brands to the urban consumers and by creating ecotourism facilities (Cluj- Napoca Metropolitan Area Strategy, 2016). The assessment shows that future HNV innovative programmes have to be incorporated in all these local associative initiatives. -

High Nature Value (HNV) farming represents a combination of low-intensity and mosaic practices mostly devel- oped in agricultural marginalized rural areas which sustain rich biodiversity. Being threatened by intensification and abandonment, such farming practices were supported in the last CAP periods by targeted AES. This study aims to identify the most important farming trends in a recognized HNV grasslands Romanian site, subject to public conservation actions. The content analysis of multi-actor focus groups transcripts identifies innovation needs for alternative sustainable HNV farming systems, assessing also the most important barriers for their local deployment. Results show that stakeholders have strong awareness about the existence of HNV farming practices in their territory and their negative trends (abandonment; intensification) that might irreversibly affect Citation: Jitea, M.I.; Mihai, V.C.; biodiversity and cultural values. Current AES could not compensate for the existing innovation gaps. The Current Problems of Urban Development in Cluj Metropolitan Area
STUDIA UBB AMBIENTUM, LXIII, 2, 2018, pp. 5-13 (RECOMMENDED CITATION) DOI:10.24193/subbambientum.2018.2.01 THE CURRENT PROBLEMS OF URBAN DEVELOPMENT IN CLUJ METROPOLITAN AREA Nicolae BACIU1*, Gheorghe ROŞIAN1, Octavian-Liviu MUNTEAN1, Vlad MĂCICĂŞAN1, Viorel ARGHIUŞ1, Radu MIHĂIESCU1 1Babeş-Bolyai University, Faculty of Environmental Science and Engineering, 400294 Cluj-Napoca, Romania *Corresponding author: [email protected] ABSTRACT. The Cluj Metropolitan Area is located in Cluj County, the north-western development region of Romania. The strategic option of polycentric territorial development was adopted on the basis of the principles outlined in the NDP (National Development Plan)- on spatial development at regional level. This involves supporting development processes within urban growth pole. The associative structure at the Cluj Metropolitan Area (CMA) was formed at the end of 2008, continuing the efforts to establish a metropolitan area with economic specificity, initiated by Cluj County Council in 2006. Communes included in Cluj Metropolitan Area are also part of different micro-regional associations with relatively homogeneous characteristics. These associations were formed at the initiative of city halls and they have legal personality. Key words: Cluj Metropolitan Area, peri-urban refuge, urban space, rural space, development strategy. INTRODUCTION The city of the future must be an intelligent one, mostly named smart city, whose development is based on the exploitation of intellectual capital towards education/self-education, innovation and economic development among environment-friendly sectors of activity. Nicolae BACIU, Gheorghe ROŞIAN, Octavian-Liviu MUNTEAN, Vlad MĂCICĂŞAN, Viorel ARGHIUŞ, Radu MIHĂIESCU More specifically, municipal development should be based on high quality drinking water resources, appropriate waste management, improved air quality and appropriate hazard and risk management in order to maintain a clean and safe living environment. -
Forest Fires and Their Causes in the Czech Republic (1992–2004)
JOURNAL OF FOREST SCIENCE, 59, 2013 (2): 41–53 Forest fires and their causes in the Czech Republic (1992–2004) E. Kula, Z. Jankovská Department of Forest Protection and Game Management, Faculty of Forestry and Wood Technology, Mendel University in Brno, Brno, Czech Republic ABSTraCT: Forest fires under conditions of the Czech Republic are evaluated from the aspect of their frequency of occurrence in 1992–2004 at a level of particular years, seasons, days and daytime, and causes of their origin. They are confronted with a situation in the CR in 1974–1983. Effects of climatic conditions are a limiting factor not only for the frequency of their origin but also for the size of the burnt area. Spring (April) and summer (August) culminations were balanced. The burnt area of the best part of forest fires (88.9%) was < 1 ha. The increased frequency of forest fires was noted in afternoon hours and during weekends. Areas threatened by fires are characterized by the increased visit number. In the spectrum of causes, a dominant position is taken up by fire raising, smoking and management in the forest. Railway operation and lightning represent minority causes of the origin of forest fires. In the course of the year, the structure of forest fire origin changes depending on activities in the forest and visit number. Keywords: fire risk; preventive measures; occurrence; burnt area; season; frequency Forest fires depending on site conditions and their tion of causes of their origin. In addition to ordinarily extent can disturb the stability of forest ecosystems. occurring types of forest fires (ground, surface, crown) Affected areas show changes in their water regime, the fire of a gale-disaster area (Chromek 2006) was in the content and composition of nutrients and newly attached to the types mentioned above due to their cycling, physical and chemical properties of the specific properties of the fire spreading. -
Forest Economy in the U.S.S.R
STUDIA FORESTALIA SUECICA NR 39 1966 Forest Economy in the U.S.S.R. An Analysis of Soviet Competitive Potentialities Skogsekonomi i Sovjet~rnionen rned en unalys av landets potentiella konkurrenskraft by KARL VIICTOR ALGTTERE SICOGSH~GSICOLAN ROYAL COLLEGE OF FORESTRY STOCKHOLM Lord Keynes on the role of the economist: "He must study the present in the light of the past for the purpose of the future." Printed in Sweden by ESSELTE AB STOCKHOLM Foreword Forest Economy in the U.S.S.R. is a special study of the forestry sector of the Soviet economy. As such it makes a further contribution to the studies undertaken in recent years to elucidate the means and ends in Soviet planning; also it attempts to assess the competitive potentialities of the U.S.S.R. in international trade. Soviet studies now command a very great interest and are being undertaken at some twenty universities and research institutes mainly in the United States, the United Kingdoin and the German Federal Republic. However, it would seem that the study of the development of the forestry sector has riot received the detailed attention given to other fields. In any case, there have not been any analytical studies published to date elucidating fully the connection between forestry and the forest industries and the integration of both in the economy as a whole. Studies of specific sections have appeared from time to time, but I have no knowledge of any previous study which gives a complete picture of the Soviet forest economy and which could faci- litate the marketing policies of the western world, being undertaken at any university or college. -

ABSTRACT The idea of undertaking this research emerged in 1993, when was taking in study for doctoral thesis region between Jiu and Olt River. Starting this year, for over 20 years, I studied very thoroughly this area and concluded that it has a rich and diverse natural and anthropic tourism potential that is not exploited to its true value. Also scientific researches have shown that the area benefits of an environment with particular beauty and purity, of an ethnographic and folklore thesaurus of great originality and attractiveness represented by: specific architecture, traditional crafts, folk techniques, ancestral habits, religion, holidays, filled with historical and art monuments, archeological sites, museums etc.. All these natural and human tourism resources constitute a very favorable and stimulating factor in the implementation and sustained development of agritourism and rural tourism activities in the great and the unique land between Jiu and Olt River. INTRODUCTION Agritourism and rural tourism as economic and socio-cultural activities are part of protection rules for built and natural environment, namely tourism based on ecological principles, became parts of ecotourism, which as definition and content goes beyond protected areas (Grolleau H., 1988 and Annick Deshons, 2006). -

Between Tradition and Modernity. Case Study: Oltenia Region, Romania
HUMAN GEOGRAPHIES – Journal of Studies and Research in Human Geography (2010) 4.1, 105-119 www.humangeographies.org.ro DEMOGRAPHIC BEHAVIOUR OF THE ROMA POPULATION – BETWEEN TRADITION AND MODERNITY. CASE STUDY: OLTENIA REGION, ROMANIA Mihaela-Daniela Predaa* aFaculty of Geography, Bucharest University, Bucharest Romania Abstract: Analyzing the demographic behavior of the Roma population is a difficult endeavor due to the fact that the available statistical data concerning this population’s exact number presents significant errors. Considering the fertility data, to which we should add the mortality rates, we appreciate that Roma, as an ethnic group, have had a mostly ascending evolution from a demographical point of view - and this situation isn’t always reflected by the statistics. As far as the fertility data goes, its level is dictated by a series of factors whose detailed analysis shows a past preference for a high number of children per family, specifically for the continuously nomadic tribes, also associated with increased values of fertility rates which perpetuated to this day. The mortality values registered within the Roma population fall within the standard values for the entire population - differences were spotted by analyzing the infant mortality. On a final note, these indicators are meant to present inequalities based on the living standards of the population. The analysis of migrants as an important component of the migratory movement brings into discussion one of the most current subjects: that of the percentage of Roma population that participate to the international migration flow. The preference for destination countries, which in most cases is attributed to their previously nomadic traditional life style, is determined by a series of factors, the most important of which being their financial situation. -
