Welcome to the News Election Special, which contains information about the Borough of Poole Elections to be held on 5 May 2011. Borough of Poole has adopted a model of “All Out” elections. This means that once every four years all 42 seats in the Borough’s 16 wards are up for election. This Election Special contains vital information such as, a polling station list, a ward map, a list of all validly nominated candidates standing in the election and a step-by-step guide explaining how easy it is to vote. The election takes place alongside a national referendum which will ask residents if they wish to change the voting system used to elect MPs to the House of Commons. How do I vote in a Polling Station? Voting is your chance to help choose the people represent your local area. This means that who run Borough of Poole. 2 Why are councillors important?

Borough of Poole is made up of 42 elected voluntary community sector and private members representing 16 wards each with two sector, they help shape future services for or three members. the benefi t of local people ɀ Why are councillors so important for the area? They play a major role in making local government work by developing a better ɀ Councillors play a key role in Poole as they quality of life for the people of Poole are the democratically elected voice of the ɀ community, representing local people Some may be chosen for roles on the Cabinet and have responsibility for ɀ They are champions for users of local specifi c council services services The role can be very varied and each councillor ɀ Working in partnership with local has a duty to represent their individual ward and organisations such as the Police, Health, of course the community.

Decision making at Borough of Poole

All councillors meet together regularly at Full Council which is open to the public and held in the Council Chamber at the Civic Centre. At Full Council, members decide overall policies and set the budget each year.

From May 2011, a new Leader will be chosen to serve the Council for four years and a Cabinet will be appointed by the Leader from amongst the councillors.

The main role of the Cabinet is developing and implementing policy on behalf of the Council and overseeing operational decisions on council services. Cabinet meetings are open to the public.

Poole has a number of Overview and Scrutiny Committees, responsible for monitoring Cabinet decisions. These committees can recommend that Cabinet reconsiders a decision it has made prior to it being implemented.

All members must agree to the Code of Conduct to ensure high standards in the way they carry out their role.

Alternative Vote referendum

As well as council elections in Poole, 5 May is also the date set for the national referendum on the voting system used to elect MPs to the House of Commons during general elections. This will not affect local elections. A referendum asks you to vote yes or no to a proposal. For the Alternative Vote referendum, you will receive a ballot paper with the question “At present the UK uses the ‘fi rst past the post’ system to elect MPs to the House of Commons. Should the ‘alternative vote’ system be used instead? You will receive your referendum ballot paper to complete at the same time as you receive the paper for the council elections. You should have received a leafl et explaining the referendum in more detail from the Electoral Commission.
