Was that ever not the case? 2 Angus Garrogie 3 Argyll 4 Arran and Bute The Rural Affairs, Climate Change and Environment (RACCE) Committee of the Scottish Parliament held its 5 Caithness own inquiry into deer management and the environment in November last year. This stemmed initially from 6 Dunbartonshire a breakdown over the way forward within a deer management group (DMG) in Scotland’s north-west, and 7 Inverness-shire consequently the whole of the system was brought under scrutiny. It was a rigorous process with written and 8 Perthshire 9 Ross-shire/Isle of Lewis oral evidence sessions, one lobby promoting a move towards a statutory regime, while the other favoured the 10 Sutherland status quo, encouraged and enhanced to function more smoothly and publicly. Don’t forget that the Wildlife 11 Wigtownshire and Natural Environment (Scotland) Act also took a detailed look at deer management not long ago, and yet here it was once again back on the political agenda. The outcome of that is that the current voluntary DMG system has until 2016 to become more effective, albeit 5 there are some very sound, well functioning DMGs already, and the response from Paul Wheelhouse, Minister for Environment to the inquiry recommendations was, generally, encouraging.

It would be great if KCC can increase its numbers and its capacity to act (skills, resources and time available) as there are so many current and upcoming issues that impact on our quality of life locally. If you’re interested in local issues, have skills, knowledge or opinions to offer, and have the good of the community at heart, do please think about nominating yourself as a candidate. Purpose/Executive Summary 1.1 This report updates Members on recent work to produce a Tourism Infrastructure Plan for the Highland area. A draft plan which includes a completed audit of existing tourism infrastructure and gives some initial observations regarding possible gaps in provision is included for members consideration. 2. Recommendations 2.1 Members are asked to: i. Note the range of tourism infrastructure that is already provided in Highland, ii. Note the initial observations of where there may be considered to be gaps in provision; and iii. Consider how further gaps might be identified and who else might be involved in this process. 3. Implications 3.1 Resources The resources required to produce this draft plan are met from the Service budget. Depending on the level of consultation required to finalise the plan, further resources may be required to undertake this work. Should the Committee decide that any gaps identified should be filled by Council projects this would have resource implications which would require to be defined on a project by project basis. 3.2 Legal There are no legal implications arising directly from this report. 3.3 Community (Equality, Poverty and Rural) There are no community (Equality, Poverty and Rural) implications arising directly from this report. However, some further consultation which is likely to involve communities is recommended in the report. The delivery of any projects to address identified gaps would be expected to produce positive benefits for communities as well as for visitors.
