NATIONAL EMERGENCY OPERATION CENTER TROPICAL CYCLONE WINSTON SITUATION REPORT 79 of 13/03/2016

The purpose of this report is to provide the update on the current operations undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and covers the period from 1600hrs - 2400 hours, on Sunday, 13/03/2016. Updates in this report summarise all reports and briefs submitted from the four (04) Divisional Emergency Operation Centres (DEOC’s).

1.0 NATIONAL HIGHLIGHTS

. A total of 291 active evacuation centers nationwide with the Eastern Division recording 124 and Western Division with 167. Northern and Central Division Evacuation centers are all closed. . A total of 8098 evacuees across the nation with 2349 from the Eastern Division and 5749 from the Western Division. . A total of 11,145 dwellings were completely destroyed across the four divisions and 17,541 dwellings were partly damaged. .

2.0 STATUS SUMMARY UPDATE ON DEATHS DURING TC WINSTON, EVACUATION CENTRES AND EVACUESS

Number of deaths remained at 44 when this report was compiled. Only two (2) Divisions, Western and Eastern still have active Evacuation Centres. The total no. of evacuees for the 2 divisions as at to-date is 10,098.

Note: The table outlines a change in the divisional breakdown, correct deployment of divisional deaths statistics after confirmation of two deaths from Mua which is under the province of Ra but located in Wainibuka were previously accounted for Central Division, highlight an increase in the Western Division Death Toll and a decrease in the Central Division death stats. However the national death toll remains at 44.

3.0 DIVISIONAL UPDATES Brief updates for each Division are given below

3.1 CENTRAL DIVISION

3.1.1 HIGHLIGHTS

 All operations have been ceased for today except the running of the Div EOC.  The Central Warehouse Coordinating Team has prepared the work plan for the resumption of rations distribution from tomorrow (14/03/16). Continuous of verifications on all issue rose to Div EOC.  Requests for water were received from the Korovou EOC.  Catholic Womens’ League had discussions with Roko Tui Tailevu concerning their interest to distribute family packs in the Red Zone Areas in Tailevu.

3.1.2 FOOD RATIONS & SUPPLIES  The Warehouse Coordinating Team has mapped out the Ration Distributions that will resume from tomorrow morning to the worst affected of the Red Zone areas in the Central Division, namely Nagonenicolo and Nabuobuco of Naitasiri and parts of Dawasamu, Namena, Sawakasa, Wainibuka and parts of Nakorotubu District of the province of Ra. The Rations supply should last for 2 weeks.

3.1.3 WATER REQUEST . Requests were received from Lower Waidalice and Navunisole areas today.

3.1.4 REHABILITATION . Request received from Korovou EOC pertaining to the provision of tarpaulins and tool kits for Korovou Civil Servants and Police Officers to assist them in rehabilitation efforts for their families. . The Project Officer from the Catholic Womens’ League met with Roko Tui Tailevu at the Div EOC this afternoon to discuss about their interest to assist the affected areas. They have 300 family packs ready to be distributed to Red Zone Areas. The Family Packs includes the following : a) Bedding, Water and Shelter Pack – consisting of water purifier, tarpaulin, 2 x blankets and 2 x towels; b) Dignity Pack – 2 x Colgate toothpaste, 5 x toothbrushes, pack of Protex soap, 4 x pkts Kotex Pads, 2 x bars washing soap and 1 x bottle sanitizer liquid.  Upon CCD’s instructions RTT has instructed that they will distribute the family packs from Catholic Womens League to the 6 villages namely Matainananu, Delaiyadua, Naivoco, Nadogoloa, Nayavutoka, and Nabukadra in the province of Ra situated along the fringes of the Central Division. This is contrary to request from Catholic Womens League to distribute to Dawasamu on the basis that a lot of Relief efforts have been concentrated there.  Div EOC will provide transport for the delivery of these family packs on 16/03/16

3.1.5 DAMAGED DWELLINGS SUMMARY

 The total rehabilitation cost for number of houses completely destroyed and partially damaged within the Division.

3.2 EASTERN DIVISION

3.2.1 Highlights:

 A team from Bureau of Statistics accompanied the team that had deployed to Moturiki this morning to identify the number of active Evacuation Centres on the island.  Doctor Terry from China was at EOC today and has requested for a team to accompany him through Ovalau Island for the damage assessment and Mr Niumaia Masere [Team Leader] and SDMO had been notified on the request.

 The total number of houses completely destroyed is 1516 and total partially damaged is 712.

3.2.3 Evacuation Centres:

3.2.4 Ovalau Island Updates

 Red Cross donated 14 tents yesterday [12/03/16] which was given to TNK Korovou [Baba settlement] that is, the most affected settlement on Ovalau Island.  The 14 tents is to accommodate those evacuees whom are currently being evacuated at Levuka Public Primary School.  The tents would provide evacuees with temporary shelters and allow students of Levuka Public Primary School to commence classes proper next week [22/03/16].  A team was deployed to distribute food items today in Moturiki Island at 1100hours which was donated by the Methodist Church. 3.4 WESTERN DIVISION

3.4.1 HIGHLIGHTS  Solomon Island Prime Minister Manasseh Sogovare accompanied by the Deputy Chief Executive Officer I’Taukei Affairs Board Mr.Apakuki Kurisiga toured the Koroipita settlements in the Districts  Western Division bulletin for //Lautoka fine part from isolated afternoon or evening showers and outlook for Monday- Afternoon or evening showers.

5.0 CONCLUSION Damage Assessments statistics are progressively finalising from the Divisions. The Economic Sector is also outlining its damage assessments which include the Agriculture, Fisheries and Forestry Sector.

Evacuation Centers and Evacuees statistics continue to decrease as the divisional coordinated effort effectively relief those who have returned to their homes as well as the provision of temporary shelters has also assist in the reduction of the evacuation centers figures.
