Service on these routes may be suspended or modified between mid-June and mid-August. Since SamTrans is a public transit agency, all bus routes are open to all fare-paying customers. The safety of our customers and the community is the number one priority for SamTrans. Bus operators must successfully complete extensive classroom and behind-the-wheel training before they transport customers. SamTrans buses are equipped with radios for the operator to use to notify officials or law enforcement if they encounter an issue. SamTrans also has installed video cameras on its buses as an added safety measure.     Appendix H Land Use Information 1 Appendix H 2 Land Use Plan Summary and Consistency Review 3 This appendix summarizes relevant local land use plans and provides a general consistency review 4 of the Proposed Project with applicable plans. However, as noted in Chapter 2, Project Description, 5 pursuant to SamTrans’ enabling legislation (Public Utilities Code Section 103200 et seq.) and the 6 1991 Interstate Commerce Commission’s approval of the Peninsula Corridor Joint Powers Board 7 (JPB) acquisition of the Caltrain line, JPB activities within the Caltrain right-of-way (ROW) are 8 exempt from local building and zoning codes and other land use ordinances. Nonetheless, the JPB 9 will cooperate with local government agencies in performing improvements within its ROW and will 10 comply with applicable local regulations affecting any of its activities within other jurisdictions. 11 This appendix also provides a profile of local parks within 0.25 miles of the Caltrain ROW. 12 H.1 Summary of Local Land Use Plans 13 H.1.1 General Plans 14 A general plan is a legal document required of each local agency by California Government Code 15 Section 65301 and adopted by the jurisdiction’s city council or board of supervisors.     City of San Mateo | Citywide Pedestrian Master Plan 4. Needs Analysis This needs analysis examines where pedestrian improvements are needed in San Mateo. The examination begins with a review of trip attractors and generators to identify where pedestrians are likely to walk to and from. How people access these destinations, whether on foot, by car, by bike or with transit, and typical travel time are then reviewed to understand the current and potential rates of walking. Pedestrian collision locations and rates, a walking audit, and PEDIndex are also reviewed to understand locations likely in need of pedestrian related improvements. The needs analysis concludes with a summary of community input gathered from a community survey and a workshop. 4.1. Pedestrian Attractors and Generators Qualitative data and community input help Walking can be a viable means of transportation if schools, to identify pedestrian needs in San Mateo. employment centers, shopping centers, and parks are accessible by walkways. These pedestrian “attractors” and “generators” are examined below and are used to identify potential recommended pedestrian facilities. Pedestrian attractors are land uses such as retail centers, schools, transit, major employers, senior centers, community centers, medical facilities, parks and the San Mateo County Event Center that attract pedestrians from the surrounding area. Pedestrian generators are land uses, such as senior housing developments, that bring new pedestrians to live in a given area. Figure 4-1 presents San Mateo’s pedestrian attractors and generators.
